CISD 2003/08/08 (emails)Jim Witt Proposed Agenda ..... Page From: Jim Witt To: Jerry Coker Date: Fri, Aug 8, 2003 4:32 PM Subject: Proposed Agenda have reviewed the proposed agenda forwarded to my office today, which included a legal opinion from our City Attorney Bob Hager. I cannot guarantee said opinion will be forthcoming. Mr. Hager is a direct appointee of the City Council and reports to them. At their meeting Tuesday night, the Council will discuss the 379A Corporation, its powers and authority. I believe a better approach would be to provide an agenda item as follows: Authority and responsibilities of the 379A Corporation. This would allow for any response from the City Council as well as the City Attorney after the Council Meeting on Tuesday evening. Also I think you need to be aware that Holly Barber, Principal of Riverchase Elementary School, has some type of function at her school that night. She would deeply appreciate review of her grants as soon as possible following the Call to Order at 7 p.m. I am sorry we were unable to connect via telephone. The agenda will go out, though, with an agenda item: Authority and responsibilities of the 379A Corporation. Please post this version. Also, please confirm with Jim that Mr. Hager will have his opinion ready and be at the meeting to discuss. If that was all we did, then we wouldn't be needed, just an attorney to review them before the City Council does. You and I [and the other board members] are there to represent the citizens of Coppell. think we will need to plan on a limit to the number of minutes each person that comes can speak. I think the CISD limits each person to 5 minutes, but that may be too long if we have a large number of people. Jim, what does the City Council have in the way of a minute limitation on citizen input? We want to be consistent with that. When I answered her, she was upset about the amount going to ESL. She asked me for exact figures and I sent her an e-mail outlining what we approved last year and what the CISD has turned in for our July 30th meeting. She forwarded the e-mail to a bunch of people I don't even know, and I started getting a bunch of e-mail. To be fair to all the citizens, every e-mail I recieve is being forwarded to Kathy for inclusion in the packet for our meeting. Additionally, I've replied to the people who have written with the following statement: > "thanks for your response... but the Corporation can only act on what the > school district turns in as a grant application. We cannot tell them what > to turn in. But you can. I'm printing your response and others just like > yours to give to the CEDC Board as we go through the Grants turned into > the Corporation. But remember, that the Corporate Board's job is to make > sure the Grant application meets the boundaries of the law that created the > tax. We don't have the authoritiy to tell the school district what to do. > Only as parents paying the taxes can we tell the School Board to wake up. > Our meeting with the School district is July 30th at 7pm at City Hall. Feel > free to join us and to speak during citizen appearance. thanks again, > Peggy" > Please include a "Citizens Appearance" on the Agenda before we consider any of the grants. I don't know that anyone will show up, but they are being given the information. Also, please include the responses as I forward them to you. Thanks, > Peggy COPPELL EDUCATION DEVELOPMENT CORPORATION Meeting Date: Wednesday, August 13, 2003 Meeting Time: 7 p.m. (Open to the Public) Meeting Place: 2n Floor Conference Room, Coppell Town Center Notice is hereby given that the Coppell Education Development Corporation will meet on Wednesday, August 13, 2003 at 7 p.m. in the 2n Floor Conference Room at Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas.
