Minutes of January 6, 1987
The Economic & Business Development Board of the City of Coppell met in
a regular called session on Tuesday, January 6, 1987 at 7:30 p.m. in the
Council Chambers of the Town Center, 255 Parkway Boulevard, Coppell,
Texas. The following members were present:
Chairman John Bailey
Vice - Chairman Samuel Shuler
Secretary Lynn Brock
Boardmember David Greer
Boardmember Jim Brown
Also present were Mike Guyton, Assistant District Manager of Texas Power
and Light, Regina Johnson Member -At -Large and Secretary Linda Grau.
Chairman John Bailey stated the following:
A. Chairman Bailey submitted a letter from Dave Ridley of Univest
Development Company addressed to John Bailey dated January 5, 1987
referring to an article from the D /FW Business Journal on business
development activities of the southwest Dallas County suburbs.

B. Chairman Bailey referred to the "Texas Games" to be held in Fort
Worth this year and previously held in San Antonio. The Metrocrest
Chamber is bidding to hold the 1990 games in the Metrocrest area.
The games are considered a mini - olympic sponsored by the Texas
Amateur Athletic Federation covering all sports. It is estimated
that approximately $72.00 per person is brought into the market
place with approximately 25,000 to 30,000 people attending the
event.
C. Chairman Bailey referred to a recent article in the Dallas Morning
News quoting Bill Clements as Governor Elect stating that "his
first act would be to appoint a task force to find ways to create
jobs and foster economic development in Texas" and further stated
"he intends to turn this State around ". The Metrocrest Chamber is
in the process of setting up a meeting with Bill Clements
concerning our area.
Item 2: Presentation by Belden & Associates regarding the proposed
demographic study for the City of Coppell.
Ms. Sheila Miller representing Belden & Associates made the presentation
to the Boardmembers. Ms. Miller submitted a proposal entitled "Plan For
A Study of Residents and Businesses in the City of Coppell, Texas" to
the Boardmembers. Ms. Miller discussed the background and objectives,
which would include a profile on current residential and business
population; local attitudes toward the City of Coppell; determine
residents' and business owners' attitudes toward future growth in
Coppell; measure the extent to which residents' consumer needs are being
met by local retailers and other businesses; methods of obtaining data
with secondary research; conducting a census; mailed questionaires;
telephone sampling and a survey of Coppell businesses which can be
obtained through a mailed questionaire and telephone interviewing. Also
included would be data collection and data processing which include
quantitative checking; qualitative checking; editing; coding and
keypunching verification. The report submitted from Belden & Associates
would include a computer printout, a summary report and a presentation
of findings. The timetable would be approximately 4 -6 months and
either:
Option A - $46,300.00 for Belden Turnkey Project or $44,300.00 Shared
Task Option which would include a twenty minute telephone
interview with residents and a combination telephone /mail
survey of business owners.
Option B - $29,600.00 Belden Turnkey Project or $21,300.00 for Shared
Task Option which would include an 8 page mail questionaire
sent to all residents and a 4 page mail questionaire sent to
all business owners.
Following further discussion Chairman Bailey thanked Ms. Miller for her
presentation. (This study is on file in the City Secretary Office for
reference).
Item 3: Presentation by Moore Diversified Services regarding the
proposed demographic study for the City of Coppell.
Ms. Linda Moore and Ms. Andrea Thomas representing Moore Diversified
Services made the presentation to the Council. Ms. Thomas submitted a
prepared proposal to the Boardmembers entitled "Market Research Plan ".
Ms. Thomas explained to the Boardmembers MDS's approach to the
demographic study.
Phase I - Would consist of a Demographic Profile /Economic Base Study
to include the following:
Phase I - $6,750.00
1. Market Indicators
2. Current Demographic Profile
3. Quality of Life
4. Major Transportation Resources
5. Office /Retail Market
6. Residential Market which would provide the City of Coppell
with end results consisting of:
A. Current demographic profile of area residents
B. Projections through the year 2000 of key market
indicators
C. Current quality of life indicators
D. Current inventory of various land and building uses
E. Key summary comparison figures for three key cities in
the D /FW Metroplex area where the date is available
from secondary data resources.
Phase II - Would consist of the following:
1. A survey of city leaders, consumers, and business in
Coppell
2. This survey would be designed to get the perceptions of
local residents and business leaders regarding their
community.
3. The results of the survey would be analyzed to ascertain
the attitudes and philosophies of the city toward growth
4. The major negative and positive points of the City.
The project schedule would be approximately 3 to 4 months and the cost
would be as follows:
Phase II - Option 1 - $13,020.00 with an additional cost of $960.00 per
100 additional interviews
Option 2 - Mail -Out Survey Implemented by MDS $13,650.00
Option 3 - Mail -out survey implemented by the City of
Coppell $8,350.00.
Following further discussion Chairman Bailey thanked Ms. Moore and Ms.
Thomas for their presentation. (This study is on file in the City
Secretary Office for reference.)
Item 4: Approval of minutes - December 2, 1986
December 16, 1986
Boardmember David Greer moved to approve the minutes of December 2, 1986
and December 16, 1986. Boardmember Lynn Brock seconded the motion;
motion carried 5 -0.
Item 5: Other business.
Vice - Chairman Sam Shuler stated that a Board meeting is scheduled for
January 20, 1987 with two additional vendors submitting proposals to the
Boardmembers on the demographic study for the City of Coppell. On
January 27, 1987 a demonstration session will be scheduled with Dr. Paul
Geisel and a review session scheduled for the first meeting in February.
Boardmember David Greer would like to go on record as to the road issues
in Coppell before the City Council. Chairman John Bailey stated he
would like the Boardmembers to meet with Wayne Ginn, Consulting Engineer
for the City of Coppell to discuss some of the issues that pertain to
the road conditions.
The meeting was then adjourned.

