COPPELL ECONOMIC DEVELOPMENT PARTNERSHIP Monthly Meeting February 7, 19% MUWTES The Coppell Economic Development Partnership met at 7:00 p.m. on Wednesday, February 7, 1996, at Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Bronwyn Brock, Chairperson Jim Witt, City Manager Chuck Sturges, Council Liaison Candy Sheehan, Council Liaison John Mark Bonnot, Chamber President Tim Brancheau Dave Greer Bill Herries Ron Pankey Dixon Rich Bill Rohloff Doug Shaw Gary Sieb Isabelle Moro Kathleen Roach Those absent: Bill Stearman and Jim Dippold. 1. Call to Order Chairman Bronwyn Brock called the meeting to order at 7:15 p.m. 2. Approval of Minutes Minutes of January 1996 meeting were approved. 5. Note: Agenda item 5. was moved to the front since there were invited guests ready to give their presentation regarding the possibility of offering qualifying industries a sales tax rebate. Guest Presentation: A presentation was given by Mr. Bob Hughey and Mr. Ron Walden, from Land Development Services, on sales tax rebates on behalf of Quill Corporation. A period of questions and answers followed. After Mr. Hughey and Mr. Walden left the meeting, there was lengthy discussion about sales tax rebates. City manager, Jim Witt offered to generate some scenarios for specific industries with a sales tax rebate for Partnership members to review at the next meeting. In the meantime, there was general consensus among the group for Jim Witt to say no deal, unless it becomes apparent that Coppell could lose Quill. Then he should find out what the "magic" number really is. 3. Presentation of Direct Marketing Pieces and Distribution Bill Herries brought samples of the direct mailing pieces ready to go. 40 each of the duck calls and the battery jumper cables are to be mailed to a select target group. 25 of each piece will be kept to use as needed. Since these items were covered in last year's budget, Mr. Heroes asked for permission to begin work on the 3rd mailing piece. John Mark handed out a draft of the mailing list for the committee's review. Dixon Rich had some additions. After some discussion, it was decided to send one piece to a select group and second piece to a different group. Also, Bill Herries was given approval to begin work on some prototype concepts for the third piece and bring back to the group. 4. Update on Aerial Map and Pocket Folder Inserts Bill Heroes gave an update on the aerial map and pocket folder inserts. After some discussion, it was agreed that 1000 aerial maps would be ordered from Slocum Printing at a cost of $3,022.00. Also approved was the expenditure of $1,250 to Dallas Aerial Surveys for map work and graphics. In addition, 1500 each of the pocket folder insert pages which need to be changed will be ordered at a cost of $1,500 for each insert. The question was raised whether the zoning map insert should be updated which would cost an additional $400 - $500. All agreed. Dixon Rich suggested that we send out a quarterly information piece to the brokers and developers who are "in the Coppell trenches" every day. Perhaps we could get the developers to chip in half the cost for the printing/mailing. This would include a stat sheet on the sites that are available and the developer contacts. After some discussion, Chairman Brock asked that this idea be brought back at the next meeting. 6. Current Industrial/Commercdial Projects Gary Sieb, Director of Planning, gave the Partnership an update on various development projects: Haverty's, Central Garden, Fritz Companies, and Quill Corporation. 7. Other Business The Park N Fly billboard is up and looks great. John Mark asked the committee if there was any interest in taking out an ad in the Miss Texas Pageant program. Miss Coppell is a Coppell resident and has asked for community support. There was general consensus not to participate as a committee. To help make Coppell more attractive to those targeted businesses, Coppell offers an aggressive tax abatement policy that helps offset the cost of relocation. The policy provides for a variable abatement rate based on the investment in the community. (Suggest that the Tax Abatement Policy and the Freeport Tax Exemption paragraphs be moved to the end of the sequence since they have a limited application.
