COPPELL EDUCATION DEVELOPMENT CORPORATION October 13, 2004 MINUTES The Coppell Education Development Corporation met at 7 p.m. on Wednesday, October 13, 2004 at Coppell Town Center, 2nd Floor Conference Room, 255 Parkway Boulevard, Coppell, Texas 75019. In attendance: Antonio Altemus, Board Member Ron Carpenter, Board Member Gregory Frnka, Board Member Brianna Hinojosa- Flores, Board Member Brian Letzkus, Board Member David Love, Board Member Margaret Lucyk, Board Member Item 1. Call to Order. City Manager Jim Witt called the meeting to order at 7 p.m. Jim spoke briefly regarding the requirements for Open Meetings, the important of attendance at the monthly meetings, and that an abstention is recorded as a "yes" vote. Item 2. Introduction of Committee. Jim Witt introduced Ron Carpenter, Gregory Frnka, and Brian Letzkus, the three new members of the Board. Item 3. Swearing in of New Appointees. Also present: Jim Witt, City Manager Kathy Bowling, Recording Secretary Notary Public Kathy Bowling completed the swearing in of Board Members Gregory Frnka and Ron Carpenter. Item 4. Election of New Officers for 2005 Fiscal Year. David Love nominated Antonio Altemus for President and Margaret Lucyk seconded. The vote was unanimous. David Love nominated Brianna Hinojosa- Flores for Vice President, and Ron Carpenter seconded. The vote was unanimous. Brianna Hinojosa- Flores nominated David Love to serve as Secretary, and Brian Letzkus seconded. The vote was unanimous. Item 5. Citizens' Forum. No citizens appeared. AF I: Item 6. Approval of Minutes: September 8, 2004. David Love made a motion to approve the September 8, 2004 minutes. Brianna Hinojosa - Flores seconded the motion, and the motion passed unanimously. Item 7. Review and consider approval of a grant application for ten Spanish teachers in the amount of $474,995 from Coppell Independent School District. David Love made a motion to approve the grant application, and Brianna Hinojosa - Flores seconded. Ralph Seeley and Jean Boyd from the Coppell Independent School District answered questions about funding from the State from Margaret Lucyk. The vote was unanimous to accept the grant application. Item 8. Review and consider approval of a grant application for nine literacy intervention support teachers in the amount of $450,882 from Coppell Independent School District. David Love made a motion to approve the grant application, and Gregory Frnka seconded. After some discussion, the vote to approve the application was unanimous. Item 9. Review and consider approval of a grant application for 17 certified teachers and 3 instructional aides for ESOL in the amount of $880,735 from Coppell Independent School District. David Love made a motion to approve the grant application, and Brian Letzkus seconded. Jean Boyd from CISD discussed the program, explaining that only limited Federal funds were available. The vote to approve the application was unanimous. Item 10. Review and consider approval of a grant application for 4.5 certified Spanish teachers in the amount of $219,779 from Coppell Independent School District. David Love made a motion to approve the grant application, and Margaret Lucyk seconded. Jean Boyd from CISD said the focus would be on third through fifth grades, but kindergarten through second would also receive instruction. The vote was unanimous to approve the application. Item 11. Review of CEDC History and Status of Grants. Jim Witt said the half -cent sales tax would expire on December 31, 2005 unless placed on a ballot in September to continue collection in a seamless manner. Currently Coppell is the only city that provides for this type of collection of funds for schools. He said the City raises about $2.2 million, and 95% of the funds go to the CISD based on enrollment. Lewisville ISD is eligible for funds because of Coppell Greens, and so is Carrollton- Farmers Branch ISD because of Riverchase. Coppell also give funds to The North Hills School, a Charter school that has Coppell students enrolled. The City collects the sales tax on a monthly basis, and receives it from the State Comptroller about 40 days after the close of the month. Currently the City is up 15% over last fiscal year, and 50% of the tax comes from the industrial park on the West Side. Jim touched briefly on Streamlined Sales Tax and the impact destination based collection would have on Coppell. Item 12. General Discussion. President Altemus recommended that the new members read the Bylaws and Grant Application to familiarize themselves with the process. Jim Witt said City officials have met with Senator Shapiro regarding Robin Hood and other legislative issues, and she indicated that there could be another half - cent sales tax on the State level for schools. Jim said he would ask Finance Director Jennifer Armstrong to attend the November 10 CEDC meeting to update the Board on sales tax collected. Abstract of Project: Founded in 1996, The North Hills School ( "TNHS ") is a public charter school with 875 students in grades 1 -12, including 63 who reside in Coppell. In its charter, TNHS states that it primarily serves the citizens of Irving, Carrollton- Farmers Branch, and Coppell. Students enter TNHS through an application process and a lottery selection system; for the 2003 -04 school year, 52% of our students were deemed minorities. TNHS seeks to empower its students to reach their highest potential and to inspire a lifetime love of learning. To accomplish these objectives, we provide a college preparatory curriculum that encourages students to place a high level of expectations upon themselves. With regard to two external measures of success, TNHS has done well for a new school: • The TEA has rated TNHS as "Exemplary" for each of the last four