COUNTY OF DALLAS § GRANT AGREEMENT
This Educational Development Grant Agreement ( "AGREEMENT ") is made by and
between the City of Coppell, Texas ( "CITY "), Coppell Education Development Corporation
( "CEDC ") and the Coppell Independent School District (the "CISD "), acting by and through
their respective authorized officers.
WITNESSETH:
WHEREAS, the CITY is authorized by TEX. LOC. Gov'T CODE § 379A to provide
educational development grants to publicly funded institutions through the CEDC for the
promotion of literacy, foreign language and career technology for a skilled workforce; and
WHEREAS, the CITY seeks to support programs for promoting literacy, foreign
language and career technology for a skilled workforce; and
WHEREAS, the CISD has submitted a grant application No. 2003 -S02 to provide
funding for five and one -half certified Spanish Teachers and an archive of tapes and software
(the PROJECT), which are designed for the purpose to begin the study of Spanish in grades
kindergarten through sixth grade in order to establish a foundation for continued language study
in middle school and/or high school; and
WHEREAS, the CISD has developed the PROJECT using certified Spanish teachers
who specialize in such field; and
WHEREAS, CISD is in need of funding the salaries of five and one -half (5.5) Spanish
Teachers, archive of tapes and software, and seeks the assistance of the CEDC for such
assistance; and
WHEREAS, the CITY has determined that making an education development grant to
the CISD in accordance with this AGREEMENT will further the objectives of the CITY, will
benefit the CITY and the CITY's inhabitants and will promote foreign language in the CITY;
NOW THEREFORE, in consideration of the foregoing, and other valuable
consideration the receipt and sufficiency of which are hereby acknowledged on the terms and
conditions hereinafter set forth, the parties agree as follows:

GENERAL PROVISIONS
1. Subject to availability of funds collected from the 379A sales tax, the CITY agrees to
provide the CISD an education development grant (the "GRANT ") in an amount not to exceed
Two Hundred Fifty -nine Thousand Eight Hundred Forty -five Dollars and Fifty -seven cents
($259,845.57).
2. CISD agrees to utilize the GRANT to fund five and one -half (5.5) Spanish Teachers,
archive of tapes and software for CISD campuses.
3. CITY agrees to provide the GRANT of Two Hundred Fifty -nine Thousand Eight
Hundred Forty -five Dollars and Fifty -seven cents ($259,845.57) funds payable on a quarterly
basis with the first payment to be made on or before November 1, 2003. Funds to be expended
in accordance with the budget categories set forth in the GRANT application.
4. On a quarterly basis beginning no later than February 1, 2004 the CISD shall submit
personnel costs and receipts for tapes and software for this GRANT to the CEDC. The detailed
expenditures shall include, but not limited to, salaries, number of students served, grade levels
actually served, copies of contracts, invoices and any changes in personnel during the period
covered by this GRANT.
5. In the event the CISD breaches any of the terms of this AGREEMENT or fails to use
the GRANT for the purposes set forth herein, then the CISD, after expiration of the notice and
cure period described herein, shall be in default of this AGREEMENT. As liquidated damages
in the event of such default, the CISD shall, within thirty (30) days after demand, repay to the
CITY, the GRANT with interest at the rate of eight percent (8 %) per annum from the date of
receipt of the GRANT until paid. The parties acknowledge that actual damages in the event of
default would be speculative and difficult to determine. Upon breach by CISD of any
obligations under this AGREEMENT, the CITY shall notify the CISD in writing, who shall
have thirty (30) days from receipt of the notice in which to cure such default. If CISD fails to
cure the default within the time provided herein, or, as such time period may be extended, then
the CITY at its sole option, shall have the right to terminate this AGREEMENT without further
notice to the CISD.
6. The terms and conditions of this AGREEMENT are binding upon the successors and
assigns of all parties hereto. This AGREEMENT may not be assigned without the express
written consent of CITY and CEDC.
7. It is understood and agreed between the parties that CISD, in the use of the GRANT and
in satisfying the conditions of this AGREEMENT, is acting independently, and that the CITY
and/or the CEDC assumes no responsibilities or liabilities to third parties in connection with
these actions. CISD agrees to indemnify and hold harmless the CITY and the CEDC from all
such claims, suits, and causes of action, liabilities and expenses, including reasonable attorney's
fees, of any nature whatsoever arising out of the CISD'S performance of the conditions under
this AGREEMENT.
8. Any notice required or permitted to be delivered hereunder shall be deemed received
when sent by United States mail, postage pre -paid, certified mail, return receipt requested,
addressed to the party at the address set forth opposite the signature of the party.

