MINUTES
The Economic and Business Development Board met in a regularly scheduled meeting on
Wednesday, May 11, 1994, at 7:00 p.m. in the Executive Conference Room of Coppell Town
Center. The following Board Members were present:
William Rohloff, Chairman

Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:10
p.m.
Item 2 Review and Approval of Minutes: Due to lack of a quorum, the approval of
the minutes was postponed until later in the meeting.
Item 3 Economic Development Partnership Report: Chairman Rohloff introduced Jim
Cowman, Chairman of the Economic Development Partnership. Mr. Cowman
presented his report of the partnership organization and the meetings held thus
far. Since becoming Chairman, he has been working on verifying the roles of
each Committee Director and focusing everyone on their specific responsibility.
The next meeting of the Partnership Directors is Tuesday, May 24, 1994 at 7:30
a.m. at Rediform. This meeting will be dedicated to finalizing the organization
of the committees. Jim Cowman assured the Board that by the next EBD Board
meeting in June, each member will have an opportunity to meet with their
committee, or least will be contacted by the committee director. Bill Rohloff
suggested that each of the five committees meet some time the week of May 24.
Jim Cowman also said there will be a list of all the committees in the City
Manager's Office by sometime the week of May 24th. He also agreed to attend
the monthly EBD Board meetings to give a report, and suggested he be involved
in the Board's preparation of the 94-95 budget. The following eth S:omittee
Directors: Strategic Planning - Bill Stearman; Marketing - ° ; Product
Improvement - Don Keach; Business Retention - Dave Greer; Response Team -
John Mark Bonnot. Mr. Cowman also suggested he might be involved in this
Board's budget preparation for 1994-95, representing the Partnership.
Item 4 Economic Prospect Activity Report:
John Mark Bonnot handed out copies of the Land Ownership Map he recently
compiled, along with copies of the listing of Area Industrial Parks. This
information will be very helpful as future prospects make inquiry of available
land. The Economic Development Update was handed out and John Mark
reviewed the information within. He also presented a copy of the Index for the
new FACT book currently being compiled.
Item 5 Review and Discussion of Media Relations Report:
Kay Tiller presented her monthly report, including recent articles in "Southwest
Real Estate News", "Area Development" magazine and "Metro -Dallas Real Estate
News." Several members of the Board expressed their thanks and support to Kay
Tiller for her support and enthusiasm for Coppell Celebrates and various other
community events.
Item 6 Reports from Liaisons and Special Board Members:
a) Council Liaison Report. - Mayor Morton reported that the arena project
in Lewisville has garnered strong support. If it happens, it will have a
definite impact on Coppell. The 121 bypass will become an urgent need
and MacArthur Blvd. will have to be six lanes very quickly. Mayor
Morton will be accompanying the Coppell Music Exchange students to
Germany in July and will have an opportunity to meet the corporate folks
of Park and Fly at their headquarters in the Netherlands.
b) Chamber of Commerce Liaison
Mary Ann Kellam reported the Chamber luncheon on May 18th will honor
the scholarship recipients. Business After Hours will be held on May
26th, 5:30 - 7:00 p.m. at Century 21 First Choice offices. The new
teachers breakfast will be held on August 4th at 7:30 a.m, at Coppell
High School and the Chamber Trade Fair will be held on September 24th.
c) Coppell Independent School District
A new liaison will soon be appointed by the CISD.
Item 7 General Discussion and Other Business:
Chairman Rohloff announced that Alternate Linda Millegan has resigned for
personal reasons. Council will be selecting someone to take her place. Ron
Pankey reported on the huge success of Coppell Celebrates and thanked all for
their support and participation. Mary Ann Kellam announced that the Chamber's
profits on the Cowboys helmet raffle was $1,000.
Review and Approval of Minutes: Jim Dippold's arrival completed a Board
quorum and the following business was conducted: Minutes of the April 6, 1994
meeting, as well as the Media Relations Report, were approved unanimously,
upon a motion by Ron Pankey, a second by Jim Dippold.
With no further business to discuss, the meeting was adjourned at 9:25 p.m.

Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:10
p.m. Mr. Rohloff introduced the new Chamber of Commerce liaison, Mary Ann
Kellam, and welcomed her on behalf of the Board. Special guest, Kathleen
House, was also introduced and welcomed by Council Liaison, Flo Stahly.
Item 2 Review and Approval of Minutes: Minutes of the March 2, 1994 Board
meeting were reviewed and approved, upon a motion by Ed Spalding and a
second from Jim Dippold.
Item 3 Economic Development Partnership Report: John Mark Bonnot handed out
the Chamber's monthly report on new economic development prospects. He also
handed out to Board members copies of the booklet listing all of the Economic
Development Partnership Committees. Chairman Rohloff commented on the
three partnership meetings held thus far and general discussion ensued. Jim
Dippold requested, once again, that each of the Committee Chairpersons report
to this Board, perhaps on a monthly basis. He also requested a list of each of the
Committee Chairpersons, their committee members, when and where they meet,
and what direction. each Committee is headed in. Since the EBD Board is funding
the Economic Development Partnership, it should be kept directly involved and
should receive regular reports. Each of the Committees should be given a set of
objectives and a method of reporting back to the EBD Board. The suggestion was
made to bring the various Committee Chairpersons to this Board and discuss the
committee roles in the partnership. Jim Dippold requested_a short written report
from the various committees by next Board meeting, and Council Liaison Flo
Stahly seconded that request.
Item 4 Mid -Year Budget: The Board's budget was reviewed and discussed. General
fund dollars are allocated annually by the City, and disappear at the end of each
fiscal year. The other source of funds for this Board are the donations via the
water bills and these monies are carried forward each year if not spent.
Chairman Rohloff suggested this Board may need to look at alternative
approaches to funding - from developers, real estate people, banks, newspapers,
utilities as the donations need to be increased. Chairman Rohloff asked for the
Board's approval to pay the invoice for the printing of the aerial map brochure.
A motion to approve the invoice was made by Ron Pankey and seconded by Jim
Dippold, and the motion carried.
Item 5 Status Report on Current. Development. Prospects: Gary Sieb was not in
attendance and City Manager, Jim Witt, reported on current development
activities in Coppell. Next week, City Council will be addressing eight re -zoning
cases from multi -family to single family development.
Item 6 City Manager's Report: Mr. Witt addressed the list of area sales tax revenues
handed out with the packets. The Park & Recreation Board is working on a one
cent sales tax issue for October. The City has begun to reorganize the DRC
process to facilitate developers.
Item 7 Review and Discussion of Media Relations Report:
Kay Tiller presented her monthly report. Upon a motion from Jim Dippold and
a second by Ed Spalding, the Board approved this report as presented.
Item 8 Reports from Liaisons and Special Board Members:
a) Council Liaison Report - Flo Stahly introduced special guest Kathleen
House. Ms. House, owner of the Art Annex in old town Coppell,
addressed the Board on the idea of bringing more merchants and
businesses to old town Coppell. The current business owners are eager
to form a cooperative association and would very much like to have some
appropriate signage on Denton Tap directing folks to the old town area,
since a lot of citizens and persons travelling though Coppell are not aware
of what businesses are in that area of town. The business owners will
meet on Monday, April 12 at 7:00 p.m. to discuss this association.
Chairman Rohloff suggested that Ms. House keep this Board informed of
what the merchants feel they need and this Board will try to assist with
this project.
b) Chamber of Commerce Liaison
Mary Ann Kellam reported that the Gala receipts were $23,857.00. The
Trade Fair is September 24, 1994, from 10:00 a.m. to 5:00 p.m. The
Chamber Education Committee will be interviewing scholarship applicants
on April 21st. Business After Hours will be held on April 28th at Mitch
Reitman's bike shop.
c) Coppell Independent School District
Roy Brock was not in attendance.
Item 9 General Discussion and Other Business:
Chairman Rohloff reported on a meeting he recently attended with Marsha
Tunnel, Kirk Wensel, Jim Cowman, Jim Witt and John Mark Bonnot to discuss
the idea of bring the P&Z Board, the Board of Adjustment and the Economic &
Business Development Board together. It was decided this was not the best time
for such a meeting because of time restraints on all involved. Marsha Tunnell
offered to come before the EBD Board and discuss some of the major issues
facing P&Z. Chairman Rohloff suggested we invite Marsha to attend the meeting
next month to give a presentation. Then plan to bring the three boards together
for a workshop later this year. Jim Dippold suggested we schedule Marsha as the
first agenda item and invite the committee chairs from the Economic Development
Partnership group to attend.
With no further business to discuss, the meeting was adjourned at 9:25 p.m.

