MINUTES
The Economic and Business Development Board met in a regularly scheduled meeting on
Wednesday, March 2, 1994, at 7:00 p.m. in the Executive Conference Room of Coppell Town
Center. The following Board Members were present:

Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:05
p.m.
Item 2 Review and Approval of Minutes: Minutes of the February 2, 1994 Board
meeting were reviewed and approved.
Item 3 Economic Development Partnership Report: John Mark Bonnot handed out the
Chamber's monthly report on economic development prospects. He reported that
Jim Courtney has had to resign as Chairman of the Economic Development
Partnership Committee, and as President-elect of the Chamber, due to increased
work responsibilities. Jim Cowman has agreed to become the new Chairman.
Kirk King is in the process of scheduling a meeting in the near future with all the
various committee Chairpersons and Mr. Witt.
Chairman Rohloff asked John Mark to provide a copy of the blue booklet on the
Economic Development Partnership to each member of this Board since it
contains valuable information which would be very helpful to all.
Item 4 Discussion & Consideration of a Joint Meeting of the P&Z Commission. the
Board of Adjustment, and the EBD Board: Chairman Rohloff
reported he had contacted Marsha Tunnell, Chairman of the Planning & Zoning
Commission, about holding a joint meeting to discuss goals and objectives in
order to gain some insight on what the EBD Board's charge should be. City
Manager, Jim Witt, suggested the Chairs and Vice -Chairs from each Board get
together initially and organize a common agenda for such a meeting. Mr. Witt
volunteered to correspond with these three Boards to bring their leadership
together. John Mark Bonnot suggested that the Chamber, in the name of the
Partnership, be included in this activity. Ed Spalding expressed his concern for
the need to change the perception that it is difficult to do business in Coppell
because of all the rules and regulations. Mr. Witt shared his belief that in order
to route the flow of information regarding a particular issue through one
individual, we need additional staff. There's a strong need to get accurate
information out to the developers and people who are interested in doing business
in Coppell. Upon a motion by Jerry Singleton and a second by Ron Pankey, it
was decided that Mr. Witt will invite the Chairpersons from these Boards to meet
informally to develop an agenda for a joint Board meeting.
Item 5 Status Report on Current Development Prospects: Gary Sieb reported on
current development activities in Coppell. He identified 18 sections of the City
where development seems to be headed and there are some problems with regard
to the master plan. The P&Z Commission is holding a special meeting on March
14, 1994 in Council Chambers. This is the first public hearing by the P&Z to
change some MF2 zoning to SF on several parcels of land throughout the City.
Item 6 City Manager's Report: Mr. Witt reported that the MUD Task Force has been
meeting to formulate a recommendation to Council on whether or not to absorb
the MUD. They are hopeful to bring their recommendation forward by March
22, 1994.
MJDesigns has not made a formal application request for a foreign trade zone at
this time.
Our supply of Coppell pins is dwindling and this Board should decide whether to
order more at this time. Ed Spalding will research costs on this item and
Kathleen Roach will ask the City's Purchasing Department to do the same.
Item 7 Review and Discussion of Media Relations Report:
Kay Tiller presented her monthly report, which included the media press kits for
the MJDesigns groundbreaking. Upon a motion from Ed Spalding, and a second
from Ron Pankey, the Board approved this report as presented.
Item 8 Reports from Liaisons and Special Board Members:
a) Council Liaison Report
Council Member Flo Stahly suggested the Board review its fund balance
and estimated expenditures for the balance of the year, including the
expenses of the Chamber, as Council will be looking at the budget again
at mid -year (May) . Park and Fly was approved by P&Z and will be
coming forward to the Council on March 8th.
b) Chamber of Commerce Liaison
John Mark Bonnot announced Mary Ann Kellam has volunteered and been
appointed as the new liaison to this Board. She will begin attending
meetings next month.
c) Coppell Independent School District
In Roy Brock's absence, Flo Stahly reported the school district is putting
together a facilities study committee to develop proposals for a possible
bond election in September.
Item 9 General Discussion and Other Business:
With no further business to discuss, the meeting was adjourned at 9:25 p.m. upon
a motion from Jerry Singleton and a second from Ron Pankey.

Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:05
p.m.
Item 2 Review and Approval of Minutes: Minutes of the January 5, 1994 Board
meeting were reviewed and approved. Chairman Rohloff announced a change is
procedure for sending out meeting information to the Board. The minutes and
agendas will be mailed to each of the board members, but all additional
information will be placed in the Board's mailbox for pick-up.
Item 3 Foreign Trade Zone Presentation - Mr. Dennis Konnopatzke:
John Mark Bonnot introduced Mr. Dennis Konnopatzke, President of the Foreign
Trade Zone Operating Company of Texas. Mr. Konnopatzke presented an
overview of a foreign trade zone and how utilizing this vehicle may allow
companies to ease their international operations and save money. A question and
answer period followed. Chairman Rohloff thanked Mr. Konnopatzke for his
presentation.
Item 4 Marketing Committee Report - Economic Development Partnershia
Mr. Frank Toth Chairman:
Mr. Toth announced the plans for the upcoming MJDesigns groundbreaking event
on February 10, 1994, beginning at 11:00 a.m. Luncheon will be included,
compliments of Rediform. Mr Toth reported that the Partnership Committee
would like to have a continuing rapport with MJDesigns between the
groundbreaking and the grand opening. Jim Dippold said he wanted to see the
Marketing Committee, along with the EBD Board, utilize MJDesigns as an
impetus to market Coppell nationally. Kay Tiller and Ed Spalding expressed their
thanks to Frank Toth and Rediform for all their support and contributions for the
groundbreaking event. At this time, Kay Tiller presented the details on the
groundbreaking including news releases, etc. Council Member Stahly asked Kay
to provide documentation on all the planning activities in order to create a master
file for groundbreaking events.
Item 5 Marketing Tools for the City of Coppell:
Karen Doelling was unable to attend tonight's meeting. Kathleen Roach shared
some of the new ideas, currently under consideration by the Employee Fund
Committee, to market Coppell.
Item 6 Status Report on Current Development Prospects:
Gary Sieb reported on current development activities in Coppell. The Marx
Apartments were denied by P&Z on a technicality. They will be coming back in
March, but have changed the name to Stonecreek. Riverchase Plaza is moving
along. Blockbuster Video will be coming forward to P&Z in March. Some of
the other businesses interested in the area are: Miami Subs, Sonic Drive -In,
Beamer Development, Copperstone (Centex),and about 100 SF7 lots in Northlake
Woodlands. Park and Fly will be coming back this month and there is some
interest in developing the area across from the post office.
Item 7 Economic Development Partnership Report:
John Mark Bonnot reported he met last week with a consultant from a national
distribution company interested in Coppell. He expects to hear back on this
sometime next month. He presented the final paste-up of the aerial map
brochure. All of the additions/ suggestions made at last month's meeting have
been incorporated and it's ready for the printer. However, the addition of the
color graphics has significantly changed the prices: 500 = $2490; 1000 =
$2670; 1500 = $2850. Upon a motion from Jim Dippold and a second by Ed
Spalding, the Board approved the printing of 1000 brochures using 4 colors. The
finished product should be ready by next month.
Item 8 City Manager's Report:
Jim Witt reported that the library bids were received today and they are within
budget. City Staff is continuing to work with the MUD Board on future
development issues. Sandy Lake Road is moving along and another public
hearing is scheduled for February 22, 1994. The City of Lewisville has
completed their plans to bring six lanes on Denton Tap to Highland Drive and
will probably start construction in late 1994 or early 1995. Mr. Witt shared his
idea for a "business appreciation" event, perhaps a reception, to show our local
businesses who have been here awhile how much we appreciate them, thereby
encouraging business retention.
Item 9 Review and Discussion of Media Relations Report:
Kay Tiller presented her monthly report. Upon a motion from Jim Dippold and
a second by Ed Spalding, the Board approved this report as presented. Chairman
Rohloff thanked Kay for all her efforts toward the groundbreaking ceremony.
Item 10 Reports from Liaisons and Special Board Members:
a) Council Liaison Report
Council Member Flo Stahly reported there will be a reception for former
Mayor Mark Wolfe, and former Council Members, David Thomas and
Bill Smothermon, on Tuesday, February 22, 1994. The reception will be
held at Town Center at 7:00 p.m. This is a Council meeting night and the
Council will adjourn from Work Session for the reception.
Park and Fly will be coming before the Board of Adjustment tomorrow
night. Members of the Board are encouraged to attend. Also, the multi-
family issue will be talked about in the community during the next few
months. Our Planning & Zoning Commission has become very proactive
about this issue.
b) Chamber of Commerce Liaison
John Mark Bonnot advised that Kirk King will be appointing a new liaison
to this Board in the near future.
c) Coppell Independent School District
Roy Brock reported that things are moving along regarding the reshaping
of the elementary school boundaries for the 1994-95 school year. Also,
the district has reached 5,000 students in attendance for the first time.
Item 11 General Discussion and Other Business:
Jerry Singleton raised the question of whether MJDesigns would be seeking a
subzone foreign trade zone and will the City be making a recommendation for
this? Perhaps the Board should be addressing this issue and be prepared to make
their recommendation to the Council. Jim Witt said he will check on this and,
if appropriate, place it on the next meeting agenda.
It was suggested that a list of all the Economic Development Partnership
committees be coordinated, including the names of all serving on the various
committees, and a schedule of meeting times and places. It would be a good idea
to have the Chairperson of each committee give the EBD Board a report each
month.
Chairman Rohloff brought forward two invoices, one for the preparation of the
aerial map for the new brochure, and one for the printing of the new mailing
labels. This Board approved these expenditures, now approval is needed to
authorize payment. Upon a motion from Ron Pankey and a second from Jerry
Singleton, the Board approved payment of the following invoices: Economic
Development labels = $559.27; Aerial Survey = $819.00.
With no further business to discuss, the meeting was adjourned at 9:25 p.m.

