BM 1996-04-03 EcDevCOPPELL ECONOMIC DEVELOPMENT PARTNERSHIP April 3, 1996 NMqUTES The Coppell Economic Development Partnership met at 7:00 p.m. on Wednesday, April 3, 1996, at Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Bronwyn Brock, Chairperson, Jim Dippold, Bill Rohloff, Dixon Rich, Bill Herries, Dave Greer, Gary Sieb, Isabelle Moro, Bill Stearman, Mary Ann Kellam, Chuck Sturges,Tom Morton, Kathleen Roach. 1. Call to Order Chairman Bronwyn Brock called the meeting to order at 7:05 p.m. 2. Approval of Minutes Minutes of February 27, March 6, and March 23rd were approved. 3. Sales Tax Rebate Resolution Gary Sieb handed out copies of the Resolution recently passed by Council regarding the Economic Development Grant for Sales Tax Rebate. This Resolution was brought forward on behalf of Quill Corporation and Page 5/ Section 5 pertains to the Partnership. The Quill plat has been approved and they are moving through the development process. 4. Third Prototype of a Direct Mail Piece Bill Herries introduced two new conceptual ideas for the third mailing piece. One is a "Land Ho" nautical theme with a telescope, and the second is a new horizons theme, "Birth of a Star" with a framed print from NASA's Hubbell space craft. After some discussion, the target time frame for a third mailing will be sometime during the summer, but development will be delayed until we've had a chance to see how the first two pieces are received. The first two pieces have not as yet been mailed, but they are scheduled to go out this week. The duck calls will go first followed by the jumper cables. 5. Discussion of Quarterly Newsletter John Mark Bonnot was absent and this discussion was postponed. 6. Update on CommerciaVIndustrial Development Gary Sieb reviewed the monthly update prepared by John Mark Bonnot and there continues to be significant interest and activity in retail/commercial development. 7. Other Business Jim Dippold brought up the fact that the Partnership was asked by Council to recommend what direction it should be headed in as we enter 1997. The motion was made and seconded to form a strategic group to determine how the Partnership should evolve in 1997. The group will consist of Bronwyn Brock, Jim Dippold, Bill Rohloff, Dixon Rich and Jim Witt. Jim Dippold will chair the group. (Continued on other side) Bill Herries asked if anyone planned to attend Senator Jane Nelson's briefing on economic development on April 23. Mayor Morton plans to attend. The video for Coppell with a slant to economic development was again discussed. Bronwyn Brock suggested putting together a planning group to develop a script. It should include sections on quality of life regarding residential, parks, Kid Kountry, etc., Jim Witt's slide presentation, and interviews with selected corporate people like Michael Dupey, etc. Since the best time weather-wise to shoot the video is in May to early June, this will need to move along rather quickly. Change #1 AGGRESSIVE TAX ABATEMENT POLICY Coppell has targeted several specific types of businesses that are ideally compatible with the future development plans of the community. To help make Coppell more attractive to those targeted businesses, Coppell offers an aggressive tax abatement policy that helps offset the cost of relocation. The policy provides for a variable abatement rate based on the investment in the community. (Suggest that the Tax Abatement Policy and the Freeport Tax Exemption paragraphs be moved to the end of the sequence since they have a limited application. The Flexible Permitting Process and the Pro -Business City Council paragraphs apply to all businesses moving to Coppell). Example of order: 1. PRO-BUSINESS CITY COUNCIL, 2.
