Dear Ms. Ball:
On behalf of the Coppell Independent School District (CISD), I would like to formally request an
appeal of the decision of the Coppell Education Development Corporation (CEDC) regarding
their rejection of a grant request submitted by CISD. On August 13, 2003, the CEDC met in
regular session and voted three in favor, two against and one abstention for Coppell Independent
School District's application for $816,300 to provide literacy assistance in the form of English as
a second language (ESL) for the District.
We feel that the program objectives of our English as a second language application fit the area of
literacy as approved by the voters and, also, that the vote itself was a positive vote even though
there may be some question on whether four votes were needed to approve the grant.
We would appreciate the Council's consideration of this grant application, and our appeal of the
CEDC's action. If you have any further questions, please do not hesitate to contact us.