PUBLIC RELATIONS REPORT FOR FEBRUARY
February 1 - Contacted Gary Sieb re: finding out about new businesses
coming to Coppell. This is something that needs to be
publicized when all arrangements are made.
Typed schedule (presented to Board at last meeting) for
groundbreaking and faxed it to MJDesigns for their approval.
Talked with Mike Dupey's assistant re: adding 25 people to
groundbreaking ceremonies, then talked to Frank Toth and
called contact back to give her his approval.
February 2 -
Attended Economic & Business Development Board meeting
and presented schedule for groundbreaking and discussed
it with the Board.
February 4 -
Talked with Kathleen Roach to get count of City Council
members and other city officials who will be at the
groundbreaking. Asked Chamber to get their count of
Directors for me.
February 7 -
Had lunch with Robert McCann and Kathy Darnell, Mike Dupey's
secretary to discuss last minute plans for the groundbreaking
then went by Chamber to get count. They had not called
and weren't in when I went by. Went to Rediform to discuss
last minute plans with them. At lunch, Kathy gave me MJD
media list for releases and a biography of Mike Dupey.
February 8
- Had call from John Mark re" count of Chamber directors that
would be attending groundbreaking.
February 9
- Called everyone who was sent media alert about groundbreaking
to confirm that they received it. Got no definite confirmation
of their attendance from television stations, but all Coppell
media is planning to attend. Wrote news release for groundbreaking.
February 10
- At 7:15 a.m., Karen Gurley, Andy Jones' secretary, called to
say that they wanted to postpone groundbreaking because of the
weather. Immediately called Frank Toth at Rediform so he
could put a stop on whatever he could for the luncheon.
At 8:30 a.m. called all Coppell media. Talked to someone at
Gazette, Metrocrest News and North Texas Journal. Left message
on answering machine for Citizens Advocate. Then, called all
television assignment editors. Talked with Channels 4 and 8,
but could not reach people at Channels 5 and 11 or the Paragon
Cable people. Immediately got out "memo to the media" and
faxed it to each of them. Todd Bensman of The Dallas Morning
News returned my call and I advised him of the postponement.

At his request, I faxed John Mark the release I previously
wrote on MJ Designs. Also, talked with Lance Lamberton at
Paragon Cable re: coverage of groundbreaking and future "news"
and programs relating to economic development, etc. on the
cable network.
February 11 - Received call from Janet Morantes, news director for Paragon
Cable regarding rescheduling of MJD groundbreaking. They
say they are planning to cover it.
Updated media list for Economic & Business Development Board
and City of Coppell news releases.
February 14 - Took Coppell Financial Award release to Larry Powell at DMN.
It had been sent to Metro Section, but not used.
February 16 - Talked with John Mark. He needed photographs requested by
two separate publications I talked with the editor of Metro
Dallas Real Estate News and he was doing a "lifestyle" article
on Coppell. The other article was being done by a free-lance
writer for Area Development, a very prestigious real estate
publication. Talked with him and he needed slides of Coppell
industrial/commercial sites to illustrate his article. I
have some photographs, but just to make sure that I got exactly
what each publication needed, I went out to Coppell and shot
a roll of print film (36 exposures) for the Real Estate News
and a roll of slide film (36 exposures) for Area Development.
I am to deliver pictures, along with packages John Mark prepared
and which I picked up when I was in Coppell, to each of these
people tomorrow. Talked with AD writer and am to meet him.
February 17 - Picked up prints and went by to pick up slides, but they hadn't
been sent out to Midway branch of Color Place. I met Area
Development writer at Jojo's on Stemmons and invited him to go
with me down to the Trinity Industrial District to pick up slides.
He did and on the way back I delivered the Real Estate News
package and pictures directly to the editor who requested them.
Since it was lunchtime, I suggested that I take the writer from
AD to lunch. We had lunch at Steak & Ale in Restaurant Row (the
bill for the lunch is on my expense report). Writer was pleased
with the slides I gave him for illustrations and said we would
get a copy of the publication when it was published.
February 18 - Called Kathy Darnell, Mike Dupey's secretary to find out when
graoundbreaking was scheduled. The date is March 3rd at the
same time. Called and left message for Frank Toth about the date.
February 21 - Talked with Robert McCann at MJDesigns re: groundbreaking.
Gentleman from Coppell Rotary Club called asking my help in
getting someting on basketball tourney in Dallas News. I told
him I would try, but could not promise anything.

February 22 - John Mark called to ask whether material had been delivered
to the two publications who requested it. I confirmed that
it had and gave him details of my hand -delivery of the materials.
I also alerted him about the goundbreaking on March 3rd.
Called Kathleen Roach to confirm date of March 3rd for groundbreaking
so that she can alert City Council and City Officials.
February 23 - Called Frank Toth and left message for him to call me, also
called Kathy Darnell to set time for me to visit with her about
additional information on MJDesigns and to pick up stats of
the architectural rendering of the new building for me to
include in press kit to be handed out at groundbreaking and
sent to media. Left message for her to call, too.
Wrote Rotary Club release and a release on Mayor Tom Morton's
appearance on Easter Seal Telethon on March 6th to be sent
to Coppell newspapers.
Delivered this report, my billing and back-up to Kathleen for
packets for Board meeting next Wednesday.
Anything further that is done between now and February.28th
will be presented to the Board at the March 2nd meeting.

