COUNTY OF DALLAS § GRANT AGREEMENT
This Educational Development Grant Agreement ( "Agreement ") is made by and between
the city of Coppell, Texas ( "CITY "), Coppell Education Development Corporation ( "CEDC ")
and the Lewisville Independent School District (the "LISD "), acting by and through their
respective authorized officers.
WITNESSETH:
WHEREAS, the CITY is authorized by TEX. Loc. Gov'T CODE § 379A to provide
educational development grants to publicly funded institutions through the CEDC for the
promotion of literacy, foreign language and career technology for a skilled workforce; and
WHEREAS, the CITY seeks to support programs for promoting literacy, foreign
language and career technology for a skilled workforce; and
WHEREAS, the LISD has submitted a grant application No. 2008 -L03 to provide
funding for literacy at Rockbrook Elementary (the PROJECT); and
WHEREAS, the LISD has developed the PROJECT in order to purchase books for the
Rockbrook Elementary Library in the amount of Nine Thousand Six Hundred Sixty Dollars and
no cents ($9,660.00); and
and
WHEREAS, LISD is in need of funding for the books and the assistance of the CEDC;
WHEREAS, the CITY has determined that making an education development grant to
the LISD in accordance with this Agreement will further the objectives of the CITY, will benefit
the CITY and the CITY's inhabitants and will promote literacy in the CITY;
NOW THEREFORE, in consideration of the foregoing, and other valuable
consideration the receipt and sufficiency of which are hereby acknowledged on the terms and
conditions hereinafter set forth, the parties agree as follows:
1. Subject to availability of funds collected from the 379A sales tax, the CITY agrees to
provide the LISD an education development grant (the "GRANT ") in an amount not to exceed
Nine Thousand Six Hundred Sixty Dollars and no cents ($9,660.00).
2. LISD agrees to utilize the GRANT to fund books for the library at Rockbrook
Elementary within the LISD.

3. CITY agrees to provide the GRANT of Nine Thousand Six Hundred Sixty Dollars and
no cents ($9,660.00) subject to availability of funds payable in February 2008. Funds to be
expended in accordance with the budget categories set forth in the GRANT application.
4. No later than May 15, 2008 the LISD shall submit the receipts for purchases for this
GRANT to the CEDC. The detailed expenditures shall include, but not be limited to, copies of
invoices.
5. In the event the LISD breaches any of the terms of this AGREEMENT or fails to use the
GRANT for the purposes set forth herein, then the LISD, after expiration of the notice and cure
period described herein, shall be in default of this AGREEMENT. As liquidated damages in the
event of such default, the LISD shall, within thirty (30) days after demand, repay to the CITY,
the GRANT with interest at the rate of eight percent (8 %) per annum from the date of receipt of
the GRANT until paid. The parties acknowledge that actual damages in the event of default
would be speculative and difficult to determine. Upon breach by LISD of any obligations under
this AGREEMENT, the CITY shall notify the LISD in writing, who shall have thirty (30) days
from receipt of the notice in which to cure such default. If LISD fails to cure the default within
the time provided herein, or, as such time period may be extended, then the CITY at its sole
option, shall have the right to terminate this AGREEMENT without further notice to the LISD.
6. The terms and conditions of this AGREEMENT are binding upon the successors and
assigns of all parties hereto. This AGREEMENT may not be assigned without the express
written consent of CITY and CEDC.
7. It is understood and agreed between the parties that LISD, in the use of the GRANT and
in satisfying the conditions of this AGREEMENT, is acting independently, and that the CITY
and/or the CEDC assumes no responsibilities or liabilities to third parties in connection with
these actions. LISD agrees to indemnify and hold harmless the CITY and the CEDC from all
such claims, suits, and causes of action, liabilities and expenses, including reasonable attorney's
fees, of any nature whatsoever arising out of the LISD'S performance of the conditions under
this AGREEMENT.
8. Any notice required or permitted to be delivered hereunder shall be deemed received
when sent by United States mail, postage pre -paid, certified mail, return receipt requested,
addressed to the party at the address set forth opposite the signature of the party.
9. This AGREEMENT shall be governed by the laws of the State of Texas; and venue for
any action concerning this AGREEMENT shall be in the State District Court of Dallas County,
Texas.
10. In the event any one or more of the provisions contained in this AGREEMENT shall for
any reason be held to be invalid, illegal, or unenforceable in any respect, such invalidity,
illegality, or unenforceability shall not effect the other provisions, and the AGREEMENT shall
be construed as if such invalid, illegal, or unenforceable provision had never been contained in it.

