MEETING MINUTES
ECONOMIC AND BUSINESS DEVELOPMENT BOARD
CITY OF COPPELL
The Economic and Development Board of the City of Coppell met on
Wednesday, June 15, 1988, at 7:30 pm in the Council Chambers of the
Coppell Town Center. The following boardmembers were present:
David Greer
Don Hodges
Regina Johnson
Lee Richardson
Angelo Vaccaro
Tom Morton - Coppell City Council Liaison
Paul Dishman - Coppell Economic Development Advisor
The purpose of the meeting is to consider the following items:
Item No. 1: Meeting Called to Order.
Item No. 2: Approval of Minutes.
Item No. 3: Presentation of Survey Information by Paul Dishman.

Meeting called to order by Chairman Richardson at 7:30 pm.
Item No. 2: Approval of Meeting Minutes.
The minutes of the June 1st meeting prepared by Boardmember Johnson
in the absence of Don Hodges were approved unanimously.
Item No. 3: Presentation of Survey Information by Paul Dishman.
Chairman Richardson prepared the presentation by recapping of our
request of Paul Dishman to bring to the group at this meeting
detailed information regarding the following items:
1. Image study
2. Labor pool availability
3. Understanding the other surrounding cities economic development
plans.
4. Impact study on the postal facility.

Richardson added that the U.S. Postal Service probably has prepared
an Impact Study prior to the construction of the facility and asked
if Tom Morton could assist in obtaining that study.
Mr. Dishman then proceeded with his presentation entitled "Coppell
Promotion Path" based upon the fact that Coppell had been successful
with residential growth. The study of this growth will help to
better understand why that has occurred in order to pursue a
successful promotional path. Please see the attached information on
the proposed study. The group then prepared what would be important
elements to the study's questionaire.
Open discussion continued about the associated cost of doing the
three studies needed by the board.
A motion was made by Don Hodges to recommend to the council that
$3,330.00 paid U.N.T. to perform the studies one thru three. It was
seconded and approved.
It was recommended by Tom Morton that cities to be studied should be
Mesquite, Garland and others would be Farmers Branch, Carrollton, and
Grapevine. Mr. Dishman proposed that after the results of the
studies are compiled we should then pursue the preparation of an
advertising campaign.
The questionaire will be available at Lee Richardson's office on
Monday, June 20th for the boardmembers review.
Chairman Richardson pointed out that the local utility companies may
be a source of help financially and production wise on the
advertisement campaign.
The questionaire will be sent along with a self addressed stamped
envelope. A cover letter also should be sent on city stationary
signed by the Chairman of Economic Development Board.
Mr. Dishman listed the following cities Lewisville, Irving, Flower
Mound, Grapevine, Plano, Garland, Mesquite, Carrollton, and Farmers
Branch to be the target cities to seek information for the economic
development strategy.

Amendment to the previous motion was made and seconded to strike the
dollar amount of $3,330 and change to $3,580. The amendment carried
unanimously.
The survey will be sent the week of July 4th and a press release will
be given to the local paper by Paul Dishman on the survey request.
A motion was made and seconded for adjournment.

Gathering Accurate Information on Coppell's Image as
a City and a Place to Live
Solution: An attitudinal study should be conducted soliciting the attitudes and
awareness of recent move -ins to the city of Coppell. This study will be
provide key responsive information concerning appeal, attractiveness and
provide direction for future promotional messages and strategies. A mail
survey will be administered by the University of North Texas which will
provide 230+ respondents for analysis. Topics of interest include: where did
the respondent first hear about Coppell, what were their first impressions,
what are Coppell's major strengths, why did they move to Coppell, and
certain demographic information. Specific objectives of the study should be
established immediately with the UNT staff directing the questionnaire design
and instrument administration. A statistical analysis and cross - tabulated
computer print -out will be provided as well as a Summary of Findings report
which can be presented in late July to the EDAB. Additional resources that are
required include City stationary and an introductory letter from the mayor's
office.
Complete cost of image study is $ 1,645.00.
Indentification and Analysis of Available Labor Pool
Solution: Obtain information on available labor and training, programs in the
surrounding cities and area. The information should provide sources of
information, training and education and an analysis of where various types of
labor resources are located and how to communicate with them. This
information can be gathered using secondary information sources as well as
some primary research application. A report can be provided to the EDAB in
late August that will allow a compilation of such information be provided to
prospective businesses. The report will include such topics of interest to
employers as labor location and distance, education levels, mobility and
certain key EEOC factors.
Complete cost of labor compilation and analysis is $ 935.00.
Acquire Information about the Development Strategies
of
Other Municipalities
Solution: To establish an information base that provides an insight into what
promotional tactics other area municipalities are performing successfully. The
following municipalites have been deemed significant in terms of their
development efforts: Lewisville, Irving, Grapevine, Flower Mound,
Carrollton, Farmer's Branch and Plano. The University of North Texas will
conduct interviews and conferences with key individuals involved in economic
development within these cities and will provide a summary and comparative
report to the EDAB. The report can be provided on a time schedule based
upon the availability of the individuals required to gather the information.
Cost for the strategic understanding study is $ 750.00.

The Board was advised by Chairman Richardson that Angelo
Vaccaro mailed out a survey three weeks ago to landowners
in an effort to compile data on real property in Coppell
to help market our City to interested parties. Sample
copy of the letter and survey were given to Board members.
Vaccaro stated he just received some surveys back and
they looked complete and adequate. Followup letters will
be sent if no response is received in due time.
Chairman Richardson stated we continue to get referrals
from the Metrocrest Chamber of Commerce. Mostly companies
looking for existing facilities which are available in
surrounding areas but not in Coppell.
Item No. 4: Presentation by Paul Dishman on Economic
Development Plans
Paul Dishman presented his report to the Economic Development
Advisory Board of the City of Coppell. After reviewing the
report and considerable discussion, the Board requested
Dishman to obtain further detail and survey information
for presentation to the Board in several weeks.
A motion was made to meet in a special called session on
Wednesday, June 15, 1988 at 7:30 p.m. to review survey
information by Paul Dishman.
A motion was made for adjournment and seconded.
