The Economic & Business Development Board of the City of Coppell met in
a regular called session on Tuesday, December 16, 1986 at 7:30 p.m. in
the second floor Conference Room of the Town Center, 255 Parkway
Boulevard, Coppell, Texas. The following members were present

Item 1: Chairman's Report
Chairman John Bailey stated the following:
A. Chairman Bailey welcomed the members present and thanked them for
their interest.
Present were: Susan Motheral - M & G Consulting Services, Inc.

B. Please make the following change to the Agenda for December 16, 1986

C. Business Owner Bob Minyard requested a copy of these Minutes be
mailed to him.
D. Boardmember Shuler noted a change to Item 2 - "Presentation by
Harvey & Associates"..... to "Presentation by M & G Consulting
Services"....
E. Boardmember Shuler requested that it be noted in the Minutes that he
has scheduled three vendor interviews (two have already been
interviewed) for the Demographic Study for the City.
Item 2: Presentation by M & G Consulting Services regarding the
proposed demographic study for the City of Coppell.
Susan Motheral of M & G Consulting Services made the presentation,
"Proposed Community Analysis: Demographics and Land Use" to the Board -
members. A copy of the Proposal is attached as a permanent record of
the Minutes. Following a lengthy question and answer period and
further discussion it was a consensus of the Boardmembers to have a
demonstration set up with M & G Consulting Services to answer some of
the members' questions on the computer system (software and hardware
that the City would be utilizing) for this Demographic Study. Several
Boardmembers expressed concern regarding the success and accuracy in the
system M & G Consulting Services is proposing at this time. Chairman
Bailey was given a six month turn -around time for the completion of the
study; two months for the Real Estate and the following four months for
final completion. Boardmember Shuler stated he will schedule another
vendor at the next meeting (January 6, 1987) and also try to arrange to
have Dr. Paul Geisel available to answer some questions relevant to M &
G Consulting Services' Proposal.
Item 3: Other business.
Boardmember Greer stated that the road situation in Coppell is severly
hurting development and that the City needs to be faster in these
improvements currently underway. Chairman Bailey explained the problem
the City has with funding and how this is affecting the completion of
road improvements but also concurred with Boardmember Greer that
something must be done soon. The City is losing needed business and
growth has been affected due to the road situation that exists now.
There was much concern on street improvements from all'members present.
Chairman Bailey suggested the Economic and Development Board take a
positive approach and a much more aggressive stance next year to help
bring developers into Coppell and build the economic growth.
Having no further business to discuss, Boardmember David Greer made the
motion to adjourn. Motion was seconded by Chairman John Bailey; motion
carried unanimously.

PREFACE
The City of Coppell has experienced explosive growth over
the past five years. M/G Consulting Services proposes the study
contained herein to assist of City of Coppell in assessing the
current status of the City and to assist in planning future
growth and development. M/G Consulting Services provides a
unique collection of expertise because we represent traditional
City Planning perspectives as well as Real Estate Marketing
perspectives. Our approach is cost-effective because it is
designed to provide the City with current population and real
estate data as well as computer tools which will allow the City
to assess growth and development opportunities in the future.
Additionally, M/G Consulting Services offers the City of Coppell
continuity of service because we are closely related with the
Institute of Urban Studies at the University of Texas at
Arlington and are committed to fostering quality growth in the
regi on .

