Wednesday, February 3, 1993
The Economic and Business Development Board met in a regularly
scheduled meeting on Wednesday, February 3, 1993, at 7:00 PM in the
Executive Conference Room of Coppell Town Center. The following
Board members were present:

Item 1: Call to Order: Bill Rohloff called the meeting to
order. A quorum was present.
Item 2: Review and Approval of Minutes: Minutes of the January
61 1993 meeting were reviewed and approved.
Item 3: Development - Vista Ridge Properties: Charles Emery,
Vice President, Vista Ridge Properties, made a presenta-
tion on the history and prospects for the Vista Ridge
development, Coppell Industrial Park, and state highway
121 bypass which goes through Vista Ridge. He also
presented some survey results pertaining to economic
development.
Item 4: Report on Catellus PID: Alan Ratliff reviewed the
changes that have taken place within the Catellus
organization. He also reported, after meeting with
Catellus representatives, that $5,000,000 in PID bonds
have been sold. Catellus plans to use that money for
capital improvements. The property is debt free and being
actively marketed by Catellus under a new marketing
strategy directed toward end users.
Item 5: Discussion of Fiscal Impact Study: Luis Castillo
reviewed salient points of the fiscal impact study he had
prepared under contract. After some questions and
discussion, appreciation was expressed to Mr. Castillo
for his work on the study.
Item 6: Chamber of Commerce Business Retention Survey: Regina
Johnson reviewed the findings of the CCC business
retention survey conducted last fall. The Chamber is in
the process of revisiting the survey respondents during
the first quarter of 1993 to follow up.
Item 7: Coupell Chamber of Commerce Contract_ Status Update:
Kirk King reported that the chamber is still vigorously
seeking a qualified person to fill the executive vacancy.
The Chamber will not be able to enter a contract for
economic development with the city until that vacancy is
filled.
Bill Rohloff and Kirk King have agreed to a revised
version of the proposed contract. The CCC board has not
yet reviewed or approved that revision and a copy was not
available for the EBDB at this meeting. Neither Mr.
Rohloff or Mr. King feel rushed at this point because
there have been few inquiries recently.
During the discussion which followed, Mr. Ratliff
indicated that the city may be able to commit some
resources to the economic development effort in the near
future.
Item 8: Status Report on 1L2 Cent Sales Tax: Bill Rohloff
reviewed the recent discussion of this issue at the EBDB.
He then introduced two guests: Mrs. Lanie Constandse and
Mrs. Debbie Lenneck. Both women are Coppell residents and
homemakers.
The two women are interested in economic development and
have been collecting opinions through their own informal
poll. Their conclusion about the poll were that Coppell
citizens:
1. Are Generally against new taxes.
2. Want no more residential zoning or construction.
3. Favor economic development through increasing
business and light industry in Coppell to reduce
the tax burden on homeowners.
4. Feel like there are "...too many hands in our
pockets."
Item 9: Media Relations Report and Approval of Billing: K a y
Tiller presented her report and bill for February along
with her yet unpaid January bill. Upon motion by Ed
Spalding and second by Jerry Singleton, payment was
approved.
Item 8: Reports from Liaisons and Special Board Members:
a. Councilman Morton reported from the city council
that the 1/2 cent sales tax election is postponed
until at least August, 1993. The noise monitoring
task force of the council has been meeting with DFW
airport officials to finalize plans for monitoring
noise from the airport.
b. Regina Johnson reported form the Coppell Chamber of
Commerce that the Coppell Gala is scheduled for
February 27, 1992. The chamber is actively working
to hire a new executive officer.
Item 9: Distribution of Mail Box Keys: Mail box keys were
distributed to EBDB board members who had requested same.
There being no other business to come before this board, the
meeting was adjourned.