CITY OF COPPELL ECONOMIC &
BUSINESS DEVELOPMENT BOARD
Groundbreaking ceremonies were held Thursday, February 10
for the new corporate headquarters and distribution center for MJ
Designs at the Park West Commerce Center in Coppell, Texas.
The 100 -acre tract, purchased by MJDesigns from Prentiss
Properties, is just east of D/FW International Airport.
The distribution center will be constructed first,
according to Andy Jones, senior vice president of MJDesigns. The
458,000 square foot building is slated for completion this
summer. Construction on the 50,000 corporate headquarters will
begin immediately after the distribution center is comleted
The financing for the new project was furnished by
Nation's Bank and Moore Construction Company is the general
contractor.
At the ceremonies, Coppell City Manager, Jim Witt, and
Mayor Torn Morton welcomed MJDesigns to Coppell and Mike Dupey,
chairman of the board of MJ Designs and Andy Jones responded.

the 1994 Easter Seal Telethon to be telecast by KTVT-TV (Channel
11) from noon until 6 p.m. on March 6th.

MJDesigns plans
$19 million center
in Coppetl, Texas
Coppell, Texas — MJDesigns, a
Dallas -based firm specializing in hand-
icraft and do-it-yourself decorating
items, will build a $19 million distribu-
tion center and corporate headquarters
here.
The 100 -acre site on which the new
project will be built was purchased
from Prentiss Properties and is located
in Prentiss' Park West Commerce
Center, just west of D/FW Airport.
According to Andy Jones, senior vice
president of MJDesigns, they will build
a 458,000 sq. ft. distribution center, with
completion slated for early summer
1994 and a 50,000 sq. ft. corporate head-
quarters building will follow.

signs with Prentiss Properties. Nafloiis
Bank handled the financing for the pro-

With only a few exceptions, the cities
surrounding Dallas are growing both in
population and in tax base, with real es-
tate activity gaining momentum in most
sectors.
"The strongest growth corridor has
been the north sector from Garland on
the east to Coppell on the northwest,"
noted T. Weldon Davis, president, The
Focus Service Group, a local real estate
service firm.
Proximity to D/FW International Air-
port continues to have a bearing on
commercial land sales, and Coppell,
Farmers Branch and Las Colinas seem
to be the recipients of the growth that
comes from companies needing access
to air transportation.
"Garland probably razes highest in in-
dustrial occupancy with only a 5% va-
cancy rate, and their recent acquisition
of the Mexican firm, Interceramics, fur-
ther strengthens their industrial base,"
Davis continued.
Today, highway construction in the
northern part of the area is leading to
additional hand for commercial and in-
dustrial development. State Highway
190, which will eventually connect In-
terstate 30 on the east with Interstate
35E on the west, is now under con-
struction through Garland, Richardson
and Plano. And, both Hebron Parkway
and Keller Springs Road in north Car-
rollton are slated to tie the Preston
Road area to I -35E soon, opening up ad-
ditional areas for commercial real es-
tate development.

Strongest growth being seen
in northern sectors of area
In the retail sector, according to Herb
Weitzman, president of The Weitzman
Group, "The northern sector is contin-
uing to show tremendous growth."
Weitzman cited retail expansions in
Garland, Plano and Richardson as the
prime destinations for a number of na-
tional retailers, and to accomodate
them Plano, especially, is seeing an in-
teresting spurt in shopping center con-
struction.
In the office sector, Davis particu-
larly mentioned Las Colinas. "The ulti-
mate planned office park in America,"
he called it. "The quality of the office
space and the opportunity to rub el-
bows with some of America's premier
corporate giants makes this the loca-
tion to which additional companies
gravitate."
"Tax abatements in many of the sub-
urban cities around Dallas have been
prominent in luring companies to move
into the area," he continued.
Addison
Addison, one of Dallas County's
smallest cities, is located in the midst
of North Dallas. The office market there
has been on something of a roller
coaster, but is firming up. The big news
is retail. New restaurants are going in

all the time, the recent opening of a
Sam's Club, and the new Addison
Crossing Shopping Center where K -
Mart has just opened a large store are
prime examples. Winn-Dixie has
opened a large grocery store and pad
sites have been secured by Appleby's,
International House of Pancakes and
Blockbuster Video, according to
Weitzman.
The office market is also of great im-
portance in Addison, according to Ad-
dison City Manager, Ron Whitehead.
"We are excited about the office occu-
pancy," he said.
Whitehead Fuller
He cited the recent acquisition of the
500,000 sq. ft. Corporate I office
building by Mary Kay Corp., parent
company of Mary Kay Cosmetics. The
building is being purchased from
Carter -Crowley Properties with closing
set for mid-1994. Terms of the sale were
not disclosed, but Carter -Crowley,
which is a subsidiary of Home Interiors
& Gifts and owned by Don Carter, paid
$22.6 million for the building in Feb-
ruary 1993.
"This is taking 500,000 sq. ft. of office
space off the market and will give us an
85% office occupancy rate," Whitehead
noted.
Other major office buildings in Ad-
dison include The Madison, which
Whiteland said has an occupancy rate
in excess of 90% and MEPC's Colon-
nade.
"This has been an important property
for us," said Donn Fuller of MEPC. "The
location has been a definite plus and
the business climate in Addison is con-
ducive to not only attracting good ten-
ants, but retaining them."
Whitehead said, "We try to treat Ad-
dison like a private development. Re-
cently, we have spent more than $60
million on streets, landscaping, water
systems and sewer systems and have a
zoning process that takes only 45 days.
Our premise is that `time is money' for
those seeking permits in our city, and
we have found the way to expedite that
process." Another plus for Addison is
Addison Airport, private aviation fa-
cility. "During the past two years the
FAA has granted $10 million to the air-
port for a new runway, security fence
and other improvements," Whitehead
concluded.
Carrollton
Carrollton, although it abuts Ad-
dison, has a different draw for the real
estate industry.
Sid Allen, president of the Metrocrest
Chamber of Commerce, noted that

