The Economic & Business Development Board of the City of Coppell met in
a special called session on Thursday, January 29, 1987 at 7:30 p.m. in
the Second Floor Conference Room of the Town Center, 255 Parkway
Boulevard, Coppell, Texas. The following members were present:
Also present was Member At Large Tim House, Consulting Engineer Wayne
Ginn, John Gold of Sherwood Blount & Company, Realtors and Secretary
Linda Grau.
Item 1: Chairman's Report

Chairman John Bailey stated that a meeting was held with Mike Clements
and Jay Turner concerning a parade of homes approximately the third or
fourth weekend during the the month of May, 1987 entitled "Discover
Coppell ". Dallas newspapers and radio stations will be utilized for
advertising which will attrach people to the Coppell area. A committee
is being formed which will consist of one (1) Boardmember from the
Economic & Business Development Board, one (1) Boardmember from the
Coppell Business Association, one (1) member appointed by Dr. Stanfield,
one (1) homebuilder and one (1) developer. It is anticipated that the
funding for newspaper and radio advertising will come from developers,
businessmen and homebuilders who will benefit from this advertising.
Chairman Bailey stated that a seminar is being scheduled at Georgia
Institute and felt that perhaps Vice- Chairman Samuel Shuler would
attend.
Chairman Bailey stated that on March 17th through March 21st, 1987 a
convention is scheduled in Toronto, Canada entitled "Opportunities
Canada" with (1) representative from each City in the Metroplex
attending. This convention will be represented by thirty -seven
countries. This item will come before the City Council for approval and
recommendation of appointment.
October 2nd through October 9, 1987 the Metrocrest Chamber of Commerce
is planning a "Trade Mission" in London and have requested a list of
potential company prospects to be invited to attend. (This date has
been rescheduled to September 25th through October 2, 1987 per Mr. Dick
Erickson of the Metrocrest Chamber of Commerce).
Item 2: Demonstration of demographic computer model by M/G Consulting
Service.
Dr. Paul Geisel of M/G Consulting made the presentation to the
Boardmembers. Dr. Geisel referred to a proposal submitted to the
Economic & Business Development Board on December 16, 1986. (Report is
a permanent part of the minutes of December 16, 1986 and is on file in
the City Secretary's office for review.) Dr. Geisel presented a slide
presentation of a Computer Resource Model. The demographic proposal is
designed to provide the City with current population and real estate
data as well as computer tools which will allow the City to assess
growth and development opportunities in the future. The long -term goals
of the demographic study will provide the City of Coppell with
information to evaluate the current status of the City in terms of
residential and commercial development, plans for future growth and
development, re- evaluate zoning and land use maps, examine the effects
of build -out, set realistic economic development goals for the City, and
market the City of Coppell more effectively. Dr. Geisel further
suggested that a Citizen's Task Force be formed to gather data for a
demographic study which would reduce the cost of the current market
study and generate a broad community support for the project, a Real
Estate Inventory which would provide the basic data to be used in
development of the Computer Resource Model which would prepare a
statistical summary for build -out; selection and design of a mapping
system tailored for the City encompassing displays of current and future
land usage based on existing platting of the City and would allow
accessible means for updating. Following further discussion Dr. Geisel
stated that the cost for the software would not excede $1,000 with an
additional $400.00 for the Data Base. The cost for a Computer Resource
Model would be $8,000.00. Chairman Bailey thanked Dr. Geisel for the
presentation.
Item 3: Presentation by Wayne Ginn, Consulting Engineer regarding
status of capital improvement projects.
Mr. Wayne Ginn, Consulting Engineer for the City of Coppell made the
presentation to the Boardmembers. Mr. Ginn referred to the 1984 Bond
Program of $10,000,000.00 dollars for road projects in Coppell. The
current status of these project are as follows:
Moore Road - completion April /May (wheather permitting)
Bethel School Road - start of construction - May, 1987 - nine
month project.
MacArthur /Beltline intersection - will open upon completion of
railroad signalization.
Denton Tap Road - start of construction - May, 1987
approximately 14 month project
Beltline east - from Moore Road to eastern City limits -
start of construction - September, 1987 - 1
year project.
Beltline Road - Moore Road to Denton Tap - start of
construction - November /December 1987 - 12
month project.
Mr. Ginn submitted a copy of the April 1, 1986 report on the Assessment
Program as it pertains to Denton Tap Road and Beltline Road in Coppell
which is a permanent part of these minutes. Mr. Ginn stated that the
cost breakdown for these projects are as follows:
City of Coppell - 8.3 million dollars = 36%
Dallas County - 4.9 million dollars = 21%
Property owners assessment - 9.8 million dollars = 43%
Following further discussion Chairman Bailey thanked Mr. Ginn for his
presentation.
Item 4: Approval of minutes - January 20, 1987.
Boardmember David Greer moved to the approve the minutes of January 20,
1987. Secretary Lynn Brock seconded the motion; motion carried 5 -0 with
Chairman John Bailey, Vice - Chairman Sam Shuler, Secretary Lynn Brock,
Boardmember David Greer and Boardmember Jim Brown voting in favor of the
motion.
Item 5: Other business.
Chairman John Bailey stated that the scheduled meeting for February 3,
1987 is being re- scheduled to February 17, 1987.
The meeting was then adjourned.

