City of Coppell Economic and Business Development Board Wednesday, April 6, 1994 MINUTES The Economic and Business Development Board met in a regularly scheduled meeting on Wednesday, April 6, 1994, at 7:00 p.m. in the Executive Conference Room of Coppell Town Center. The following Board Members were present: William Rohloff, Chairman Jim Dippold, Vice -Chairman Bronwyn Brock Ed Spalding Ron Pankey, Alternate Special Board Members: Jim Witt, City Manager John Mark Bonnot, Coppell Chamber of Commerce City Council Liaison: Flo Stahly Media Relations: Kay Tiller Chamber Liaison: Mary Ann Kellam Special Guest: Kathleen House Kathleen Roach, Executive Secretary to the City Manager Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:10 p.m. Mr. Rohloff introduced the new Chamber of Commerce liaison, Mary Ann Kellam, and welcomed her on behalf of the Board. Special guest, Kathleen House, was also introduced and welcomed by Council Liaison, Flo Stahly. Item 2 Review and Approval of Minutes: Minutes of the March 2, 1994 Board meeting were reviewed and approved, upon a motion by Ed Spalding and a second from Jim Dippold. Item 3 Economic Development Partnership Report: John Mark Bonnot handed out the Chamber's monthly report on new economic development prospects. He also handed out to Board members copies of the booklet listing all of the Economic Development Partnership Committees. Chairman Rohloff commented on the three partnership meetings held thus far and general discussion ensued. Jim Dippold requested, once again, that each of the Committee Chairpersons report to this Board, perhaps on a monthly basis. He also requested a list of each of the Committee Chairpersons, their committee members, when and where they meet, and what direction each Committee is headed -in. Since the EBD Board is funding the Economic Development Partnership, it should be kept directly involved and should receive regular reports. Each of the Committees should be given a set of objectives and a method of reporting back to the EBD Board. The suggestion was made to bring the various Committee Chairpersons to this Board and discuss the committee roles in the partnership. Jim Dippold requested a short written report from the various committees by next Board meeting, and Council Liaison Flo Stahly seconded that request. Item 4 Mid -Year Budget: The Board's budget was reviewed and discussed. General fund dollars are allocated annually by the City, and disappear at the end of each fiscal year. The other source of fiends for this Board are the donations via the water bills and these monies are carried forward each year if not spent. Chairman Rohloff suggested this Board may need to look at alternative approaches to funding - from developers, real estate people, banks, newspapers, utilities as the donations need to be increased. Chairman Rohloff asked for the Board's approval to pay the invoice for the printing of the aerial map brochure. A motion to approve the invoice was made by Ron Pankey and seconded by Jim Dippold, and the motion carried. Item 5 Status Report. on Current. Development Prospects: Gary Sieb was not in attendance and City Manager, Jim Witt, reported on current development activities in Coppell. Next week, City Council will be addressing eight re -zoning cases from multi -family to single family development. Item 6 City Manager's Report.: Mr. Witt addressed the list of area sales tax revenues handed out with the packets. The Park & Recreation Board is working on a one cent sales tax issue for October. The City has begun to reorganize the DRC process to facilitate developers. Item 7 Review and Discussion of Media Relations Report: Kay Tiller presented her monthly report. Upon a motion from Jim Dippold and a second by Ed Spalding, the Board approved this report as presented. Item 8 Reports from Liaisons and Special Board Members: a) Council Liaison Report - Flo Stahly introduced special guest Kathleen House. Ms. House, owner of the Art Annex in old town Coppell, addressed the Board on the idea of bringing more merchants and businesses to old town Coppell. The current business owners are eager to form a cooperative association and would very much like to have some appropriate signage on Denton Tap directing folks to the old town area, since a lot of citizens and persons travelling though Coppell are not aware of what businesses are in that area of town. The business owners will meet on Monday, April 12 at 7:00 p.m. to discuss this association. Chairman Rohloff suggested that Ms. House keep this