BM 1987-01-20 EcDevMinutes of January 20, 1987 The Economic & Business Development Board of the City of Coppell met in a regular called session on Tuesday, January 20, 1987 at 7:30 p.m. in the Council Chambers of the Town Center, 255 Parkway Boulevard, Coppell, Texas. The following members were present: Chairman John Bailey Vice - Chairman Samuel Shuler Secretary Lynn Brock Boardmembers Jim Brown and David Greer were absent from the meeting. Also present was Member At Large Tim House and Secretary Linda Grau. Item 1: Chairman's Report Chairman John Bailey stated the following: A. Chairman Bailey submitted a recent article which appeared in the Dallas /Fort Worth Business Journal regarding the City of Grapevine appointing Dave Kreider as its first Economic Development Director. (See attached). Item 2: Presentation by LJW Infotech regarding the proposed demographic study for the City of Coppell. Ms. Leslie J. Wroten representing LJW Infotech made the presentation to the Boardmembers. Ms. Wroten submitted a proposal entitled "A Proposal to the Economic Development Board of Coppell for a Demographic Study of Residents and Businessess ", dated January, 1987. Ms. Wroten discussed the need for a demographic study for the City of Coppell and further explained the key issues to be analyzed, purpose and scope, proposed method of research, proposed analyses and report, timing, milestones, cost breakdowns and proposed method of billing. Cost breakdowns are as follows: Alternative 1: LJW Infotech incurs all expenses and is responsible for all work involved in conducting a census based on population of 15,000 and household size = 2.88. Total estimated manhours is 848 hours and billable cost of $25,240.00 dollars. Alternative 2: The Economic Development Board arranges for mailing, absorbs printing and mailing costs. LJW Infotech is responsible for all other tasks. Total estimated manhours is 708 hours and billable cost of $17,940.00 dollars. Alternative 3: Coppell Economic Development Board arranges for surveys to be conducted and absorbs printing and mailing costs. LJW Infotech conducts background research, designs and coordinates the survey, performs the analysis, and supervises the data collection. The following cost assumes that no additional staff is required. Total estimated manhours 608 hours and billable cost of $15,340.00 dollars. Following further discussion Chairman John Bailey thanked Ms. Wroten for the presentation. (This Proposal is on file in the City Secretary's Office for reference.) Item 3: Presentation by D /FW Research regarding the proposed demographic study for the City of Coppell. Ms. Elizabeth Morris President, and Margaret Jarvis Project Director, representing DFW Research made the presentation to the Boardmembers. Ms. Morris submitted a proposal and slide presentation to the Boardmembers. Ms. Morris discussed the definition of the trade area, demographic characteristics, employment base, inventory of existing and proposed commercial space, traffic and transportation; measurement of land use potential and school district comparisons. The cost for this study is approximately $30,000.00 dollars of the assembled information with the actual cost is determined according to the following schedule: Principal - $125.00 dollars per hour Professional - $100.00 dollars per hour Field Research - $58.00 dollars per hour Clerical - $36.00 per hour Mileage - $ 0.25 per mile Materials and Miscellaneous Cost + 20% Following further discussion Chairman John Bailey thanked Elizabeth Morris and Margaret Jarvis for the presentation and further explained that a review of all proposals submitted will be reviewed by the Boardmembers in February and exact requirements for a demographic study for the City of Coppell will be submitted to the selected company upon the approval of the City Council. Item 4: Approval of minutes - January 6, 1987. Vice - Chairman Sam Shuler moved to approve the minutes of January 6, 1987 with the amendment of Item 5 changing the meeting from January 27, 1987 to January 29, 1987. Secretary Lynn Brock seconded the motion; motion carried 3 -0 with Chairman Bailey, Vice - Chairman Shuler and Secretary Lynn Brock voting in favor of the motion. Item 5: Other business. Chairman John Bailey stated that in February the Coppell Gazette will publish a section of the paper devoted exclusively to Coppell and discussed advertising in this edition by the Economic and Business Development Board. Vice - Chairman Sam Shuler stated that a meeting is scheduled for Thursday, January 29, 1987 with M/G Consulting Service and a discussion period with Consulting Engineer, Wayne Ginn concerning the projects and road conditions in the City. Vice - Chairman Shuler further stated that two small businesses are interested in Coppell but had great concerns relating to the road conditions and Private Club Ordinance. He stated that this has been a concern of additional business interest in the Coppell area. The meeting was then adjourned.