April 4 - Talked with Mike Coleman @Coppell Gazette re: Mayor's meeting
with other mayors and city managers, he is interviewing mayor
and will do an article for this week's paper. He has picture.
April 5 - Wrote news release on Miss Texas '93 headlining Sunday show at
Fun Fest '94 - personally delivered release and picture of her
to all three Coppell newspapers. Mailed to North Texas Journal.
April 6 - Attended Economic & Business Development Board Meeting after
taking back up material to Town Center to be copied.
April 11 - Wrote releases on Coppell Community Theatre presentation of
books to Mockingbird Elementary School Library and took then,
with pictures to the three Coppell newspapers.
April 12 - Attended City of Coppell City Council Meeting - left at
midnight (meeting went on until 3:30 a.m. I understand).

April 25 - Received sponsor information on Fun Fest '94 from Homer Terry
and wrote general release on Fun Fest '94, plus listing of
sponsors and delivered it to three Coppell newspapers, mailed
it to North Texas Journal.
April 26 - Call Karahan re: Riverchase Plaza and made appointment to see
him Wednesday for interview.
Attended "shortest City Council Meeting in History" - 5 minutes.
April 27 - Went to Town Center to shoot pictures of Coppell's "Women of the
Year" with the Mayor and City Manager for article in next week's
Coppell newspapers and release to DMN.
Had meeting with Karahan re: release on Riverchase Plaza.
Called Steve Brown @DMN re: release, left message. He called
back and asked me to fax release immediately and bring picture
to him on Thursday, which I did.

The reigning Miss Texas, BaShara Chandler, will be
attending Coppell Celebrate's Fun Fest 194 on Sunday, May 1 at
Andy Brown Park, according to Bill Hurlburt, entertainment chair
for Coppell's Spring Celebration.
Plans call for Miss Texas to appear on stage and to visit
with those in attendance beginning about 2:30 Sunday afternoon.
She will be joined on stage by Miss Coppell 1949 Darcey Rushing,
who will be participating in the Miss Texas Pageant in Fort Worth
in July, representing Coppell.
Miss Texas 193 won the "interview" portion of the
competition at the Miss America Pageant in Atlantic City last
year and received the award for "Best Interview".
A graduate of The University of Texas at Austin, Miss
Texas got her degree in Secondary Education, with majors in
history and biology.

Since the Miss America pageant, Miss Texas has been
visiting schools throughout Texas and visiting with the students
about drug awareness, the importance of staying in school and the
value of self-esteem. She visits more than 10 cities each month,
stopping at several schools in each city to talk with the
students.
Although she is qualified to teach, Miss Texas says, "I
feel that, during my reign as Miss Texas, it is very important
that I reach as many young people as possible to encourage them
to stay in school and get their education, to avoid drugs and to
believe in themselves. I will follow my chosen profession when my
reign as bliss Texas is over."
Fun Fest 194, sponsored by Coppell Celebrates, will run
from Friday, April 29 through Sunday, May 1 at Andy Brown Park.
Festivities include all types of music, a bingo night, arts and
crafts and food booths and other festivities. A complete
schedule of events will appear in the Coppell newspapers within
the next weeks.