there was still a great deal of land left
for development in Carrollton, some of
it being in Denton County.
The northern part of the cite is
growing particularly because of the in-
terchange which is being built at Frank -
ford and I -35E which will open up a
great deal of land for both commercial
and residential development.
"However, Carrollton led the Metro-
plex in relocations and expansions in
1993," said Brad Mink, director of eco-
nomic development for the city of Car-
rollton. He cited the numbers for 1992
at 76, also a record, and for 1993 the
number was 76.
"Over 2.7 million sq. ft. of property
was leased in Carrollton in 1993," he
said. He noted that the number in-
cluded both new leases and renewals.
Some of the new companies moving
into Carrollton included, Associates
Leasing, moving from Madison, Wis-
consin, and the corporate headquarters
of BSM Computers, a division of IRG
Technologies, locating their corporate
headquarters and manufacturing and
distribution facilities in 150,000 sq. ft.
"Just to show you how this has im-
pacted the city's bottom line, our tax
rate was reduced by one penny in 1992
and that is a plus for the citizens of Car-
rollton, proving the value of aggressive
programs to attract and keep industry
and business in the city," Mink said.
He cited two economic development
programs which have been put in place
for Carrollton; one is marketing for in-
vestment retention and the other is
growth from existing industry.
"What we did was write a program
that helped our existing corporate citi-
zens to make money. Many of these
folks do a great job in domestic sales,
for example, but they know nothing
about international sales. What we have
done is take them to Canada and to Eu-
rope and introduce them to those com-
panies that use their particular product.
All the companies do is pay for the
travel expenses we incur for the trips."
Some of the Carrollton companies
which have taken advantage of this ser-
vice are Intelocal, a pay phone manu-
facturing company; Bridges to
Prospects, a company who does pro-
motional mailings for travel and resort
companies, and Parasystems, a firm
that makes uninterrupted power sup-
plies.
"We have had 350,000 sq. ft. of in-
dustrial expansions in 1993 and we feel
that it is most important that we are
seeing growth from within," Mink con-
cluded.
Coppell
The northwest Dallas County city of
Coppell has had tremendous residential
growth during the past decade, but the
industrial growth is just beginning to
take place.
"We have developed our infrastruc-
ture to attract industry," said Coppell
Mayor Tom Morton. "Our strategic lo-
cation, adjacent to D/FW International
Airport and along Interstate 635 which
leads to all the major interstate high-
ways around Dallas, has increased the
interest we are seeing today in the city."
Industrial and warehouse/distribu-
tion growth in Coppell has been in-
creasing steadily. In the mid -1970's the
only warehouse/distribution facility
was a warehouse for Home Interiors &
Gifts.

rington said.

Pro -Business
One of the major reasons why devel-
opers such as Prentiss Properties and
Catellus Development have built busi-
ness parks in Coppell is the "pro-busi-
ness" attitude of the City Council, ac-
cording to Morton. "The Freeport tax
Exemption, plus our most liberal tax
abatement policies have led us to the
forefront in,the eyes of companies
seeking locations in the Metroplex,
most especially if they need access to
air transportation for either goods or
personnel."
The Freeport Tax Exemption (which
allows goods to be held in transit for
175 days without being shipped out and
without accruing any city taxes) was
one of the major advantages cited to
MJDesigns, a national hobby and craft
merchandiser with stores throughout
the country, decided to build in Cop-
pell.
The firm recently announced that it
had purchased 100 acres of land in Park
West Commerce Park from Prentiss
Properties on which it will build a
400,000 sq. ft. warehouse and a 50,000
sq. ft. corporate headquarters. Ground
was broken for this project in January.
"The City of Coppell has undertaken
an aggressive pro -active stance on eco-
nomic development," Morton con-
tinued. "We have formed a partnership
with the local Chamber of Commerce
to market the city, and the fruits of this
partnership are already coming into
focus even though the group has been
working together less than six months.
We expect growth to continue and from
the activity we have seen recently, this
will certainly be the case."
Dallas County — South
In the southern part of Dallas County,
commercial real estate agent Fred Har-
rington, who is with Judge Fite Real-
tors, reports that "Despite what is gen-
erally assumed, the closing of the Su-
perconducting Super Collider by Con-
gress hasn't affected us as negatively as
some would think.
"The major impact was on the office
sector when a number of the support
groups were forced to move out. But,
that impact is being pacified to some
extent by the fact that we don't have
that much office space and, since there
has been no new building in the past
few years, we feel that the occupancy
from Joe Pool Lake State Park. -This
park has the second largest number of
camping spaces in the entire Texas
Parks & Wildlife System," Harrington
said, and retail in Cedar Hill. especially
at Farm Road 1382 and Highway 67, just
a mile and a half from the park, is
growing at a steady pace to service park
visitors.
"Having the SSC here has been a pos-
itive influence on the area," Harrington
concluded. "We are now seeing and will
continue to see beneficial residuals
from it as people who came here for
that reason decide to stay in the area,
start businesses and build their lives
here."
In the field of economic develop-
ment, Bill Johnson, a sales associate
with Coldwell Banker K -John Realty in
DeSoto, chairperson of the DeSoto
Chamber of Commerce economic de-
%-elopment conmuttee, said -We are get-
ting eery aggressive in trying to recruit
business to move to the area. Cities we
compete with better screw their cleats
on tight, we're on our way."
Farmers Branch
Farmers Branch, another of the cities
that profits from its location near D/M
Airport, reports that office occupancy
now stands at 88%.
"We had an excellent year last year,"
said Norma Nichols, director of eco-
nomic development for the city of
Farmers Branch. She said that 328,362
sq. ft. of Class -A office space was ab -

