The Coppell Economic Development Partnership met at 7:00 p.m. on Wednesday, May 1, 1996, at Coppell
Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present:
Bronwyn Brock, Chairperson, Ron Pankey, Dixon Rich, Bill Rohloff, Bill Herries, Dave Greer, Doug Shaw,
Gary Sieb, Isabelle Moro, Bill Stearman, Mary Ann Kellam, Jim Witt, Candy Sheehan, Chuck Sturges,
Kathleen Roach.
1. Call to Order
Chairman Bronwyn Brock called the meeting to order at 7:05 p.m.
2. Approval of Minutes
Minutes of April 3rd were unanimously approved.
3. Update on Commercial/Industrial Development
Gary Sieb gave a status report on various development activities currently underway including
Park N Fly, Fritz, Haverty's, and Marc Myers. Paragon Group has plans for two buildings
coming to P&Z on May 15th. Vari-Lite is still a go and probably will break ground during the
first half of 1997. The new Fire Station should open within the next 30 days. The First Baptist
Church has purchased their land but will probably not develop for a couple of years. Overton
Bank, Comerica Bank, Coppell Criminal Justice Center are all underway or near completion.
Taco Bell should be open for business in next couple months. Compass Bank and Texas
Commerce Bank are still looking for land in Coppell, and Burger King is also interested.
Kroger is under construction and Tom Thumb is looking to build on the corner of Sandy Lake
and Denton Tap, behind Overton Bank. All CED projects have been approved by P&Z
including a mini -warehouse, Sonic, a City Garage and Oil Change facility at Riverchase and
MacArthur. The FAA beacon site in under construction and should be finished within 60 days.
Minyards is considering adding 500,000 sq. ft. to their present facility on Freeport.
Gary also apprised the Committee of the various residential developments currently in the
process, as well as the streamlining of the current tax abatement application process currently
being streamlined. Beginning this week, there will be a weekly development activity column in
the Citizens Advocate.
4. General Discussion and Other Business:
Bill Herries asked for the go ahead to begin the development of the third mailing piece, "Birth
of a Star" with a framed print from NASA's Hubbell space craft. Motion was made and
seconded to proceed with this project. All present agreed.
5. Executive Session
At this time, 7:40 p.m., this Committee adjourned into Executive Session to discuss personnel
matters according to Texas Government Code, Section 551074.
6. Reconvene Regular Session
The Committee reconvened into Regular Session at 8:10 p.m. As a result of the Executive
Session, a motion was made, and seconded, for the City to evaluate the possibility of the
creation of an Economic Development position within the City organization and retain the
Economic Development Partnership as a policy advisory board. All present approved.
With no further business to discuss, the meeting adjourned at approximately 8:25 p.m.

EXPANSIONS & RELOCATIONS ... INDUSTRY
♦ Haverty's Furniture, a retailer of household
furnishings, has announced plans to construct
a facility with 221,000 s.f for its warehouse
and distribution operations, and 50,000 s.f
to serve as a furniture clearance center. The
facility will be located in the Gateway
Business Park, a Catellus Development
Corporation business park.
♦ Myers and Crow Company, a Dallas area
real estate development and investment firm,
is constructing a 289,750 s.f spec. building in
the Park West Commerce Center, a Prentiss
Properties Limited, Inc. industrial park. The
building is officially named Park West
Business Center II, and is owned by Primera
Companies, Inc.
♦ Primera Companies, Inc. recently
completed the Park West Business Center I, a
289,750 s.f warehouse/distribution facility,
constructed by Myers and Crow Company of
Dallas. The building is fully leased by Malt -
0 -Meal (cereal products) 149,750 s.f.;
Meiko America (Japanese finished products) -
802000 s.f.; and Four Seasons (automobile
a/c products) - 60,000 s.f. The facility is
located in Park West Commerce Center, a
Prentiss Properties Limited, Inc. business
park.
♦ Fritz Companies, a major freight distributor,
hosted a groundbreaking ceremony in early
May for its new facility in Gateway Business
Park, a Catellus Development Corporation
business park. Two buildings are planned for
construction, totaling 477,316 s.f. The
company plans to employ 200 people.
♦ Park West Commerce Center, Building A,
a 320,000 s.f spec. building project planned
for warehouse and distribution purposes, was
recently announced as a joint venture of
Northwestern Mutual Life and the Paragon
Group. The property was purchased from
Dupey Management Corporation.
♦ Craftmade International, Inc., a wholesale
distributor and manufacturer of ceiling fans,
lighting fixtures, table lamps, and computer
cable products, is fully operational in its new
3782000 s.f distribution facility and
headquarters in the Freeport North Business
Park, an Emerson Partners, Inc. industrial
park. The company employs 100 individuals.
The developer for the project was MEPC
American Properties, Inc.
♦ Gulf Bearing, Inc., a supplier of industrial
bearings, recently relocated into its new
17230000 s.f headquarters and distribution

The company has 100 employees.
Vari-Lite, Inc., a stage light manufacturer,
has announced plans to build a 235,000 s.f
manufacturing and warehousing facility in the
Northlake 635 Business Park. The company
plans to employ 400 people.
MEPC American Properties, Inc., a real
estate developer and investment firm, has
begun construction on a 280,000 s.f spec.
building for warehousing and manufacturing.
The project is located in the Freeport North
Business Park, an Emerson Partners, Inc.
industrial park.
Quill Corporation, a mail-order office
products company, has announced plans to
relocate and construct a new 1471,000 s.f
facility on 9.5 acres in the Freeport North
Business Park, an Emerson Partners, Inc.
industrial park.
Park `N Fly, the world's largest off -airport
parking and shuttle service company, is in the
final construction stages of its 16 acre facility
at the northeast corner of Royal Lane and
Cotton Road, adjacent to 1-635. The
company will offer secure parking for its
patrons (approximately 1,950 parking
spaces), and shuttle services to and from
DFW International Airport. The company is
based in Atlanta, GA.

BUSINESS INCENTIVE UPDATE
City Council has approved an Economic
Development Grant for Sales Tax Rebate,
directed towards attracting mail-order
companies. The amount of the grant, and the
length of time, is determined on a case-by-
case basis, provided the City receives an
amount (to be determined) in sales and use
tax receipts attributed to off-site activities
from the user during the prior calendar year.

My summation on the suggested strategic direction of the Coppell Economic
Development Partnership based on input from:

Bill Rohloff
Bill Stearman
Jim Witt
Recommendation
1. That the services be paid to the Chamber be abolished by the City.
2. That the Economic Development Partnership be absolved and replaced by an advisory
council made up of citizens of Coppell and the Chamber.
3. That more funding be put into staffing of the Economic Development function.
4. That Isabelle Moro be looked upon as the person to head the Economic Development
effort for the city.
5. That the change take place at the end of the current contract.
6. That work starts immediately on putting together a recommended economic
development budget.
7. That work starts immediately on defining the role of the "Economics Development
Advisory Council."
The rational for the change:
1. The city is better staffed with the talent required to do the function, than it was a few
years ago
2. The city has taken on a pro -active economic development focus.
3. That the return on investment for the money being funded to the Chamber of
Commerce for economic development is not nearly as high what was expected.
4. That it is a good time for the transition.