Board informed of what the merchants feel they need and this Board will try to assist with this project. b) Chamber of Commerce Liaison Mary Ann Kellam reported that the Gala receipts were $23,857.00. The Trade Fair is September 24, 1994, from 10:00 a.m. to 5:00 p.m. The Chamber Education Committee will be interviewing scholarship applicants on April 21st. Business After Hours will be held on April 28th at Mitch Reitman's bike shop. c) Coppell Independent School District Roy Brock was not in attendance. Item 9 General Discussion and Other Business: Chairman Rohloff reported on a meeting he recently attended with Marsha Tunnel, Kirk Wensel, Jim Cowman, Jim Witt and John Mark Bonnot to discuss the idea of bring the P&Z Board, the Board of Adjustment and the Economic & Business Development Board together. It was decided this was not the best time for such a meeting because of time restraints on all involved. Marsha Tunnell offered to come before the EBD Board and discuss some of the major issues facing P&Z. Chairman Rohloff suggested we invite Marsha to attend the meeting next month to give a presentation. Then plan to bring the three boards together for a workshop later this year. Jim Dippold suggested we schedule Marsha as the first agenda item and invite the committee chairs from the Economic Development Partnership group to attend. The following Board Members were present: William Rohloff, Chairman Jerry Singleton Ed Spalding Linda Millegan, Alternate Ron Pankey, Alternate Special Board Members: Jim Witt, City Manager John Mark Bonnot, Coppell Chamber of Commerce City Council Liaison: Flo Stahly Media Relations: Kay Tiller Director of Planning and Community Services - Gary Sieb Kathleen Roach, Executive Secretary to the City Manager Item 1 Call to Order: Chairman William Rohloff called the meeting to order at 7:05 p.m. Item 2 Review and Approval of Minutes: Minutes of the February 2, 1994 Board meeting were reviewed and approved. Item 3 Economic Development Partnership Report: John Mark Bonnot handed out the Chamber's monthly report on economic development prospects. He reported that Jim Courtney has had to resign as Chairman of the Economic Development Partnership Committee, and as President-elect of the Chamber, due to increased work responsibilities. Jim Cowman has agreed to become the new Chairman. Kirk King is in the process of scheduling a meeting in the near future with all the various committee Chairpersons and Mr. Witt. Chairman Rohloff asked John Mark to provide a copy of the blue booklet on the Economic Development Partnership to each member of this Board since it contains valuable information which would be very helpful to all. Item 4 Discussion & Consideration of a Joint Meetin-2 of the P&Z Commission. the Board of Adjustment, and the EBD Board: Chairman Rohloff reported he had contacted Marsha Tunnell, Chairman of the Planning & Zoning Commission, about holding a joint meeting to discuss goals and objectives in order to gain some insight on what the EBD Board's charge should be. City Manager, Jim Witt, suggested the Chairs and Vice -Chairs from each Board get together initially and organize a common agenda for such a meeting. Mr. Witt volunteered to correspond with these three Boards to bring their leadership together. John Mark Bonnot suggested that the Chamber, in the name of the Partnership, be included in this activity. Ed Spalding expressed his concern for the need to change the perception that it is difficult to do business in Coppell because of all the rules and regulations. Mr. Witt shared his belief that in order to route the flow of information regarding a particular issue through one individual, we need additional staff. There's a strong need to get accurate information out to the developers and people who are interested in doing business in Coppell. Upon a motion by Jerry Singleton and a second by Ron Pankey, it was decided that Mr. Witt will invite the Chairpersons from these Boards to meet informally to develop an agenda for a joint Board meeting. Item 5 Status Report on Current Development Prospects: Gary Sieb reported on current development activities in Coppell. He identified 18 sections of the City where development seems to be headed and there are some problems with regard to the master plan. The P&Z Commission is holding a special meeting on March 14, 1994 in Council Chambers. This is the first public hearing by the P&Z to change some MF2 zoning to SF on several parcels of land throughout the City. Item 6 City Manager's Report: Mr. Witt