BM 1991-08-07 EcDevMinutes of the Economic and Business Development Board August 7, 1991 The Economic and Business Development Board met in regular session on Wednesday, August 7, 1991, at 7 p.m., in the Executive Conference Room of Coppell Town Center. The following Board members were present: Richard Johnson, Chairman Barbara Austin Jim Garrison Lee Richardson William Rohloff Special Board members present were: Roy Brock, CISD Vicki Hart, Coppell Chamber of Commerce City staff members present were: Alan Ratliff, City Manager City Council Liaison: Guests: Tom Morton Penny Solomon, Coppell Chamber of Commerce Item 1: Call to Order: The meeting was called to order at 7:05 p.m. by Chairman Johnson, noting a quorum was present. Item 2: Review and Approval of Minutes: The minutes of the July 10, 1991, meeting were reviewed. Mr. Johnson requested a correction on Item 12, Other Business, noting that the cost quote should be changed from $4,000 to $2,500. William Rohloff made a motion to approve the minutes with the above -noted correction to Item 12, and Barbara Austin seconded the motion. The motion carried and the minutes were approved. Minutes of the Economic and Business Development Board August 7, 1991 Page Two Item 3: Review of Proposal for Export Services with the DallasZFort Worth International Trade Resource Center: Mr. Ratliff reviewed with the Board a written proposal from the D/FW International Trade Resource Center for development of a program to stimulate export activity in Coppell. The estimated cost for the project is $25,000 to $50,000, which did not appear to the Board to be cost efficient at this time. The one-half cent sales tax being proposed for use in economic development could facilitate implementing this export service proposal. More information on the project is forthcoming, and no action was taken on the proposal on this date. Item 4: Review and Consideration of Recommending Budget for City Economic Development Funds: The Board was advised that historically it has received an annual allotment of $5,600 from the City's General Fund. At present, however, the City Council has approximately $30,000 in discretionary funds which it could direct toward economic development. Since the Council is scheduled to conduct a budget work session on Friday, August 16, this Board needs to prepare and submit its budget request as soon as possible. A subcommittee composed of Richard Johnson, Jim Garrison, and William Rohloff was appointed to develop a budget and submit same to the City Council for consideration at its work session. Barbara Austin suggested that attention be given to providing budgetary funds for hiring a media consultant to aid with economic development. Item 5: Discussion and Consideration_ of Settina Price for Cobie of "Welcome to Coppell" Video: Richard Johnson reminded the Board that a decision had never been made on a sales price, if any, for copies of the "Welcome to Coppell" video requested by realtors, businesses, etc., promoting Coppell. The objective in setting some nominal fee would be primarily to provide adequate funding to cover the cost of duplication. Vicki Hart made a motion to sell copies for $10 each. The motion was seconded by Jim Garrison and approved by the Board. Item 6: Review and Discussion of Projects: a. The Df FW Connection - The copy for the ad in this publication is still being refined. Review of Financial Report - The Board reviewed the memo from City Finance Manager Frank Trando, reflecting the current financial position of economic development funds. The Board has $11,275.82 for such use at present. c. New Coppell Brochures - Jim Garrison presented the modifications he has made to date on the current promotional brochure. The Board agreed that something should be included concerning industrial growth and some expansion on changes in the CISD made (including new and remodeled facilities). Mr. Garrison took the Board's comments and will further refine his modifications. d. Billboard - A memo has been sent from Richard Johnson to the City Council in follow up to discussion in last month's meeting, but there has really been no time for response yet. e. Bid for Media Relations - This item has been delayed for possible inclusion in the budget for the next fiscal year. Item 7: Reports from Liaisons and Special Board Members: a. City Council - Councilman Morton had no report to present. b. Coppell Chamber of Commerce - Vicki Hart reported that the Economic Development Committee of the Chamber is working to educate the public on the one- half cent sales tax issue. c. Coppell Independent School District - Roy Brock reported that the school district is anticipating a possible record enrollment this year. Projection has been made that the student population may grow from 3,600 to 4,100. The district is looking at that type growth while continuing to deal with significant reductions in funding. Item 8: Other Business: Jim Garrison raised a question about possibly obtaining some type of business card for Board members to use in promoting Coppell. It was suggested that in order to minimize cost, "shell" cards could be used, and it is an item that should be included in next year's budget. Minutes of the Economic and Business Development Board May 8, 1991 Page Three The City Manager requested the Board's opinion as to duplication of this tape. The Board's general consensus was that the tape should be made available to realtors, etc., at a nominal cost ($20-$25), but that copies would be provided at no cost to the Relocation Center. During discussion of the Coppell video reception, it was suggested that a complimentary copy be provided to the local developers. c. Coppell Video Reception and Showing - Regina Johnson informed the Board that she had scheduled the Coppell video reception to be held on Wednesday, June 19, at Town Center, with a reception beginning at 5 p.m. and the premier showing of the video beginning at 6 p.m. Regina requested that the Board review the information she had obtained from Mayor Wolfe and others regarding information to be used for the invitation list. After discussion, the Board recommended the following list: builders, landowners, Coppell developers active during the last 12 months, lenders, Economic Development Board, School Board, five members of City Staff, Chamber of Commerce Economic Development Committee, Relocation Center, and media. Richard Johnson will obtain numbers and list for the media. Alan Ratliff will provide utility companies, D/FW Airport, North Texas Commission, and commercial real estate brokers. All names should be forwarded to Regina Johnson by Monday, May 13. The City Manager will ask Al Blaine (Prentiss Properties Limited, Inc.) if Park West has shuttle buses which could be used for City tours. The City Manager volunteered that City staff could serve as tour guides and that a route and a script related to the tour would be prepared for this activity. Further discussion about details of the event included: continuous showing every 15 minutes of the Coppell video beginning at 6 p.m. bus tours could also begin at 6 p.m., and each tour would last approximately 20 minutes.
