COUNTY OF DALLAS § GRANT AGREEMENT
This Educational Development Grant Agreement ( "Agreement ") is made by and between
the City of Coppell, Texas ( "CITY "), Coppell Education Development Corporation ( "CEDC ")
and the North Hills School (the "NHS "), acting by and through their respective authorized
officers.
WITNESSETH:
WHEREAS, the CITY is authorized by TEX. LOC. Gov'T CODE § 379A to provide
educational development grants to publicly funded institutions through the CEDC for the
promotion of literacy, foreign language and career technology for a skilled workforce; and
WHEREAS, the CITY seeks to support programs for promoting literacy, foreign
language and career technology for a skilled workforce; and
WHEREAS, the NHS has submitted a grant application No. 2002 -S02 to provide
funding for workbooks, flash cards, vocabulary sets and cassettes for students in the first, second,
third and fourth grades and 100 student texts and two teacher's texts for fifth and sixth grades
(the PROJECT) for the purpose of learning Spanish and French; and
WHEREAS, the NHS has developed the PROJECT in order to raise the literacy levels
of all the students, including economically disadvantaged; and
WHEREAS, NHS is in need of funding the workbooks, flash cards, vocabulary sets and
cassettes and 100 student texts and two teacher's texts for Spanish and French and seeks the
assistance of the Coppell Education Development Corporation; and
WHEREAS, the CITY has determined that making an education development grant to
the NHS in accordance with this Agreement will further the objectives of the CITY, will benefit
the CITY and the City's inhabitants and will promote foreign language in the CITY;
NOW THEREFORE, in consideration of the foregoing, and other valuable
consideration the receipt and sufficiency of which are hereby acknowledged on the terms and
conditions hereinafter set forth, the parties agree as follows:
GENERAL PROVISIONS
1. Subject to availability of funds collected from the 379A sales tax, the CITY agrees to
provide the NHS an education development grant (the "GRANT ") in an amount not to exceed
Ten Thousand Dollars and no cents ($10,000.00).

2. NHS agrees to utilize the GRANT to fund workbooks, flash cards, vocabulary sets and
cassettes specified in the application for students in the first, second, third and fourth grades and
100 student texts specified in the application, and two teacher's texts for fifth and sixth grades
for Spanish and French within the NHS, which serves a total of 55 Coppell students.
3. CITY agrees to provide the GRANT of Ten Thousand Dollars and no cents ($10,000.00)
funds payable no earlier than August 1, 2002. Funds to be expended in accordance with the
budget categories set forth in the GRANT application.
4. No later than December 15, 2002 the NHS shall submit the receipts for workbooks, flash
cards, vocabulary sets and cassettes, and for the 100 student texts and two teacher's texts
purchased for this GRANT to the CEDC. The detailed expenditures shall include, but not be
limited to, copies of invoices.
5. In the event the NHS breaches any of the terms of this AGREEMENT or fails to use the
GRANT for the purposes set forth herein, then the NHS, after expiration of the notice and cure
period described herein, shall be in default of this AGREEMENT. As liquidated damages in the
event of such default, the NHS shall, within thirty (30) days after demand, repay to the CITY,
the GRANT with interest at the rate of eight percent (8 %) per annum from the date of receipt of
the GRANT until paid. The parties acknowledge that actual damages in the event of default
would be speculative and difficult to determine. Upon breach by NHS of any obligations under
this AGREEMENT, the CITY shall notify the NHS in writing, who shall have thirty (30) days
from receipt of the notice in which to cure such default. If NHS fails to cure the default within
the time provided herein, or, as such time period may be extended, then the CITY at its sole
option, shall have the right to terminate this AGREEMENT without further notice to the NHS.
6. The terms and conditions of this AGREEMENT are binding upon the successors and
assigns of all parties hereto. This AGREEMENT may not be assigned without the express
written consent of CITY and CEDC.
7. It is understood and agreed between the parties that NHS, in the use of the GRANT and
in satisfying the conditions of this AGREEMENT, is acting independently, and that the CITY
and/or the CEDC assumes no responsibilities or liabilities to third parties in connection with
these actions. NHS agrees to indemnify and hold harmless the CITY and the CEDC from all
such claims, suits, and causes of action, liabilities and expenses, including reasonable attorney's
fees, of any nature whatsoever arising out of the NHS'S performance of the conditions under this
AGREEMENT.
8. Any notice required or permitted to be delivered hereunder shall be deemed received
when sent by United States mail, postage pre -paid, certified mail, return receipt requested,
addressed to the party at the address set forth opposite the signature of the party.
9. This AGREEMENT shall be governed by the laws of the State of Texas; and venue for
any action concerning this AGREEMENT shall be in the State District Court of Dallas County,
Texas.

10. In the event any one or more of the provisions contained in this AGREEMENT shall for
any reason be held to be invalid, illegal, or unenforceable in any respect, such invalidity,
illegality, or unenforceability shall not effect the other provisions, and the AGREEMENT shall
be construed as if such invalid, illegal, or unenforceable provision had never been contained in it.