Coppell's entry in the 1994 Miss Texas Pageant, Darcey
Rushing - Miss Coppell - will join the reigning Miss Texas at
Connell Fun Fest 194 Sunday May 1 at Andy Brown Park.
Chosen as "Miss Coppell" at a city-wide pageant earlier
this year, Ms. Rushing was fourth runner-up in the 1993 Miss
Texas Pageant in Fort Worth representing Dallas.
A national spokesperson for Subaru, Ms. Rushing is a
student at The University of Texas at Austin majoring in
psychology and spends her time away from school working with
school children in the "Just Say No" program and on speaking
engagements to promote the awareness of breast cancer.
Both Miss Coppell and Miss Texas will appear on stage at
2:30 p.m. Sunday at Andy Brown Park, Bill Hurlburt, entertainment
chair for Fun Fest'94, said. "They will both be available to
chat with members of the audience and sign autographs."

A drawing for a 1994 Ford Mustang GT will be held at Fun
Fest '94 by the Coppell Rotary Club, according to Bill Taylor,
the Rotarian in charge of the fund raiser.
"We are selling tickets at $100 each and we will sell
only 300 tickets," Taylor said. "All the profits from the sale
of the tickets will be used to fund Rotary projects in Coppell."
Among those projects is the Rotarian's 4 -Way Speech
Contest and their "Student of the Month" program.
In the field of community service, the Coppell Rotary
Club has been involved in Kid Country, providing magazines and
maintain the Rotary Room at the Coppell Library, Bicycle Safety
Rodeo, Thanksgiving and Christmas food baskets for needy. families
in the area and working with the Coppell YMCA.
National Rotary programs in which the Coppell Rotary Club
is involved include hosting exchange students, and sponsoring an
Outbound Youth Exchange Student, according to Taylor.
Tickets for the giveaway can be purchased from any member
of The Coppell Rotary Club. The drawing will be held May 1
during Coppell Fun Fest '34.

A Bingo Night will kick off Coppell Celebrates' Fun Fest
194 at Andy Brown Park, according to Eli Dragon of the Exchange
Club, chair of this event. Bingo games will start at 7 p.m.
"Each card will cost $5 and there will be two sets of
eight games. The games will vary, but games 8 and 16 will be
blackouts," Dragon said.
"Both American and Southwest Airlines have furnished
airline tickets as prizes and local and area merchants are
offering gift certificates for everything from a dinner at the
Hyatt Regency Hotel to $100 worth of plants from Northlake
Nursery," he continued.
Other prizes include: gift certificates; Red Lobster $20,
Grandy's $50, Faught Landscape $50, Bike Smith $250, Top Dog
Obedience $60, Hyatt Regency dinner $75, Tastes of Coppell $75,
Nan's Development Gym $25 and Scrub & Rub $150.
"Riverchase Golf Club is offering four rounds of golf,

Fun Fest 194, a celebration for all the people of Coppell
and the surrounding cities which benefits the many charities in
Coppell, is slated for April 29, 30 and May 1 at Andy Brown Park
in Coppell.
At Fun Fest 194, many of the civic orgaizations in the
city have food booths, raffle cars and raise money for their
charitable work in the city for the coming year. There will also
be carnival rides for the youngsters.
Kicking off the festivities on Friday night will be a
bingo game in the tent at the park with prizes from merchants and
companies throughout the area.
Saturday's festivities begin at 10:30 a.m. with a parade
led by Ronald McDonald and from that time throughout the day,
there is entertainment on the stage until 9 p.m. including gospel
singing.

There is no charge for admittance to Fun Fest 194.

Riverchase Plaza, a $4 million, 23,000 square foot retail
center is under construction at the corner of MacArthur Blvd. and
Belt Line Road in Coppell.
Developed by The Karahan Companies of Dallas on 3.6 acres
of the 8.6 acre tract of land they purchased in January 1994 from
Republic Properties, the new center is already 100% leased,
according to Fehmi Karahan, president of the development firm.
Leases in the new center have been signed by NationsBank,
Blockbuster Video, Century 21, Pro Cuts, Little Ceasar's and
Cleaners USA.
Completion of the center is set for late sumner and
Karahan says that other parties have expressed a great interest
in the remaining 5 acres of land he has at the busy corner.