reported that the MUD Task Force has been meeting to formulate a recommendation to Council on whether or not to absorb the MUD. They are hopeful to bring their recommendation forward by March 22, 1994. MJDesigns has not made a formal application request for a foreign trade zone at this time. Our supply of Coppell pins is dwindling and this Board should decide whether to order more at this time. Ed Spalding will research costs on this item and Kathleen Roach will ask the City's Purchasing Department to do the same. Item 7 Review and Discussion of Media Relations Report: Kay Tiller presented her monthly report, which included the media press kits for the MJDesigns groundbreaking. Upon a motion from Ed Spalding, and a second from Ron Pankey, the Board approved this report as presented. Item 8 Reports from Liaisons and Special Board Members: a) Council Liaison Report Council Member Flo Stahly suggested the Board review its fund balance and estimated expenditures for the balance of the year, including the expenses of the Chamber, as Council will be looking at the budget again at mid -year (May). Park and Fly was approved by P&Z and will be coming forward to the Council on March 8th. b) Chamber of Commerce Liaison John Mark Bonnot announced Mary Ann Kellam has volunteered and been appointed as the new liaison to this Board. She will begin attending meetings next month. c) Coppell Independent School District In Roy Brock's absence, Flo Stahly reported the school district is putting together a facilities study committee to develop proposals for a possible bond election in September. However, he pointed out that you can not read "The City With A Beautiful Future" and that the "flag pole" becomes bent very easily. He proposed a new pin that would be 1" x 5/8" without the "flag pole". This would enable the lettering to be big enough to read. These pins would cost $1.70 per pen. Cathy Bowling got a price of $1.29 per pen from J. Brandt Company, Inc. However, the price of these pens is tied to the price of gold and will fluctuate accordingly. Also talked with Steve Brown, Real Estate Editor of the DMN Business Section, and he told me that if I'd get the release and the architect's rendering to him, he'd use it Sunday March 6th. (He did at the top of his Real Estate Column in the Sunday business section.) Talked with Kathy Darnell, Mike Dupey's secretary, regarding the rewrite of the "Fact Sheet on MJDesigns". She asked that I fax it to her for Mike to see. I wrote it and faxed it to her so she would have it Wednesday AM. Also revised news release on groundbreaking, changing the date and wrote memo to the media re: Dupey's remarks. March 2 - Wrote "Industrial Fact Sheet on Coppell" to be included in the Press Kit. Met with MJDesigns at 3:30 p.m., then went by Chamber to pick up brochures and article from SWREN on Coppell, then to Town Center to make copies of material to be included in Press Kits at groundbreaking. Attended E&BDB meeting that evening. March 3 - Went to Town Center to get copies of one page revision in Coppell article for Press Kit, which I rewrote at Flo Staley's suggestion. Also got additional copies of article on Coppell from most recent SWREN to add to media package which I am sending out to both my E&BDB media list and the media list furnished by MJDesigns. Then went over to Rediform and directed program for speeches, etc. for groundbreaking ceremonies and shot pictures of the dignitaries with their shovels. Took Press Kit by Coppell Gazette, they had no one there.. From Carrollton, went directly down to Dallas Morning News to give media kit and rendering to Steve Brown. March 4 -.Call Bill Rohloff with address for Frank Toth @Rediform. Also called John Mark at Chamber re: copies of most recent SWREN article which he wanted to include in "prospect mailings". Faxed "remarks by Mike Dupey" which his secretary faxed toiime, to Steve Brown at DMN. March 7 - Faxed "remarks by Mike Dupey" to Kevin Sloan @Metrocrest News. Note: When I took press kit to Coppell Gazette, Mike Coleman informed me that Kathee Brewer, his managing editor, said they did not cover groundbreakings - that's why neither he nor a photographer were there. (Metrocrest News had photographer at groundbreaking ceremonies). I went to Carrollton to personally talk with Kathee Brewer and informed her that this was one of the biggest things to happen in Coppell since Minyard's moved to Coppell in the early 80's. She agreed and we will get together for a site selection trip to Coppell in the near future. March 