This Grant Overview and Application should be utilized in all future grant applications until further notice. Please remember that your enrollment figures must be submitted by February 1, 2004. If you hav,1 any questions, please do not hesitate to contact me. lly, 255 PARKWAY * P.O.BOX 9478 * COPPELL TX 75019 * TEL 972/462 0022 * FAX 972/304 3673 Coppell Education Development Corporation Grant Application Overview Purpose of the Grants: The Coppell Education Development Corporation (CEDC) will award one -time grants during School Year (SY) 2004 -2005 to publicly funded educational institutions, in proportion to the number of Coppell students enrolled in each publicly funded institution, for the promotion of literacy, foreign language, and career technology for a skilled workforce, as authorized by Section 379A of the TEXAS LOCAL GOVERNMENT CODE, as may be amended. Eligible School Years: • School Year 2004 -2005. • Grant Applications are limited to one school year. Eligible Applicants: • Administrators /Individuals /Groups of Teachers employed by those publicly funded educational institutions that have duly submitted their Coppell resident student enrollment numbers by February 1 of the school year. • Submitted enrollment numbers should be based on the official January 15 figures as submitted by public institutions to the State of Texas. At this Public Hearing a school official shall give an overview of each Grant Application, including the number of students served, the areas in which funds will be spent, and the total amount of the monies requested. The hearing shall conclude with comments from the public. Notice of the Public Hearing shall be published as a Legal Notice in the official newspaper of the applicant's educational institution. This Legal Notice shall be published for two consecutive weeks before the Public Hearing. The Legal Notice shall include a statement specifying the location at which a citizen may obtain or review a copy of the Grant Application. • A copy of the two Legal Notices, along with the agenda for the meeting in which the Public Hearing was held, shall be included with each Grant Application that is submitted to the CEDC. Deadline(s) for Transmittal of Applications & Corporation Deliberation: • Grant Applications are accepted throughout the calendar year. • Grant Applications are due in the Office of the City Manager of Coppell by the close of business (COB) on the first business day of each month. • CEDC's final decision will normally be made within 60 days of that first business day. Grant Application Parameters: • Page Limit: Grant Applications must be no more than 15 pages (not including signature sheet or appendices) and must be double- spaced. • Font Size: 12- point. • Margin Settings: One -inch margins at the top, bottom, and both sides. • Page Numbers: Pages must be numbered consecutively. • All of the following sections are required and must be presented in the following order: I. Abstract of Project/Activity II. Description of Proposal & Nature of Request III. Detailed Budget IV. Project Measurements and Evaluation. As Revised: 12/10/2003 3 Guidelines for Required Sections: The guidelines that follow have been prepared to assist in submitting complete, detailed, and accurate application information that illustrates a clear purpose, is efficiently organized and provides support for one of the three approved funding areas (literacy, foreign language, career technology). It is recommended that the grant writer or personnel familiar with the Grant Application attend the CEDC Board Meeting when and where a submitted proposal is being considered for approval. Section I: Abstract of Project /Activity • Provide a general overview to give the reader a high level understanding of the project/activities included in the funding request. This section should include a clear statement of project rationale and a synopsis of the other sections of the grant proposal. • Include answers to the following questions: 1. What is the project? 2. Who delivers it? 3. Who receives it? 4. When is it delivered (daily, weekly, etc.)? 5. How much does it cost? 6. How much specific funding is requested of the CEDC? • Explain how and why the project specifically addresses one of the three approved funding areas: literacy, foreign language, or career technology. Section II: Description of Proposal & Nature of Request • Provide a detailed project proposal that clearly illustrates the purpose, objectives, strategies, activities and an implementation timeline. • Detail the connection with one of the three approved funding priorities. (How is this proposal a literacy project? How does this proposal lead to effective teaching of a foreign language? How does this proposal support career technology ?). • State specifically the project goals and how they will be met. • Provide a guide or roadmap that outlines projected outcomes. • Provide documentation, when appropriate, to support and clarify the proposal. Cite sources using standard guidelines such as those from the American Psychological Association or the Chicago Manual of Style. • Include narrative explanations of the following: Project Overview: 1. Is this a new project, existing project or expanded project? Explain the need for the project, benefits, outcomes, past success, or rationale for expansion. 2. Is this a special project mandated by state or national regulations? If so, please explain. 3. What is the schedule or frequency of this project or class (daily, weekly, etc.)? 4. What will be the method of instructional delivery? 5. How is this project configured? Separate course? Pullout program? Summer program? 6. What will be the consequences if the project is not implemented? 7. What will be the consequences if the CEDC does not fund the proposal? As Revised: 12/10/2003 4 Relevancy: 1. Why is this application relevant to the specified funding area? 2. Why is this project necessary? 3. How will this project affect future curricula or future teaching materials? Project Needs: 1. Describe staffing needs and length of contracts based on project. This description should include staff responsibilities /accountabilities. 2. Describe material needs, such as books, software, technology upgrades, curriculum packages, etc. for the project. 3. Describe any required training or staff development needs. If needed, then provide detailed staff development or training programs. 4. Describe dependencies on other funding or input sources. Fully explain. 5. Provide number of students, broken out by grade level, projected to be served by this project. Section III: Detailed Budget This section should include a detailed breakout of funding requested of the CEDC for the following categories: • Salaries and Benefits (Including any projected adjustments which may occur during the grant period). • Materials (books, packaged curriculum, printing, including shipping /delivery, etc.). • Technology /Equipment (hardware /software (licensing) /technology aids). Include requests for proposals, specific criteria for hardware or aids and capacity for upgrades where applicable. • Third Party Contractor(s) (Include professional assistance for training, installation, integration and testing.). • Travel/Professional Development. • Include the amount of any additional funding and its source. • Other. Section IV: Project Measurements and Evaluation This section should include the following: • How many students and what grade level(s) is /are being served? • Provide student ratios inclusive of students served versus total student body in educational institution. • Provide the dollars per student proposed on this project (total cost divided by number of students served). • How will you qualitatively and quantitatively measure the effectiveness of this project? • What standards of measurement indicate success or effectiveness of this project?