9. This AGREEMENT shall be governed by the laws of the State of Texas; and venue for
any action concerning this AGREEMENT shall be in the State District Court of Dallas County,
Texas.
10. In the event any one or more of the provisions contained in this AGREEMENT shall for
any reason be held to be invalid, illegal, or unenforceable in any respect, such invalidity,
illegality, or unenforceability shall not effect the other provisions, and the AGREEMENT shall
be construed as if such invalid, illegal, or unenforceable provision had never been contained in it.

Section I: Abstract of Project/Activity
The Coppell Independent School District, in its endeavor to ensure students are prepared to meet
the demands of the global marketplace, has created a vision of the CISD graduate (see Appendix
A). A Coppell graduate will not only possess multilingual skills but will be equipped to
participate and contribute actively in this global community. No single goal for early language
learning is more frequently cited than that of cultural understanding or global awareness. In
Critical Issues in Early Second Language Learning, "The Cognitive, Academic, and Attitudinal
Benefits of Early Language Learning," Deborah W. Robinson states:
• "Children exposed to language study seem to foster respect and appreciation of cultural
diversity."
• "The age of ten is said to be a crucial time in the development of attitudes toward nations
and groups perceived as "other."
• "Children should be exposed to a second language to promote intercultural competence."
• "Children prior to age eleven are naturally more open to linguistic and cultural
differences and are therefore inquisitive about the diverse peoples of the world."
To ensure that every student has the opportunity to develop positive attitudes toward other
cultures as well as second language skills, Coppell Independent School District is applying for
$259,845.57 under the foreign language provision of the Coppell Education Development
Corporation to further our commitment to excellence in education. Use of the 2003 -2004 grant
funds will furnish salaries for 5.5 certified Spanish teachers who will provide instruction in the
Spanish language to students in grades K -6. Program implementation will vary according to
campus and grade level and will be discussed in the body of this request.
Section II: Description of Proposal & Nature of Request
Programs that begin in elementary school and continue uninterrupted through high school
provide an opportunity for students to reach advanced levels of proficiency as well as develop
multicultural awareness. Developing advanced language proficiency requires an extended period
of time so that students have ample opportunities to experience and practice the language in
meaningful context. The emphasis in today's foreign language education is on starting early and
continuing study for many years to build language and cultural competence.
A Texas Framework for Languages Other Than English is tied to the Texas state student content
and performance standards, the Texas Essential Knowledge and Skills for Languages Other Than
English. The goals for the Spanish program reflect these standards:
• Goal 1: The students communicate in Spanish using the skills of listening,
speaking, reading and writing.
• Goal 2: The student gains knowledge and understanding of other cultures.
• Goal 3: The student uses the language to make connections with other subject
areas and acquire information.
• Goal 4: The student develops insight into the nature of language and culture by
comparing the student's own language and culture to another.
• Goal 5: The student develops insight into the nature of language and culture by
comparing the student's own language and culture to another.
To effectively meet the goals of the program the Spanish teachers will:
• Utilize the Texas Essential Knowledge and Skills for Languages Other Than
English in lesson planning
• Provide experiences that will enhance the understanding or other cultures
• Provide multiple opportunities for students to interact with native speakers
• Annually assess student progress using appropriate measurements
The funding request in this grant is for an expanded program. The existing program funded by
the CEDC provides Spanish language instruction for the nine elementary campuses within the
Coppell city limits for students in grades 3 -5. This expanded program would require hiring one
additional teacher. The new hire would be responsible for establishing the new sixth grade
Spanish elective as well as providing a daily Spanish lesson via the school media retrieval
system for middle school students beginning in January 2004. All students in grades 3 -5 would
continue to receive weekly Spanish instruction. In addition, the teacher would provide a weekly
Spanish lesson via the media retrieval system for students in grades K -2. It is our intent to
establish a pilot program at Cottonwood Elementary to determine the impact a full time Spanish
teacher in K -2 has on student learning as opposed to K -2 student learning via the media retrieval
system. CISD is also interested in the study of student interest in learning another language and
how it will impact enrollment at the secondary level.
Without these funds CISD will not be able to offer students in grades K -6 the opportunity to
learn another language. The employment opportunities provided by the additional years of study
are obvious. Our world requires international communication skills and we would do our
students a disservice to send them into the competitive job market without the skill of speaking
another language and understanding other cultures. In order to best prepare our students for the
future we respectfully apply for this grant.

student portfolios and anecdotal records from students, teachers and parents.
