Economic and Business Development Board
September 5, 1990
The Economic and Business Development Board met in regular session
on Wednesday, September 5, 1990, at 7:30 p.m., in the Executive
Conference Room of Coppell Town Center. The following Board
members were present:
Lee Richardson, Chairman
David Greer
Regina Johnson
Richard Johnson
Angelo Vacarro
City staff members present were:

Item 1: Call to Order: The meeting was called to order by
Chairman Richardson, noting a quorum was present.
Item 2: Review and Approval of Minutes: The minutes of the
August 15, 1990, meeting were reviewed. Richard Johnson
made a correction to Item 6, City Logo, second sentence,
to read, "Richard Johnson stated that he was going to
attempt to negotiate the design fee down from the $1,000
originally agreed upon with the University of North
Texas..." Richard Johnson made a motion to approve the
minutes as corrected. David Greer seconded the motion.
The motion carried and the minutes were approved.
Item 3: Presentation by Lone Star Gas: Richard Vaughn, Director
of the Economic Development Department of Lone Star Gas,
made a presentation to the Board outlining the various
ways Lone Star Gas can be of assistance to the Economic
and Business Development Board. Mr. Vaughn stated that

their department would key mainly on industrial
development with the three major objectives being
marketing, prospecting, and information gathering. He
advised the Board that they provided one-half to full-
day training programs customized to the community's
needs. When asked by Board members if Lone Star Gas
could assist us in producing the Coppell video,
Mr. Vaughn stated that they did not have the in-house
capacity for that particular project.
Item 4: Discussion of Video Party - Regina Johnson: Regina
Johnson advised the Board that plans for the Video Party
are on hold until a firm date for the completion of the
video has been established.
Item 5: Review and Discussion of Major Projects:
Video Production - Richard Johnson informed the Board
that he contacted TU Electric requesting assistance in
producing the Coppell Video. TU advised Mr. Johnson that
they are presently working on a major project and could
not even start on our video until sometime in October,
with a completion date of November or December. GTE was
also contacted and responded negatively. David Greer
made a motion that we hire the local citizen who
submitted a bid on the video production and already has
Coppell footage available, subject to Richard Johnson's
meeting with him and clarification of contract. Angelo
Vacarro seconded the motion. All board members voting
in favor, the motion carried.
City Logo - Richard Johnson advised the Board that he has
written a letter to the University of North Texas
Professor at Fine Line Graphics asking him to reduce the
$1,000 design fee since the City Council rejected the
logo and the full project was not completed. The City
Council will make a decision at the next City Council
meeting as to whether or not they sell the proposed City
logo to the Coppell church which submitted a bid to buy
the logo.
Bicycle Race - Angelo Vacarro - Angelo Vacarro reported
that the Bicycle Race will be incorporated into the
three-day weekend of events planned for April 19 through
April 21 in conjunction with Founders' Day. This Coppell
weekend festival will also include various sporting
events, a jazz festival, etc., and will involve
participation from the citizens of Coppell, the school
district, and the business community.

Goods in Transit - No report.
Economic Development Board Memberships - Alan Ratliff
stated that the membership section of the Economic and
Development Board has been rewritten creating two special
members (one from the Coppell Independent School Board
and one from the newly formed Coppell Chamber of
Commerce). City Council has approved the positions.
There being no further business, a motion was made by David Greer
to adjourn the meeting. The motion was seconded by Richard
Johnson. All members voted in favor and the meeting was adjourned
by Chairman Richardson.
The next regularly scheduled meeting of the Economic and Business
Development Board will be Wednesday, October 3, 1990, at Coppell
Town Center.
