MINUTES OF JULY 15, 2010
The Planning and Zoning Commission of the City of Coppell met in Pre-session at 6:00 p.m.,
and in Regular session at 6:30 p.m., on Thursday, July 15, 2010, in the Council Chambers of
Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas. The following Commissioners
were present:
Gregory Frnka – Chair
Edmund Haas – Vice Chair
Aaron Duncan
Anna Kittrell
Charles Sangerhausen
Consuelo Tankersley
Derek Jett
Also present were Planning Director, Gary Sieb; Assistant Planning Director, Marcie Diamond;
City Planner, Matthew Steer; Graduate Engineer, Michael Garza and Planning Secretary,
Juanita Miles.

1. Briefing on the Agenda
The Planning Commission was briefed on each posted agenda item in the Workshop
Session. No vote was taken on any item discussed.
REGULAR SESSION: (Open to the Public)
2. Call to Order.
Chairman Frnka called the meeting to order.
3. Consider approval of the minutes for June 17, 2010.
Action:
Commissioner Haas made a motion to approve the minutes for June 17, 2010, as written.
Commissioner Duncan seconded; motion carried (7-0) with Commissioners Jett,
Tankersley, Haas, Frnka, Sangerhausen, Duncan and Kittrell voting in favor. None
opposed.
At this time, Commissioner Haas recused himself and abstained from voting, as defined in
Chapter 171 of the Local Government Code, on items 4 and 5.
ITEM # ITEM DESCRIPTION
4. Consider approval of the Old Town Addition, Lots 1-9, Blocks A-G, Preliminary
Plat, to subdivide 23.12 acres of property into nine (9) lots located on land
generally bounded by Bethel Road, Coppell Road, Burns Street and Hammond
Street, at the request of the City of Coppell, being represented by Mindi Hurley,
Economic Development Coordinator.

Presentation:
City Planner, Matthew Steer introduced this case to the Commission showing exhibits.
He stated staff’s recommendation for approval subject to two conditions, which he read
into the record.
Mindi Hurley, Economic Development Coordinator, City of Coppell, 255 Parkway Blvd.,
Coppell, TX, and Trish Hatley, Freese & Nichols, 1701 N. Market Street, Ste. 500, Dallas,
TX, were present to represent this case before the Commission, to address any
questions and stated agreement with staff’s recommendation. Michael Garza from the
Engineering Department addressed questions from the Commission concerning
detention run-off and traffic issues.
Action:
Commissioner Sangerhausen made a motion to approve the Old Town Addition, Lots
1-9, Blocks A-G, Preliminary Plat, to subdivide 23.12 acres of property into nine (9) lots
located on land generally bounded by Bethel Road, Coppell Road, Burns Street and
Hammond Street subject to the following conditions:
A. Landscaping should not interfere with the visibility triangles at the intersections.
B. Additional comments will be generated upon detailed engineering review.
Commissioner Kittrell seconded; motion carried (6-0) with Commissioners Jett,
Tankersley, Frnka, Sangerhausen, Duncan and Kittrell voting in favor. None opposed.
5. Consider approval of the Old Town Addition, Lots 1-9, Blocks A-G, Final Plat, to
subdivide 23.12 acres of property into nine (9) lots located on land generally
bounded by Bethel Road, Coppell Road, Burns Street and Hammond Street, at the
request of the City of Coppell, being represented by Mindi Hurley, Economic
Development Coordinator.