years; and, • The International Baccalaureate Organization approved TNHS's application to offer the IB diploma starting with the graduating class of 2004 -05. TNHS also seeks to motivate its students to become successful leaders of tomorrow. As such, we believe our students must receive proper training in technology. We are therefore re- applying for the CEDC grant, where the intended use of proceeds will be to purchase a network version of keyboarding software, mount the data projector purchased by the previous application to the computer lab ceiling, and purchase a teacher computer desk, which will further the current enhancements in our career technology program. In brief, TNHS seeks this grant to continue investing in our computer labs and to provide our technology instructors a means to track keyboarding practice and testing through 6 and 7 grade. Description of Proposal & Nature of Request: The primary purpose /objective of this grant request is to allow TNHS to upgrade its middle school technology keyboarding software such that our instructors and their students will be able to track their progress in the essential area of keyboarding skill. Our basic strategy is to purchase a network license for Mavis Beacon Teaches Typing Deluxe 16 for Schools. The network license allows 50 users to use the software simultaneously. The program will maintain a record of each student's progress. At present, keyboarding progress can not be tracked. Our middle school technology teachers would like to track student progress in keyboarding as this skill becomes increasingly important in higher grades where adequate technology skills are essential. To complete the enhancements the previous CEDC grant provided for our computer labs, we propose mounting our newly purchased data projector to the ceiling of the computer lab and purchasing a computer desk for our technology instructor. Date Application for The City of Coppell Educational Development Corporation Grant Assistance 2004 -05 Lewisville Independent School District P.O. Box 217 Lewisville, Texas 75067 Under the grant provisions, foreign language and literacy education of the Coppell Education Development Corporation, the Lewisville Independent School District requests $7,956.50 to serve the elementary Spanish program at Rockbrook Elementary and Durham Middle School's enhancement of literacy education project. The CEDC funds will be divided between the two campuses to support the schools as they work to provide opportunities for student learning. At the elementary level, students will be provided the opportunity to learn a foreign language. At the secondary level, teachers will have the opportunity to enhance the students' literacy education through the use of computer technology. The following narrative provides each school's information as it relates to the use of the CEDC's funding. Section I: Abstract of Project/Activity Rockbrook Elementary This funding request is submitted with a goal of expanding the Rockbrook Elementary Foreign Language Program. As a newly built school, Rockbrook's Foreign Language Program is in its infancy. The proposed video- and computer -based programs, learning systems, and books are a significant enhancement to the available teaching tools on the subject of Spanish. The proposed music and puppets will help enrich the creative aspect of the program. As a solid investment for both current and future elementary students, these tools can be reused each school year. The Spanish teacher administers the program to all students in Kindergarten through 5th Grade enrolled at Rockbrook Elementary. The Spanish teacher actively teaches lessons to students on a weekly basis, using the books, video, and computer programs to reinforce key concepts and expand vocabulary. The 2 music and puppets are used to help make Spanish non - threatening and to help to encourage multi - cultural awareness. Durham Middle School Section I: Abstract of Project/Activity This funding request is submitted with a goal of enhancing literacy education at Marshall Durham Middle School (MDMS). Currently, MDMS has seventh period activity classes Monday, Wednesday, and Friday of each week. During this activity period, teachers focus instruction on targeted TAKS objectives to ensure student success. All MDMS students receive this supplemental instruction time during the school day. In addition to the activity time, MDMS teachers also hold "Reading Camp" prior to the TAKS test in the spring. Students who are considered "at risk" or who have failed the TAKS Reading test in the past are pulled during their 7 period class time for the two months prior to the TAKS Reading test and are tutored based on specific areas of need. The proposal includes purchasing a Smart Board and digital projector that will enhance and motivate student learning. MDMS is currently rotating two Smart Boards and projectors as an additional method of teaching/learning. The addition of another Smart Board and projector will allow one Smart Board per grade level on the Durham MS campus. Using the Smart Board, teachers are able to work with the entire class in an interactive format where all students can view and interact at one time. This method of teaching allows students to become actively involved in learning rather than just sitting at their desk. The touch - sensitive display connects to the teacher's computer and digital projector to show a computer image. He /she can then control computer applications 3 directly from the display, write notes in digital ink and save work to share later. This teaching method has proven extremely effective on the Durham MS campus in the two years that it has been in use with Reading and other subjects. Hence, getting students actively involved