8 - Attended Coppell City Council meeting - left at midnight. Talked with Park 'n Fly folks re: their plans. Gave them my card and ashed them to get me materials on their plans and keep me "in the loop" so I can publicize their plans to the local media. Also visited with Bill Troth and Steve Parsons re: North Lake Woodlands expansion final plat that was passed by Council. (Since North Lake Woodlands was the first major residential subdivision in Coppell - started in 1974 - this is "news" for the local media. Note: I handled public relations for Bill Troth for 15 years for North Lake Woodlands and other real estate projects in which he had an interest.) An interesting sidelight: Saw Kent Moore at the Council Meeting and asked him why he wasn't at groundbreaking (he had assured me by phone that he would be there). He said he was not interested in such things as the groundbreaking, his focus was on what was good for the community and its citizens. I attempted to convince him that economic development and projects such as MJDesigns would benefit his "readers" more than he obviously understood and mentioned lower taxes, etc. I don't think he was convinced. March 11 - Spent both Friday and Saturday getting out news releases and copies of the architect's rendering (furnished by MJDesigns) to both my news release list and a list which MJDesigns furnished me. A list of the publications to which this material was sent is included with this report. March 14 - Talked with Mike�,.Co:leman ti he.called me - about Police Dept. changes. I suggested that he let (in touch with Jim Wic.tt, then I called Kathleen and asked her to ask Jim to talk with him. Article in 3/16 issue of the Gazette reflected this conversation. Received material - letter, etc. - from Jim Witt regarding an article on Coppell requested by the North Texas Commission. He asked that I write the article and send it to him for approval. March 16 - Talked to Barry Boesch one of the editors on the Metro Desk at the Dallas Morning News regarding the city absorbing the MUD at the called City Council meeting slated for that evening. He asked that I fax him a release the next morning. March 17 - Faxed release to DMN and they called an interviewed Jim Witt. Article appeared in March 18 edition of DMN in Metro Section. PR Report from Kay Tiller for March 1994/page 3 March 21 - Called Sally Campbell, editor of North Texas Commission publication, "Windows" - an old friend - to discuss the possibility of using a photograph with the write-up on Coppell. She said she's be happy to have it and would use it. She also extended the deadline on the article and pix to April 1st. Wrote a release on Coppell Celebrates and faxed it to Coppell papers. March 22 - Sally Campbell called back to say she couldn't use the Coppell article since the city no longer belonged to the North Texas Commission. I called Jim Witt's office with this news. Attended Coppell City Council meeting. Talked with new Cable Board appointee, Mr. Casa and got resume from him for news release on new appointees. March 24 - Talked with Mike Coleman @Coppell Gazette and gave him Mr. Casa's phone number, he's interested in talking with him re: an article. Casa is the manager of a local Spanish language television station. I've been working with Bill Hurlburt, the entertainment chair for Coppell Celebrates. Had told him that I would try to get "Miss Texas" for an appearance at Fun Fest '94. That was finalized today. Miss Texas will be at Fun Fest '94 on Sunday afternoon - May 1st. We're trying to get a piano so she can play - her talent in the Miss Texas and Miss America pagents was as a1classica1 pianist. When I heard from Kathleen that the Mayor and City Manager were having a luncheon for other city mayors and city managers on March 25th, I suggested that I come and take pictures for a news release to local papers. Kathleen called back saying the Mayor thought it a good idea. March 25 - In the A.M., I called sponsor of "Miss Coppell" to see if she could Join "Miss Texas" at Fun Fest on May 1st. She agreed. (This ought to engender good publicity in the neighboring newspapers for Fun Fest '94.) March 28 - Wrote news release on mayor's luncheon and, after a phone call from the owner of Blooming Colors nursery saying that the land deal had closed, I also wrote a news release on that. I faxed the Blooming Colors release to Steve Brown at DMN and hand delivered the "mayor's luncheon" release, complete with pictures to the Coppell newspapers. Note: This report is being compiled