ORDINANCE NO. 297A14
AN ORDINANCE OF THE CITY OF COPPELL, TEXAS, AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF COPPELL, TEXAS, AS
HERETOFORE AMENDED, TO CHANGE THE ZONING ON THE HEREINAFTER DESCRIBED
PROPERTY TO THE NEW ZONING CLASSIFICATION HEREIN STATED; PROVIDING A
REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING PENALTIES
FOR VIOLATION OF THIS ORDINANCE NOT TO EXCEED THE SUM OF ONE THOUSAND
DOLLARS ($1,000.00) FOR EACH OFFENSE AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Zoning Commission and the Governing Body of the City of
Coppell, Texas, in compliance with the laws of the Stare of Texas with reference to
the granting of zoning changes under the zoning ordinance and zoning map, have given
requisite notices by publication and otherwise, and after holding due hearings and
affording a full and fair hearing to all property owners generally, the said Governing
Body is of the opinion that said change of zoning, which is on application of Tro~lth
Enterprises should be granted and the Comprehensive Zoning Ordinance of the City of
Coppell should be amended in the exercise of its legislative discretion:
NOW, THEREFORE, BE IT ORDAINED BY THE CITi' COUNCIL OF THE CITY
OF COPPELL, TEXAS:
SECTION 1. That the Comprehensive Zoning Ordinance of the City of Coppell,
Texas, be and the same is hereby amended by amending the Zoning Map of the City
of Coppell, to give the hereinafter described property a new zoning district classification,
to-wit:
"PD(SF-9)" Planned Development District
The Planned Development District shall be subject to the Conceptual Plan attached
hereto as Exhibit "A" and made a part hereof.
The Planned Development District shall also comply with the following development
requirements:
PD (SF-9) STIPULATIONS
"SF-9" SINGLE FAMILY RESIDENTIAL DISTRICT REGULATIONS
Use Regulations: A building or premise shall be used only for the
following purposes;
1. Any use permitted in District "SF-18", "SF-12", Section 29.6.
2. Such uses as may be permitted under the provisions of Specific Use
Permits in the SF-18, SF-12 districts.
Height Regulations: No building shall exceed thirty-five (35) feet or
two and one-half (2½) stories in height.
Area Regulations:
1. Size of Yards:
a. Front Yard: There shall be a front yard having a depth of not less
than thirty (30) feet. Where lots have double frontage, running
through from one street to another, the required front yard shall be
provided on both streets. No required parking shall be allowed within
the required front yard.
- Building line adjacent to Moore Road to be fifteen (15) feet.
b. Side Yard: There shall be a side yard on each side of the lot having
a width of not less than eight (8) feet. A side yard adjacent to a
side street shall not be less than fifteen (15) feet. No side yard for
allowable non-residential uses shall be less than twenty-five (25)
feet.
c. Rear Yard: There shall be a rear yard having a depth of not less
than twenty (20) feet.
2. Size of Lot:
a. Lot Ar ea: There shall be:
Eighty (80) 12,000 sq. ft. lots
Thirty-four (34) 10,000 to 12,000 sq. ft. lots
Forty-Seven (47) 9,000 to 10,000 sq. ft. lots
No building shall be constructed on any lot less than nine thousand
(9,000) square feet.
b. Lot Width; The width of the lot shall be not less than seventy-five
(75) feet at the front street building line.
c. Lot Depth: The average depth of the lot shall not be less than
one hundred (100) feet.
3. Minimum Dwelling Size: Houses on 9,000 -11,999 sq. ft. lots shall
have a minimum of 2,000 sq. ft. exclusive of garages and breeze
ways and porches.
Hour,es on 19.,000 sq. ft. lots shall have a minimum of 2,400 sq. ft.
exclusive of garages and breezeways and porches.
4. Lot Coverage: In no case shall more than thirty-five (35) per cent of
the total lot area be covered by the combined area of the main
buildings and accessory buildings.
Parking Regulations: Two (2) enclosed parking spcaes per unit behind
the front yard line. Off-street parking spaces shall be provided in
accordance with the requirements for specific uses set forth in Section
29.
Type of Exterior Construction: At least eighty (80%) per cent of the
exterior walls of all structures shah be of masonry construction exclusive
of doors and windows. Twenty-five (25%) of each story above the first
story may be masonry if approved by specific use permit. Stucco type
exteriors are permitted by specific use permit only.
The following special conditions are placed upon the above described
property:
No alle~rs adjacent to lots with a minimum of 12,000 sq. ft.
- existing drainage ways remain in open natural condition, to eliminate
destruction of existing trees.
Said property being described as follows:
BEING a tract of land'situated in the James Parrish Survey,
Abstract No. 1139, and the J. C. Cook Survey, Abstract No. 315,
City of Coppell, Dallas County, Texas, and being more particularly

St. Louis and Southwestern Railway (a 100' R.O.W.), with the East

THENCE along the Southerly line of said Northlake Woodlands East

SECTION 2. That all ordinances of the City in conflict with the provisions of
this ordinance be, and the same are hereby, repealed and all other ordinances of the
City not in conflict with the provisions of this ordinance shall remain in full force and
effect.
SECTION 3. That the above described property shall be used only in the manner
and for the purposes provided for in the Comprehensive Zoning Ordinance of the City,
as amended herein by the granting of this zoning classification.
SECTION 4. That should any paragraph, sentence, subdivision, clause, phrase or
section of this ordinance be adjudged or held to be unconstitutional, illegal or invalid,
the same shall not affect the validity of this ordinance as a whole or any part or
provision thereof other than the part so decided to be invalid, illegal or unconstitutional
and shall not affect the validity of the Comprehensive Zoning Ordinance as a whole.
SECTION 5. That any person, firm or corporation violating any of the provisions
or terms of this ordinance shall be subject to the same penalty as provided for in the
Comprehensive Zoning Ordinance of the City, as heretofore amended, and upon conviction
shall be punished by fine not to exceed the sum of One Thousand Dollars ($1,000.00)
for each offense, and that each day such violation shall continue to exist shall constitute
a separate offense.
SECTION 6. It is necessary to give the property described herein the above
mentioned zoning classification in order to permit its proper development and in order
to protect the public interest, comfort and general welfare of the City. Therefore,
this ordinance shall take effect immediately from and after its passage and publication
of its caption, as the law in such cases provides.