in the learning process is the key to improving reading and reading comprehension among students at Durham MS. Rockbrook Elementary Section II: Description of Proposal & Nature of Request The proposed books, videos, and computer programs supplement the Spanish teacher's curriculum, providing interactive listening activities and visual reinforcement of class concepts. Books are used for visual and cultural awareness. The videos provide a language model other than the teacher, to introduce a variety of regional and national accents. Video format also allows complex subjects such as the Spanish Culture to be introduced in a familiar, exciting format. Learning is then expanded with a follow -up class discussion. Computer -based learning programs provide not only interactive learning, but also immediate feedback. In addition to the goal of effectively introducing the Spanish language to students of all elementary grade levels and abilities, the proposed project is designed to stimulate learning in other elementary subjects as well. This is achieved through the integration of multiple concepts, such as geography and basic math skills, into the Spanish lessons as the student's progress. The main objective of this new project is to promote Spanish (Foreign Language) through effective teaching. Effective teaching includes using thematic units which are interesting to the students. The proposed teaching tools are truly effective and, when accompanied 4 by an effective teacher, will enhance the learning curve of the students by creating an environment of excitement and discovery. However, this project does not fit into the current foreign language supplies budget. Without the generous funding of CEDC the program simply cannot be purchased. Though the students are currently receiving excellent, engaging Spanish instruction, the proposed programs will further vitalize each students desire to explore a foreign language. Project Overview: 1. Students will receive school -wide instruction (grades K -5) on a six -day rotation throughout the school year. This program will serve the Rockbrook students who live within the Coppell city limits (approximately 10% of the school population). 2. A minimum of 3 times per month, students will watch a portion of the video with teacher reinforcement immediately following. 3. Students will be given the chance to visit the computer lab each semester to use the computer program. This will be another type of reinforcement activity. When possible students will be given time in the regular classroom to use the computer program. 4. Kindergarten and possibly First Grade students will use Leapfrog Systems to reinforce their reading skills while learning Spanish. 5 If additional resources are not provided, the program will continue, but without the opportunity to be more stimulating or interesting for the students. Durham Middle School Section II: Description of Proposal & Nature of Request The proposed Smart Board and digital projector will provide interactive learning opportunities for the students at Durham MS. Additional forms of learning opportunities are the key to keeping middle school students interested and involved in the learning process. These tools also allow for the integration of many different varieties of curriculum and teaching tools. Essentially, anything that can be done on a computer can be done with a Smart Board and projector, only interactively using the virtual markers and eraser. The timeline for utilizing the Smart Board and projector would span the entire school year on Mondays and during reading camp for targeted students eight weeks prior to the TAKS Reading test. These students, as well as the rest of our student population, receive supplemental instruction on Mondays. Section III: Detailed Budget Durham Middle School This budget proposal includes the cost of the Smart Board, stand, and two digital projectors. The difference of 974.75 from the cost of the digital projector and the amount requested is being assumed by the campus in order to ensure the seamless integration of grant and campus instructional materials. 10 Rockbrook Elementary Section IV: Project Measurements and Evaluation Students will have the opportunity to rate all activities which take place during Spanish class before implementation of the project (November 2004) and twice after it has been in place (March and May 2005). Classroom teachers will conduct a brief multiple choice survey with the students. The Spanish teacher will then accumulate all the data and organize it in a presentable way. The Spanish teacher will also use informal evaluations, including student comments, to show the varying interest levels of the students. Durham Middle School Section IV: Project Measurements and Evaluation Approximately 700 students will receive instruction school -wide (grades 6 -8) one time per week, utilizing the Smart Boards and projectors on a rotating basis each Monday throughout the school year. This program will serve all MDMS students, including all students who live within the Coppell city limits. Based on current school enrollment, the approximate dollars per student for this proposed project is $5.00. Student T'AKS scores, which will be released in late May of 2005, will reflect the effectiveness of the program. Durham MS teachers and administration have set a goal to raise reading test scores in the minority and economically disadvantaged subgroups, resulting in scores above the 80% passing level for the current 2004 -2005 school year. 11 In conclusion, educational programs that promote active, student learning and teacher /student interaction are successful as a result of well managed purchasing and selecting of materials that support the learning process.