Abstract of Program/ Activity
Abstract, not to exceed 300 words, indicating the program/activities to be
undertaken with grant funds and a timeline for such program/activities for one fiscal
school; year.
The North Hills School, a public charter school that serves 800 students in its 5 year of
operation, currently serves approximately 55 students from Coppell. North Hills is
expressly dedicated in its charter to serve primarily the citizens of Irving, Carrollton
Farmer's Branch and Coppell. The school's Mission is to produce students who, in terms
of knowledge, citizenry, and future success in the work place have heightened
expectations and expanded intellectual horizons.
As a public charter school, North Hills is subject to all federal laws and many state
requirements. North Hills is over 40% comprised of minority students. These students
enter the school through a lottery / first come first serve system. North Hills requires that
its students take foreign language every year. The money requested in this program is for
instructional materials for foreign language.
Although a critical time to develop foreign language skills, there are no state funded
materials for 1 -6 grade. North Hills' primary school language program utilizes materials
purchased from I.E.S. Language Foundation, a firm that specializes in primary materials
and the text selected for middle school is Allez,Viens! By Holt, Rinehart and Winston.
The purchase would cover workbooks, flash cards, vocabulary sets and cassettes for use
by 236 students in the first, second, third and forth grade and 100 student texts and 2
teachers texts for 5 and 6 grades.
Funding by CEDC would be used to purchase instructional materials for foreign
language. The time line for this program is simple; the items shall be purchased this
summer for use throughout the next school year and beyond. Assessment to be mid -year
and year -end conducted by head of the foreign language department with input from the
Head of School.
Program/Project /Need Importance
Description of the purpose and the educational need and importance for the
proposed program/activities, including the relevance to one or more of the approved
funding areas promoting literacy, foreign language, and/or career technology for a skilled
labor force.
This year The North Hills School is filing its application for International Baccalaureate
affiliation so that it can offer the IB Diploma Program. This is a rigorous program that
would be offered in 1 l and 12 grades but all of the students in the school would be
exposed to the pre -IB components in preparation. An important component of IB is the
teaching of two languages, one of which is a student's native language - another a spoken
language from another country. North Hills, in preparation for IB and in keeping with its
goal of preparing its students for some of the best colleges in the world and consequently

the greatest professional opportunities, has been offering French or Spanish to every
member of its student body for all five years that it has been in existence.
On a philosophical level, Foreign Language study incorporates the development of skills,
such as listening, speaking, reading, and writing. Its students will develop new
communication skills by using knowledge of the oral and written language, technology,
and content from other subject areas. Students of Foreign Language will use the new
language to socialize successfully, to acquire and provide information, to express feelings
and opinions, and to consider various points of view when solving problems in our global
society. Foreign Language offers the students an enriched, advanced study of literature,
and culture. The students will be able to review, independently and through group
discussions, works of various authors in original language. As an active participant the
students will expand their learned skills across the curriculum, and apply new concepts in
real -life situations.
On a technical level, the basic goals of the North Hills Language Program are as for its
students to accomplish the following:
1 Understand short utterances when listening and respond orally with learned
material;
2 Produce learned words, phrases, and sentences when speaking and writing;
3 Detect main ideas in familiar material when listening and reading;
4 Make lists, copy accurately, and write from dictation; and
5 Recognize the importance in communication of knowing about other cultures.

Describe program including educational objectives and goals, and differentiate
between the two; demands on and expertise present and proposed staff needed for
implementation; and the number of students and the grade levels served by the proposal.
The North Hills School currently houses about 800 students in first through twelfth grade.
There are 72 full time staff members and 8 part time staff members. The North Hills
Foreign Language department consists of 10 teachers. This level of staffing creates a 1 to
14 ratio of foreign language teachers to students, a ratio that includes the full staff of
teachers necessary to accommodate 60 - 85 minutes a day for planning time, with 18
students in each classroom. This ratio is appropriate for the implementation of
instructional methodologies within the foreign language department and to accomplish
the goals set forth in this grant.

The following is a list of goals for materials, requested in this grant, to be used in foreign
language study and below them the objectives to support each goal.
I Goal: The student achieves proficiency in a language other than their native
language. The objectives are to:
• use verbal and written skills to locate and utilize information;
• show understanding of basic spoken and written language;
• show the ability to use words, phrases, and sentences;
• demonstrate oral proficiency through skits; and
• demonstrate written skills in written/oral presentations.
II. Goal: The student explores other cultures to increase understanding of cultural
values and attitudes in the world around him and to understand that behavior
is conditioned by culture. The objectives are to:
• Show an understanding of the relationship between cultural practices
and perspectives;
• Show an understanding of the relationship of a culture and its
products;
• Show an understanding of geography, history, politics, education, the
arts, and literature; and
• Show an understanding of historical and contemporary figures
• Expand knowledge on topics related to other subject areas through a
variety of avenues;
• Seek enrichment of the language experience by discussing research
data with students pursuing other disciplines;
• Create personal and interpersonal connections with teacher,
community members and international citizens.
III. Goal: The student shall make comparisons and develop insight into the nature
of language and culture by comparing the student's own language and culture
to another. The objectives are to:
• Use the language being studied to demonstrate an understanding of its
nature through comparison and contrast with his/her own language;
• Use the language studied to demonstrate an understanding of the
concept of culture through comparing his /her culture with the one
being studied; and
• Use the language being studied to demonstrate understanding of
language and culture.

Monitoring Plan
Indicate how the school district will cooperate with the city of Coppell to audit the
budget. Describe the type of financial records that will be shared with the city of Coppell
and when. Explain payment schedule request for proposal (monthly payments or
equipment purchase). Include the time frame for capturing and reporting on the number
of students and their grade levels actually served by the program. (CEDC reserves the
right to alter the monitoring plans to meet fiduciary duties of the CEDC Board in
monitoring and auditing the final Grant Agreement parameters and conditions between
the city and the school district.)
A separate accounting fund will be created to account for the sales tax revenue received
and the appropriate expenditures. Budget information can be provided which will be
coded according to Texas Education Agency requirements. Quarterly reports will be
generated that will track actual expenditures and revenue received to date. The North
Hills School will work with CEDC to provide appropriate documentation as deemed
necessary in order to satisfy the needs and answer any questions of the CEDC. This can
be done in any necessary to accommodate the collection and funding schedules of the
CEDC. We could use documentation approved by the CEDC or draft our own as needed.
