AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF COPPELL, TEXAS, AS
HERETOFORE AMENDED, TO CHANGE THE ZONING ON THE HEREINAFTER DESCRIBED
PROPERTY TO THE NEW ZONING CLASSIFICATION HEREIN STATED; PROVIDING A
REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES
FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF ONE THOUSAND
DOLLARS ($2,000.00) FOR EACH OFFENSE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Zoning Commission and the Governing Body of the City of
Coppell, Texas, in compliance with the laws of the State of Texas with reference to
the granting of zoning changes under the zoning ordinance and zoning map, have given
requisite notices by publication and otherwise, and after holding due hearings and
affording a full and fair hearing to all property owners generally, the said Governing
Body is of the opinion that said change of zoning which is on application of Parks of
Coppell Joint Venture, Application No. PD -103, should be granted and the Comprehensive
Zoning Ordinance of the City of Coppell should be amended in the exercise of its
legislative discretion:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance of the City of Coppell,
Texas, be and the same is hereby amended by amending the Zoning Map of the City
of Coppell, to give the hereinafter described property a new zoning district classification,
to -wit:
"PD" Planned Development District Classification pursuant to the Development Plan
attached hereto as Exhibit "A", the Development Standards attached hereto as Exhibit
"B", the general provisions of the comprehensive zoning ordinance not in conflict with
the the Development Plan or Development Standards, the special provisions of the
comprehensive zoning ordinance pertaining to planned development districts not in
conflict with the the Development Plan or Development Standards and the following
special conditions or definitions:
1. The term "concept plan" as used in the development standards, Exhibit "B",
shall mean the Development Plan attached hereto as Exhibit "A".
Said property being described as follows:
BEING that tract of land described in Exhibit "1" attached hereto and
made a part hereof for all purposes and also shown on the Development
Plan attached hereto as Exhibit "A" and made a part hereof for all purposes.
SECTION 2. That all ordinances of the City in conflict with the provisions of
this ordinance be, and the same are hereby, repealed and all other ordinances of the
City not in conflict with the provisions of this ordinance shall remain in full force and
effect.
SECTION 3. That the above described property shall be used only in the manner
and for the purposes provided for in the Comprehensive Zoning Ordinance of the City,
as amended herein by the granting of this zoning classification.
SECTION 4. That should any paragraph, sentence, subdivision, clause, phrase or
section of this ordinance be adjudged or held to be unconstitutional, illegal or invalid,
the same shall not affect the validity of this ordinance as a whole or any part or
provision thereof other than the part so decided to be invalid, illegal or unconstitutional
and shall not affect the validity of the Comprehensive Zoning Ordinance as a whole.
SECTION 5. That any person, firm or corporation violating any of the provisions
or terms of this ordinance shall be subject to the same penalty as provided for in the
Comprehensive Zoning Ordinance of the City, as heretofore amended, and upon conviction
shall be punished by fine not to exceed the sum of Two Thousand Dollars ($2,000.00)
for each offense, and that each day such violation shall continue to exist shall constitute
a separate offense.
SECTION 6. It is necessary to give the property described herein the above
mentioned zoning classification in order to permit its proper development and in order
to protect the public interest, comfort and general welfare of the City. Therefore,
this ordinance shall take effect immediately from and after its passage and publication
of its caption, as the law in such cases provides.

DEVELOPMENT STANDNRDS
LAKE PARK VILLAGE PLANNED DEVELOPMENT
CITY OF COPPELL, TEXAS
All of the restrictions, conditions, covenants and charges set forth
herein shall affect the real property described on the exhibit referred to
as the "Concept Plan for Lake Park Village Planned Development". The real
property and all improvements constructed on the real property shall be
improved, constructed, occupied and used in compliance with the following:
SINGLE FAMILY RESIDENTIAL DEVELOPMENT REQUIREMENTS
Use Regulations: A building or premise shall be used only for the
following purposes:
1. Any use permitted in the SF -7 districts.
2. Construction of detached single family units which meet the
requirements hereof.
3. Such uses as may be permitted under the provisions of Specific
Use Permits, Section 29.6 of the Coppell City Zoning Ordinance.
Heighth Regulations: No building shall exceed thirty-five (35) feet or
two and one-half (2-1/2) stories in heighth. All of the buildings
constructed on the lots adjacent of the Parkwood addition shall be one
story in heighth.
Area Regulations:
1. Size of Yards
(a) Front Yards: The front yards shall have varying
depths from 15' to 20' and shall be alternated in
each block to provide variety to the streetscape.
��' The front yards shall comply with the following
requirements:

i) Not over 25% of the lots shall have a 15'
front yard depth.
ii) Not over 25% of the lots shall have less
than a 17' front yard depth.
iii) Lots which are front -entry must use a
swing -in (side entrance) garage if the
front yard is less than 20'.
iv) In any event, a twenty (20) foot building
line shall be observed for the structure or
portion of a structure accommodating the
required off-street parking spaces when the
structure or portion of a structure faces
onto a dedicated street.
Where lots have double frontage, from one street to
another, the required front yard shall be provided on
both streets. EXHIBIT TMB"
No required enclosed parking shall be allowed within
the required front yard setback.
(b) Side Yard: There shall be a side yard on each side
of the lot having a width of no less than five (5)
feet. There shall be no restrictions on the presence
of windows and/or doors on side elevations.
A side yard adjacent to a street shall not be less
than fifteen (15) feet unless specifically approved
otherwise. No side yard for allowable non-residen-
tial uses shall be less than twenty-five (25) feet.
(c) Rear Yard: There shall be a rear yard, a depth of
not less than twenty (20) feet.
2. Size of Lot
(a) Lot Area: No structure shall be constructed on any
lot less than 6,000 square feet.
(b) Lot Width: The width of the lot shall be not less
than fifty-seven (57') feet at the building line.
Not over 25% of the lots may be less than 60' in
width.
(c) Lot Depth: The average depth of the lot shall not
be less than ninety-five (951) feet unless speci-
fically otherwise approved by the City Council.
3. Minimum Dwelling Size: The minimum floor area of any
dwelling shall be fourteen hundred (1400) square feet.
At least 15% of the dwellings shall contain at least
1850 square feet. The overall average size of all
dwellings shall be no less than 1650 square feet. As
used in this paragraph square footage shall mean living
area exclusive of garages, breezeways and porches.
4. Lot Coverage: In no case shall more than forty percent
(40%) of the total lot area be covered by the combined
area of main buildings and accessory buildings.
5. Parking Regulations: Two enclosed off-street parking
spaces shall be provided behind the front building line
for each unit in accordance with the requirements in
Section 30 of the City of Coppell Zoning Ordinance. In
addition, guest parking shall be provided as provided on
the Concept Plan.
6. Type of Exterior Construction: At least eighty percent
(80%) of the exterior walls of the first floor of all
structures shall be of masonry construction exclusive of
doors, windows and the area above the top plate line.
Each story above the first floor shall comply with the
ordinance requirements of the City of Coppell for single
family dwellings. Stucco type construction is permitted
only by a specific use permit.