Smith, a consultant with Axion Chamber
Services of Dallas and coordinator of Best
Southwest projects.
Dallas, Fort Worth and Arlington are only
a few of the North Texas cities with their
own economic development plans, but Best
Southwest is one of a few that involves more
than one city, Smith said.
"We're copying other successful pro -
g rams," he said.
Best Southwest is an ad hoc committee_
operating under the aegis of each chamber
with three officials from each chamber.
Smith said each city will do more by pool-
` ing resources than it could independently.
The group has raised $30,000 in seed
money, adopted a name and logo, produced -
a demographic piece with the University of
Texas at Arlington and developed a

"Eventually, we won't need to drive to
North Dallas or Arlington to be entertained,"
he said.
Cedar Hill's population jumped from 1,610
in 1970 to 11,350 in 1986, NCTCOG said.
The population could top 70,000 by 1995,
Best Southwest said.
Commercial building permits increased
from none in 1981 to 29 valued at $6.3
million in 1985. The city issued 13 permits
valued at $5.7 million in the first half of 1986.
Cedar Hill has four office /retail projects
and four industrial parks. The parks are High
Meadows with 104 acres, B & J Industrial
Park with 32 acres, 67 Industrial Park with
10 acres and KCK Industrial Park with 25
acres.
A particularly hot spot is the intersection
of U.S. 67 and Farm Road 1382, where
development plans include a four -story bank
building, a shopping center, at least one
hotel, restaurants, another bank and enter-
tainment facilities.
DeSoto's population has increased from
6,617 in 1970 to 24,000 in 1986, NCTCOG
said. It could reach 50,000 by 1995.
In a market where office occupancy has
dipped to 70 percent, DeSoto boasts oc-
cupancy of about 90 percent. Commercial
permits have increased from 9 valued at $1.2
million in 1981 to 49 valued at $23.8 million
in 1985.
The city offers 4,500 acres of industrial
land at relatively low costs and encourages
industry' with its Industrial Development
Authority, which can issue low - interest
bonds.
Industrial users occupy more than 1
million square feet in DeSoto. The Eagle In-
dustrial Park, developed by the Americana
Group of Cos. Inc., has attracted the most
major employers, including firms such as
Macmillan Publishing Co., ZEP Inc., Solar
Turbine. RCA and Gifford Hill Inc.
Duncanville's population has reached
1 4.550 from only 500 in 1950. It is expected
to grow to 54,000 by 1995.
Commercial construction is slipping after
peaking in 1984 -85. It issued 109 permits
valued at $12 million in 1984 and 82 permits
valued at $18.8 million in 1985. It issued on-
ly 27 permits valued at $5.9 million in the
first half of 1986.
The city now has 40 office /retail projects
ranging from 30,000 to 150,000 square feet.
There are four major projects under con-
struction, including Walnut Bend, a 53 -acre
mixed -use complex being developed by
Talon Development. Other active developers
in the office market include SPG Interna-
tional, Hearon Realty, Mote Development
and San -Mar Development.
Duncanville's Red Bird Industrial Park is
home to more than 130 firms that provide
20,000 jobs. The two largest employers are
the Army Air Force Exchange Service with
2,500 employees and Sweetheart Cups with
1,200 employees. Major developers of the re-
maining sites are J. D. Sims & Co. and Tram-
mell Crow Co.
The 200 -acre Duncanville Industrial Park
has only five undeveloped acres. It is home
for 35 firms, the largest being Quality
Cabinets with 300 employees.