sorbed during 1993, a 40t increase from
1992 when the figure was 3-1/296 above
the 1991 figures. "We monitor seven
million sq. ft. of Class -A office space."
One of the companies moving into
Farmers Branch was the Sprint Flag-
ship Telecommunications National Ser-
vice Center that consolidated all their
Dallas offices into a Farmers Branch fa-
cility.
Expansions of existing businesses in-
cluded 28,500 sq. ft. expansion at the
Dallas Semi -Conductor facilities and a
76,000 sq. ft. expansion of the J.C.
Penney Co. Business Services Group at
Providence Tower.
Tuesday Morning expanded their
warehouse facilities by 232,000 sq. ft.,
San Lorenzo of Texas wholesale show
room expanded 25,500 sq. ft., Overnight
Express expanded 50,000 sq. ft. and Ex-
ecutive Converting Corp. added 50.000
sq. ft. to its facilities.
Ms. Nichols said that in 1992, the city
saw 20 business expansions. "Just for
the first six months of 1993, that figure
is up to 31 with a total of 557,484 sq. ft.

"A total of 82% of the city of Farmers
Branch's tax base comes from com-
mercial/industrial users within the city.
We have 3,000 companies and 85 cor-
porate headquarters in 12.5 square
miles," she explained.

average rents are at $3.16 per sq. ft. Our
office occupancy is at 67% and in-
creased by 37,000 sq. ft. in the third
4uarter of 1993," Jacobs noted.
In the retail sector, he cited a new
Venture Department Store which will
contain 104,000 sq. ft. and Brookshire's
Food Store of 70,000 sq. ft. which will
)ccupy an 8.8 acre site at Broadway
and Centerville. "Retail occupancy was

Las Colinas

Mesquite is continuing to see devel-

ording to Len Gibbens, president of
he Mesquite Chamber of Commerce.
"Benjamin Moore Paint Company is
xpanding its Mesquite facilities to
7,000 sq. ft. in a move of their Houston
operations to join the Mesquite plant
vhich has been here since 1957."
Other major industrial companies lo -
gating in Mesquite include AT&T and
Sell Laboratories which moved into a
)ne million sq. ft. facility last year.
Kaiser Permanente has built a $2.5 mil -
ion expansion and $2 million was spent
)n a Ryan Steakhouse in Mesquite re-
.ently. These are just a few of the new

He also pointed to the new Texas
A&M University Engineering Extension
Service campus that is moving to
Mesquite from Arlington. "This is, in
essence, a trade school where people
can come to learn specific skills needed
by industry and commerce. Companies
can come to the school and request that
a particular skill that they need be
taught; and, with company support, it
will be put into the curriculum. It is pro-
jected that the school will eventually
have 30,000 students," Gibbens said.
Gibbens also cited the Professional
Development Center, a joint enterprise
between the Mesquite Independent
School District and East Texas State
University (located in Commerce,
Texas). In this program, interactive TV
is used to teach students with the in-
structors being in Commerce and the
students in Mesquite.
"These educational institutions, com-
bined with Eastfield College (a division
of the Dallas County Community Col-
lege System), give Mesquite a reputa-
tion for being one of the educational
centers of the Metroplex," Gibbens con-
cluded.
Plano
while it was still available. The cite is
now growing in both residential and
commercial projects which would not
have been possible without that an-
nexation.
Plano has been noticed by companies
from throughout this country. One ex-
ample is the purchase of Plano's tallest
building, Nations Bank Plano Tower, at
Park Blvd. and North Central Ex-
pressway, by Chicago -based CMD Cor-
poration.
"This purchase represents our con-
tinued confidence in the rebound of the
real estate markets in North Texas,"
said Kevin Brands, president of the
Texas division of CMD.
Plano's population growth — from
less than 3,000 people in 1960 to a pro-
jection of more than 200,000 by the year
2000— has spurred a real retail boom
in the city.
According to Herb Weitzman, the
west side of the city is seeing tremen-

