MENUTES
The Coppell Economic Development Partnership met at 7:00 p.m. on Wednesday, March 6,
1996, at Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The
following members were present:

1. Call to Order
Chairman Bronwyn Brock called the meeting to order at 7:05 p.m.
2. Approval of Minutes
Approval of minutes was deferred until the April meeting since a quorum was not present.
Bronwyn introduced Peggy Quinn, Chairperson of the City's Telecommunications Board. Peggy
gave the Partnership a brief presentation on a video opportunity through Paragon Cable. The
Telecommunications Board has decided to obtain assistance from this board since the video could be
used as a marketing tool for the City. A script must be developed and Paragon wants to review it
before the video is shot. The prime time for shooting the video is May because of the weather. It
was suggested that Brad Sham be approached about doing the voice over. The video previously
developed by the Economic Development Board was discussed and copies were distributed to Peggy
Quinn and Partnership members for review. It was also suggested that other cities be contacted in
order to obtain copies of their videos to review. The Telecommunications Board meets the third
Tuesday of each month and the next meeting is March 19th. Partnership members are invited.
3. Sales Tax Rebate Recommendation to Council
A draft copy of the Economic Development Grant for Sales Tax Rebate was handed out by
City Manager, Jim Witt. This is tailored to meet the requests of Quill Corporation. Page 5/
Section 5 was reviewed in depth and some edits were recommended in the first sentence:
"The City Council, based on the recommendation of the City Council Economic
Development Advisory Committee, is hereby authorized to provide an economic development
grant for the rebate of sales and use tax generated by a qualified applicant from off-site sales
registered in Coppell."
4. Third Prototype of a Direct Mail Piece
Bill Heroes was not available tonight, so this item was deferred until April.
5. Discussion of a Quarterly Newsletter/Information Piece
Chairperson Brock opened this discussion. She said that since there's currently a lot of
development activity in Coppell, we can certainly fill up a newsletter. Several names and
formats were suggested. After general discussion, consensus was reached to do a newsletter
and John Mark Bonnot will print it. It was suggested that City Staff and Partnership
members provide him with the appropriate information for this newsletter during the regular
meetings and it would be distributed by the end of each month.
6. Review Status of Current Budget Structure
Jim Witt indicated there are funds available to the Partnership for marketing purposes in
Council's contingency funds.
7. Other Business
Gary Sieb gave a brief update on some development activity in Coppell. Kohl Company is
coming in to meet with the City next week. They are interested in a site in Freeport North.
Texas Commerce Bank has been in and appear to be serious about coming to Coppell.
Haverty's has selected the Catellus site, and Vari-Lite should be coming through the platting
process very soon.
With no further business to discuss, the meeting adjourned at approximately 8:05 p.m.