Gentlemen:
CONSULTING ENGINEERS
The following is a preliminary summary of the financial impact
an assessment program will have on the City of Coppell's
proposed construction program for Belt Line Road and Denton Tap
Road. This assessment program would be used throughout Coppell
for all other thoroughfares also. It would maximize the
contribution by Dallas County from the recent County Bond
Program.
The following assumptions are used in the calculation:
1. The $4+ million Dallas County Bond Program funds would be
used uniformly on Belt Line Road (East) and Denton Tap Road
(North). The total distance is 31,100± feet (5.9 miles).
The allocation of bond funds would be approximately $135.00
per foot of street.
2. The City of Coppell would fund the difference in
construction cost for any roadway segment.
3. The City of Coppell would recover the maximum amount of
funds allowed by state law through the assessment program.
The formula for assessment would be:
a. Total construction cost minus County participation
equals gross cost to City.
b. 90% of gross cost (to be recovered) divided by length of
project equals the cost per foot to be recovered.
c. 50% of cost per foot to be recovered is to be applied to
adjacent properties. (Excluding intersection rights -of-
way, railroad right -of -way, parks, etc.)
d. The City would pay for street lights, signals, and
landscaping.
e. The assessments would be paid back throughout the time
frame specified in the ordinance. Assessments could be
volunteered and paid in advance.
The following evaluations are based on cost estimates for 6 -lane
divided thoroughfares:

Denton Tap Road (Sandy Lake Road north to the Denton County
Line): Project length is 6,480 feet. The total assessable
front footage is 9,702 feet (74.8% of total) .

Street lighting costs are based on an estimated cost of
$100,000 per mile. Landscaping costs are also estimated at
$100,000 per mile. Traffic signal installation costs are
estimated to be $75,000 per intersection.
The cost of sidewalks has not been included in the construction
cost estimates for the above due to the undeveloped condition of
most of the frontages. If construction of sidewalks were to be
included as a part of any of the roadway segments considered
above, it would add approximately $10.00 of assessable cost per
front foot to the project.

available prior to awarding any construction contracts.

The overall benefit of this type of assessment program would be
to allow the construction of approximately $23 million of street
improvements with the funding being supplied as follows:
City of Coppell $ 8.3 million* 36% *
Dallas County 4.9 million* 21%
Adjacent Property Owners 9.8 million* 43%
(by assessment)
** These figures include construction of Segments 1, 2, 3, 4,
and 6 as described herein without credit for assessments for the
properties north of the St. Louis Southwestern Railroad along
segment 4.
It is recommended that the City of Coppell adopt this type of
assessment program in order to maximize the County's participa-
tion and reduce the City's expenditures and thus allow the
building of the greatest amount of thoroughfares for the City.
The details of this summary report will be presented in our
final report.