A Wal-Mart Super Store is under con-
struction on the southwest corner of
the intersection and on the northeast
corner, Cencor has enlarged their Pre-
ston Towne Crossing by 150,000 sq. ft.
to bring the total to 350,000 sq. ft. "And
it is 10096 leased," Weitzman said.
Two other new shopping centers are
being built in the north part of Plano.
One, at Coit Road and Legacy Drive will
house a 140,000 sq. ft. Tom Thumb
Store and another at Independence Dr.

continuing work on both State Highway
121 to the north and Highway 75
through Plano, are continuing to situate
us in a great position for growth,"
Ramsey noted.
He cited Legacy Business Park, a
3,000 -acre tract of land purchased by
Ross Perot a decade or so ago and now
containing a huge Electronic Data Sys-
tems installation, the corporate head-
quarters of both Frito-Lay and J.C.
Penney Co. and a major segment of
Countrywide Mortgage Company.
"The 1.93 million sq. ft. J.C. Penney
campus facility, which the company
refers to as their home office contains
a health care center, a child health care
center, a museum, a fitness center and
has such innovations as a robotic mail
delivery system," Ramsey said.
Ramsey said, "Our future is bright
and we are thankful for the planning
that took place years ago. This com-
munity has been properly portrayed as
one of the shining examples of the new
edge cities that are the cities of the fu-
ture."

growth of Collins Radio, was the first
to locate in the area that is now known
as the Telecom Corridor.
Lennox World Headquarters is in
Richardson and MCI has almost one
million square feet of space leased in
the city, as has Alcatel Network Sys-
tems.
In something of a twist, Ms. Mayfield
announced that Fossil Watch has pur-
chased a 20.4 -acre tract north of Camp-
bell Road on which it plans to build a
150,000 sq. ft. office and manufacturing
facility.
"We have not only seen more and
more companies coming to look at
Richardson," Ms. Mayfield said, "but we

ments' major plant and corporate head-
quarters just south of Richardson in the

decade that mode has gripped
Richardson and turned it into the

Kathy Mayfield, vice president of eco-
nomic development for the Richardson
Chamber of Commerce, cited just a few
of the many new faces that are ap-
pearing on the scene.
"Southwestern Bell Telecom has re-
cently leased 50,000 sq. ft. in the NEC
Building on Collins Blvd., and Inter -
voice is building a 150,000 sq. ft. facility
across from their present site in Syn-
ergy Park."
Just a few of the telecommunications
firms located in Richardson are:
Northern Telecom, which recently
completed a one million sq. ft. building
on North Central Expressway; Eric-
sson, a Swedish firm whose North
American headquarters are in
Richardson and which is continuing to
expand in the city; Fujitsu America,
whose 400,000 sq. ft. network trans-
mission systems manufacturing facility
is now being expanded; Rockwell In-
ternational, the firm which, as the out-
are finding that a great number of our
existing firms are expanding.
"In seeking to work more with our
local firms, we have established a joint
economic alliance with the Ottawa
Carlton Economic Development Cor-
poration in Canada. They have the same
high tech base we have and we have
linked up via televideo for conferences.
Due to a recently signed agreement, we
will go up there in July with a number
of our local firms to see what we can
do for them and thereafter, they will be
coming down here. It looks like a very
workable situation in trading technolo-
gies and marketing our telecommuni-
cations products."

Wednesday, February 2, 1994, at 7:00 p.m. in the Executive Conference Room of Coppell