I. Abstract of Program /Activity
Rockbrook Elementary School is a public elementary school with 689 students in grades
K -5, including 31 students that are Coppell residents. The 2005 -06 Academic Excellence
Indicator System (AEIS) report indicated 63% of our students were minorities, 11% limited
English proficient, and 40% economically disadvantaged.
The goal of the project is to improve Rockbrook Elementary School students' literacy
skills by expanding the subject variety and difficulty levels of reading materials available to the
students, thus, increasing motivation to read. The project will continue a literacy initiative partly
funded by CEDC grants during the 2005 -06 and 2006 -07 school years. Case studies contained
within The Research Foundation paper, School Libraries Work! (2006) support a positive
correlation between adequacy of a school's library collection and students' passing TAKS
scores. Unfortunately, school funding for a large -scale library book collection expansion has
been limited by budget constraints. Without additional funding available through the CEDC, the
project is likely to be unrealized, or, at the least, postponed by several years. The 2006 -07 grant
allowed Rockbrook to add approximately 1,500 books, primarily in the domain of fiction (paired
reading books, award - winning books, and standard children's favorites). The current project is
intended to extend the previous project by providing additional books to the school library.
The cost of the Expanding the Literacy Across the Curriculum project is $9,660.
Participants in the project will encompass the entire Rockbrook population of 689 students, for a
per- student cost of $14.02.

II. Description of Proposal & Nature of Request
The CEDC grant will allow Rockbrook Elementary to demonstrate substantial progress
toward our long -term goal of improving students' literacy. In addition, the 2007 -08 proposed
funding will assist us to meet our objective of achieving an exemplary rating according to Texas
State Library Standards. The library will achieve a balanced collection of quality materials for
students as well as a high quality professional collection of teacher resources.
The need to actively engage our students is underlined by the diverse nature of
Rockbrook Elementary School's population, which includes 40% economically disadvantaged,
11% limited English proficient, and 63% ethnic minority students. At least 15 different
languages and dialects are represented among our family of students, including Spanish, Korean
and Chinese. Research has demonstrated that students entering school from backgrounds of
poverty and cultural diversity often show gaps in early language stimulation and pre- academic
experiences compared to more advantaged students (Henderson & Mapp, 2002), yet they are still
expected to meet challenging academic standards. Providing differentiated instruction, including
supplemental materials at a variety of skill levels and using a variety of modalities (e.g., visual,
kinesthetic, and auditory), and that incorporates a variety of interests can raise students' interest,
academic engagement and understanding (Tomlinson & McTighe, 2006). Results of a literacy
program evaluation conducted by the Australian Council for Educational Research (ACER,
2007) indicated a significant link between the provision of a variety of engaging reading
materials and students' literacy levels: "The challenge for schools is to encourage and foster a
love of reading beginning in the early years and continuing through primary school. Providing a
range of materials and literacy activities that interest and engage students and that are both
suitable for the students' capabilities whilst challenging them are essential" (ACER, 2007).