early on the morning of March 31st. April 6, 1994 MEMO TO: City of Coppell Economic & Business Development Board FROM: Kay Tiller, media relations consultant - RE: Advertising in "Miss Texas Pageant" program This year a "Miss Coppell" will be a contestant in the Miss Texas Pageant in Fort Worth in late duly. This will be a plus for the city in that the name Coppell will be mentioned a number of times and, from what I hear from those "in the know", the young lady who is representing Coppell has a pretty good chance of making the "top 10" at least - and maybe going further. Wouldn't it be great to have a "Miss Texas" from Coppell? What kind of great publicity would that give the city? It oculd happen! Both Miss Texas 1993 and Miss Coppell 1994 will be at Coppell Celebrates' Fun Fest 194 on Sunday, May 1st in case you would like to see them. (Miss Texas 193 is a friend and I arranged for her to be in Coppell for the festivities!) Anyway, an ad in the Miss Texas program costs $250 and I think that it would be most advantageous for us to participate in this. Something like "Good Luck Miss Coppell" would be sufficient. As your media consultant, I strongly advise the expenditure of this money for the publicity and "image" value it will be for the city. The 100 -acre tract, purchased by MJDesigns from Prentiss Properties, is just east of D/FW International Airport. The distribution center will be constructed first, according to Andy Jones, senior vice president of MJDesigns. The 458,000 square foot building is slated for completion this summer. Construction on the 50,000 square foot corporate headquarters will begin immediately after the distribution center is completed. The financing for the new project was furnished by NationsBank and Bob Moore Construction Company is the general contractor. Bill Rohloff, chair of the City of Coppell Economic & Business Development Board, explained the economic impact the MJDesigns move would have to the city. In 1982, Minyard Food Stores, Inc. moved their corporate headquarters and distribution facilities to Coppell and recently the firm completed an $8.4 million expansion of those distribution facilities. The first industrialization of the northwest Dallas County city came in the mid -1970's when Home Interiors Gifts built a distribution facility, which has been expanded several times since, in the city. Among the other national companies with a presence in Coppell are: R.ediform, a division of Moore Business Forms, Inc., who consolidated all their United States operations into their Coppell plant; Essex Group, Inc.; Four Seasons, Inc.; Maxicar of 1 Industrial Fact Sheet - Coppell/page 2 Texas, Inc.; McCollister's Moving and Storage, Inc.; Nutone, Inc.; Texas Stock Tab, Inc.; Thacker Container Company and Toyo Tires. The United States Postal Service realized the advantage of a location adjacent to Dallas/Fort Worth International Airport when, in the early 1990's, they located their North Texas Mail Processing Center on West Bethel Road in Coppell. I inquired about pictures and she said she'd like to have one, so I plan to come out and shoot Grapevine Springs Park (even tho' its not complete). She also said that we have until April 1st to get the material to her. (Just from her conversation, I believe we will be in the next issue, although she has some other articles in her portfolio already.) Named in the 1990 U.S. Census as the fastest growing city under 20,000 population in the country, Coppell still is experiencing tremendous growth, both residentially and commercially. Following the relocation of Minyard Food Stores corporate offices and distribution center to Coppell in 1983, the eyes of the industrial/distribution community turned toward Coppell. Coppell Fun Fest is slated for April 29, 30 and May 1 this year and plans for most of the activities are already in place. Friday night, April 29th, a Bingo Night at Andy Brown Park will highlight the festivities and on Saturday, a party, hosted by Ronald McDonald at McDonald's on Denton Tap Road will precede a parade, led by Ronald McDonald, to Andy Brown Park to kick off the all -day Saturday and Saturday night events. Carnival rides, arts and crafts booths and food from a variety of vendors (mostly Coppell service clubs) will be available all day Saturday with a "gospel night" capping off the day's activities. The 2 -acre parcel of land was purchased from the Royal Bann of Canada. Financing was furnished by Texas Bank/Grapevine and Hunt Properties acted as the broker in the transaction.