Item I Call to Order: Chairman William Rohloff called the meeting to order at 7:05
p.m.
Item 2 Review and Approval of Minutes: Minutes of the January 5, 1994 Board
meeting were reviewed and approved. Chairman Rohloff announced a change is
procedure for sending out meeting information to the Board. The minutes and
agendas will be mailed to each of the board members, but all additional
information will be placed in the Board's mailbox for pick-up.
Item 3 Foreign Trade Zone Presentation - Mr. Dennis Konnopatzke:
John Mark Bonnot introduced Mr. Dennis Konnopatzke, President of the Foreign
Trade Zone Operating Company of Texas. Mr. Konnopatzke presented an
overview of a foreign trade zone and how utilizing this vehicle may allow
companies to ease their international operations and save money. A question and
answer period followed. Chairman Rohloff thanked Mr. Konnopatzke for his
presentation.
Item 4 Marketing Committee Report - Economic Develoument Partnershi
Mr. Frank Toth Chairman:
Mr. Toth announced the plans for the upcoming MJDesigns groundbreaking event
on February 10, 1994, beginning at 11:00 a.m. Luncheon will be included,
compliments of Rediform. Mr Toth reported that the Partnership Committee
would like to have a continuing rapport with MJDesigns between the
groundbreaking and the grand opening. Jim Dippold said he wanted to see the
Marketing Committee, along with the EBD Board, utilize MJDesigns as an
impetus to market Coppell nationally. Kay Tiller and Ed Spalding expressed their
thanks to Frank Toth and Rediform for all their support and contributions for the
groundbreaking event. At this time, Kay Tiller presented the details on the
groundbreaking including news releases, etc. Council Member Stahly asked Kay
to provide documentation on all the planning activities in order to create a master
file for groundbreaking events.
Item 5 Marketing Tools for the Cita of Coppell:
Karen Doelling was unable to attend tonight's meeting. Kathleen Roach shared
some of the new ideas, currently under consideration by the Employee Fund
Committee, to market Coppell.
Item 6 Status Report on Current Development Prospects:
Gary Sieb reported on current development activities in Coppell. The Marx
Apartments were denied by P&Z on a technicality. They will be coming back in
March, but have changed the name to Stonecreek. Riverchase Plaza is moving
along. Blockbuster Video will be coming forward to P&Z in March. Some of
the other businesses interested in the area are: Miami Subs, Sonic Drive -In,
Beamer Development, Copperstone (Centex),and about 100 SF7 lots in Northlake
Woodlands. Park and Fly will be coming back this month and there is some
interest in developing the area across from the post office.
Item 7 Economic Development Partnership Report:
John Mark Bonnot reported he met last week with a consultant from a national
distribution company interested in Coppell. He expects to hear back on this
sometime next month. He presented the final paste-up of the aerial map
brochure. All of the additions/ suggestions made at last month's meeting have
been incorporated and it's ready for the printer. However, the addition of the
color graphics has significantly changed the prices: 500 = $2490; 1000 =
$2670; 1500 = $2850. Upon a motion from Jim Dippold and a second by Ed
Spalding, the Board approved the printing of 1000 brochures using 4 colors. The
finished product should be ready by next month.
Item 8 City Manager's Report:
Jim Witt reported that the library bids were received today and they are within
budget. City Staff is continuing to work with the MUD Board on future
development issues. Sandy Lake Road is moving along and another public
hearing is scheduled for February 22, 1994. The City of Lewisville has
completed their plans to bring six lanes on Denton Tap to Highland Drive and
will probably start construction in late 1994 or early 1995. Mr. Witt shared his
idea for a "business appreciation" event, perhaps a reception, to show our local
businesses who have been here awhile how much we appreciate them, thereby
encouraging business retention.
Item 9 Review and Discussion of Media Relations Report:
Kay Tiller presented her monthly report. Upon a motion from Jim Dippold and
a second by Ed Spalding, the Board approved this report as presented. Chairman
Rohloff thanked Kay for all her efforts toward the groundbreaking ceremony.
Item 10 Reports from Liaisons and Special Board Members:
a) Council Liaison Report
Council Member Flo Stahly reported there will be a reception for former
Mayor Mark Wolfe, and former Council Members, David Thomas and
Bill Smothermon, on Tuesday, February 22, 1994. The reception will be
held at Town Center at 7:00 p.m. This is a Council meeting night and the
Council will adjourn from Work Session for the reception.
Park and Fly will be coming before the Board of Adjustment tomorrow
night. Members of the Board are encouraged to attend. Also, the multi-
family issue will be talked about in the community during the next few
months. Our Planning & Zoning Commission has become very proactive
about this issue.
b) Chamber of Commerce Liaison
John Mark Bonnot advised that Kirk King will be appointing a new liaison
to this Board in the near future.
c) Coppell Independent School District
Roy Brock reported that things are moving along regarding the reshaping
of the elementary school boundaries for the 1994-95 school year. Also,
the district has reached 5,000 students in attendance for the first time.
Item II General Discussion and Other Business:
Jerry Singleton raised the question of whether MJDesigns would be seeking a
subzone foreign trade zone and will the City be making a recommendation for
this? Perhaps the Board should be addressing this issue and be prepared to make
their recommendation to the Council. Jim Witt said he will check on this and,
if appropriate, place it on the next meeting agenda.
It was suggested that a list of all the Economic Development Partnership
committees be coordinated, including the names of all serving on the various
committees, and a schedule of meeting times and places. It would be a good idea
to have the Chairperson of each committee give the EBD Board a report each
month.
Chairman Rohloff brought forward two invoices, one for the preparation of the
aerial map for the new brochure, and one for the printing of the new mailing
labels. This Board approved these expenditures, now approval is needed to
authorize payment. Upon a motion from Ron Pankey and a second from Jerry
Singleton, the Board approved payment of the following invoices: Economic
Development labels = $559.27; Aerial Survey = $819.00.
With no further business to discuss, the meeting was adjourned at 9:25 p.m.

Welcome to the Dallas Area Economic Development Association!
The DAEDA is an informal business networking group which brings together
individuals in the Dallas area who share an interest in economic
development, including industrial, office and retail development. The
DAEDA's strength as a networking organization lies in the diversity of its
members who are economic development professionals, real estate
developers, contractors, architects, engineers, business consultants,
representatives of financial institutions, real estate attorneys, corporate real
estate officers, city and governmental elected officials and staff as well as
others engaged in some facet of the economic development process.
1994 has brought some changes that have revitalized the DAEDA:
The organization itself, known since the 1960's era as the "Dallas Area
Industrial Development Association", has changed its name and expanded
its role to include office and retail development interests along with DAEDA's
traditional industrial development base. Also, to provide its members with
greater value, the DAEDA has added an "Information Exchange" for the
display and dissemination of promotional materials as well as a "Career
Corner" to bring employment opportunities and personnel availabilities to the
attention of DAEDA members.
We hope that you will enjoy the format for this year's Directory and