A collection analysis was conducted at Rockbrook Elementary School's library in
September 2006. The analysis indicated that, in general, total book collection of a little over
9,800 books was below that expected for our population of (then) 687 students. More
specifically, the Texas State Library (http: / /www.isl. state. tx. us /ld /schoollibs /sls /stand3.html )
recommended 20 books per student, with Rockbrook averaging 14.3. Rockbrook set a long -term
objective of adding 3,923 books to bring their average within the recommended range.
Moreover, particular discrepancies were noted in our collection for fiction (paired reading books,
award winning books and standard children's favorites). The Texas State Library recommends
school library collections consist of at least 19% fiction. Books purchased through the CEDC
grant in 2006 -07 increased Rockbrook Elementary School's fiction collection from 14% to
16.5 %; additional fiction books will assist us in reaching our goal of 19 %. An adequate fiction
collection is essential to captivating our students' attention. Our students need quality fiction in
order to embrace reading and maintain the desire and excitement to continue reading. Their
literacy and vocabulary will increase with each new book they read.
The 2006 -07 grant allowed Rockbrook to add approximately 1,500 books, primarily in
the domain of fiction (paired reading books, award - winning books, and standard children's
favorites). Review of previous reading TAKS scores provides some support for the addition;
campus AEIS and Accountability reports indicated that overall percent of students passing
reading TAKS increased from 86% in 2004 -05 to 91% in 2005 -06 and 93% in 2006 -07. In
addition, only 74% of economically disadvantaged students passed reading TAKS in 2004 -05,
while 86% passed in 2005 -06, and 90% in 2006 -07.
The current project is intended to extend the previous literacy project by providing
additional books to the school library. In order to gather information about preferred reading

topics, parent, staff and student surveys were conducted by Rockbrook's school librarian in early
Fall 2007. Surveys returned by 141 parents indicated greatest preference for additional books to
be checked out by their children that included animals, adventure, history, science, comedy,
sports, and fantasy topics. Student surveys identified animals, scary books, sports, and comedy as
their preferred topics. Teacher surveys indicated animals, scary books, sports, and comedy as
preferred topics. Thus, Rockbrook Elementary School's CEDC project will extend our ongoing
literacy strategies by further expanding school library book collection, primarily in fiction, to
include a greater range of reading skill levels and a greater variety of preferred topics (animals,
sports, comedy, science, adventure, and history). Given an average book price of $21 (School
Library Journal, March 2007), we will expend $9,660 to add 460 fiction books, for a per- student
cost of $14.02. Once grant assistance is received, the books will be purchased, communication
provided to staff, students and parents about the additions, and the books will be provided for
check -out. The total number of students to be served by grade level for the project will be as
follows:

processes and procedures. Students in kindergarten through the fifth grade visit the library as
part of a weekly rotation. All our total population of 689 students is anticipated to be served
by books provided by CEDC funding. Availability of books will follow campus procedures
and policies for loaning. As durable materials, the benefits associated with books purchased
through CEDC funding are reasonably expected to extend far beyond the grant funding
period.

III. Detailed Budget
The project manager will be Lois Cervantes, librarian. The project manager will follow accepted
accounting procedures for expenditures and record keeping. Project activities will be closely
coordinated with the district's special revenue accountant. The grant writer will be available for
consultation on an as- needed basis.

IV. Project Measurements and Evaluation
The literacy project will serve the entire population of Rockbrook Elementary. The K -5
enrollment is approximately 689 students. Given a total project cost of $9,660/689 students, the
projected cost per student will be $14.02. We reason that this is a cost - effective investment in our
literacy improvement efforts.
As indicated above, the goal of the project is to increase student literacy by expanding the
library book collection to provide students with books at a variety of skill levels and on a variety
of topics. Short term objectives include: increasing Rockbrook Elementary School's library
fiction collection to 19% of all books; increasing student, staff, and parent satisfaction with
Rockbrook Elementary School's library collection; and improving students' TAKS passing rate
in reading to 95 %, including sub - populations. Achievement of our objective to increase the
library fiction collection will be measured by a yearly collection development analysis using
Texas State Library standards. The analysis will reveal weak areas in the collection. Staff,
student and parent satisfaction with availability of preferred fiction book topics and increased
interest in reading will be measured using an end -of -year survey. TAKS passing rate in reading
will be measured using reading TAKS scores.