INTRODUCTION: GOALS OF THE STUDY
The primary broad, long-term goals of the Demographic Study
are to provide the City of Coppell with the information and tools
necessary to: (1) evaluate the current status of the City in
terms of residential and commercial development, and (2) plan for
future growth and development of the City. Accomplishing these
broad goals should allow the City of Coppell to do several
things: (1) re-evaluate Zoning and Land Use Maps, (2) examine the
effects of various build -out scenarios for the City on a fiscal
basis, (3) set realistic economic development goals for the City,
and (4) market the City of Coppell more effectively to
appropriate end-users.
Accomplishing the broad goals of the Study requiresthree
components: a Demographic Study, a comprehensive Real Estate
Inventory, and creation of a Computer Model. Detailed
demographic data of the residential population and real estate
information will be integrated with information on existing
infrastructure (sewer, roads, transportation corridors) and
analyzed with a computer model developed specifically for the
City of Coppell. (Additional description of data gathering and
the computer model are available below.)
The results of the Demographic Study will be documented by a
written summary report, including recommendations for changes in
the Zoning Map and suggestions for target markets for Economic
Development. The computer data base and applications of the
Resource Model developed in the study will belong to the City and
provide for continual re -assessment in the context of planning
and development; City Staff will be trained in use of the model.
DEMOGRAPHIC STUDY
A detailed demographic study of the current residential
population is essential in evaluation of the current status of
the City. The house -by -house study will start with basic
information: number of people, location, age, household income,
etc. Additionally, it would be helpful to know facts such as:
(1) where people moved from to answer the question of the degree
to which in -migration into the metropl ex is responsible for the
population explosion in Coppell; (2) the proportion of two -career
families to understand retail needs; and (3) why people moved to
Coppell to get a citizen's perspective on the benefits of the
City. Demographic data are important in planning future
infrastructure needs and in attracting appropriate retail and
commercial end-users to the City.
A Citizen's Task Force could be formed to gather data for
the demographic study, with all citizens surveyed for basic data
and a selected sample of citizens surveyed in greater depth.
Gathering demographic data via a Task Force would reduce the cost
of the current market study and help to generate broad community
support for the project (see budget).
A correlated study which would be helpful for purposes of
planning and retail/commercial development is an up-to-date
traffic study if one does not exist. A traffic study would
identify the transportation corridors most used by the citizens
of Coppell. The cost of a traffic study is not included in the
current budget.
REAL ESTATE INVENTORY
The purpose of the Real Estate Inventory is to provide the
basic data to be used in development of the Computer Resource
Model. Compilation of the Inventory will give the City a
systematic record of both existing and potential residential and
commercial development. The Real Estate Inventory sets the stage
for analysis of development potential for the City of Coppell.
Several types of maps are essential to the Real Estate
Inventory: (1) up-to-date parcel maps showing current platting;
(2) zoning and land use maps; (3) utility and road maps; and
(4) recent aerial map of the City.
The Inventory will be made up of basic Real Estate
information, with all information related to the various maps.
Basic data includes:
(1) For existing sub -divisions: the number of occupied and
un -occupied houses and the price ranges and sizes of
these houses.
(2) For existing commercial property; parcel size, the size
of existing buildings including occupied versus
un -occupied space and approximate lease rates,
ownership information, etc.
(3) For development parcels: parcel size, intended use of
the property, ownership, approximate cost of property,
exceptional features, etc.
The Inventory will be compiled by research at the Dallas
Appraisal District as well as interviews with local builders,
developers and property owners.
COMPUTER RESOURCE MODEL
A Computer Resource Model, will be developed to project the
impacts of alternative land development strategies upon municipal
expenditures and tax revenue. This model will also take into
account the necessity of investment return for property owners.
Design of the micro -computer system will involve: (1)
creation of a Municipal Fiscal Impact Model for the City of
Coppell; (2) preparation of statistical summaries for various
build -out scenarios; (3) selection and design of a mapping system
tailored for the City of Coppell encompassing display of current
and future land usage and based on existing platting of the City.
The system will provide an easily accessible means for updating
as well as for analysis of projected growth options.
Appropriate standard software will be suggested. If the
City does not already own suggested software, the cost of such
software should not excede $1000. (foftware cost is not included
in the Budget.)
SUMMARY: DATA USE APPROACHES
The resulting Computer Resource Model will allow the City of
Coppell, developers, or any end-user to obtain specific
infromation of the following forms:
(1) Using the Municipal Fiscal Impact Model, the City's
development costs can be determined for any proposed development.
(2) For planning purposes, alternative land use scenarios
can be developed to insure fiscal tax base support.
(3) The system can be accessed to determine the best
locations for particular types of development, adjoining uses for
particular locations, existing infrastructure, development costs,
etc.
PRODUCTS
Training
1. City Staff for computer and analysis potentials.
2. Throughout the study, continual training and interpretive
services for the Economic Development Commission and other
such as representatives of the Chamber of Commerce.
3. All special study groups will be supervised and trained,
e.g. Demographic Task Force.
The rationale for this training component is to enable this
one-time type study to become a process which Coppell will be
able to continue on its own upon completion of the initial
effort.

PROJECT MANAGEMENT SYSTEM
The Project Director, Susan Motheral, Ph.D., will use a series of
procedures to monitor progress. Initially, the study will be
mapped out using a PERT Chart projecting a timetable for
accomplishing tasks. Team members will file reports detailing
work in progress. Members of the research team will meet on a
regular basis to discuss the progress of the project and to map
out strategy. Periodic meetings with relevant team members will
include citizens of Coppell, City Staff, the Economic and
Development Board, etc.
