As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein. Call to Order. 3. Consider approval of the minutes for September 16, 2010. 4. PUBLIC HEARING: Consider approval of Case No. PD-247-LI, Coppell Commerce Center Addition, Lot 3, Block 4, a zoning change request from LI (Light Industrial) to PD-247-LI (Planned Development-247-Light Industrial), to allow site and building modifications on 4.04 acres of land located at the southwest corner of S. Consider approval of the Carter Addition, PH III, Preliminary Plat, to subdivide 20.28 acres of property into twenty-seven (27) single-family residential lots and two (2) common area lots located on the south side of Carter Drive, approximately 925 feet west of Moore Road (441 Carter Drive), at the request of Walter Foss, being represented by Matt Alexander, Dowdey, Anderson and Associates, Inc. CARTER ESTATES, PH I & II (CH): Discussion and consideration of calling a Planning & Zoning Commission public hearing to determine proper zoning on property zoned SF-12 (Single Family-12) and A (Agriculture) located within Carter Additions, Phases 1 & 2, save and except Lot 1, Block 1, of Carter Addition, Phase 1 on approximately 37 acres located south of Bethel School Road and west of Moore Road. 7. Update on Council action for Planning agenda items on September 28 and October 12, 2010: A. Coppell Aquatic & Recreation Center Expansion/Addition, Site Plan Amendment and Replat, to allow a 11,600-square-foot expansion to the existing recreation center, additional parking spaces and to allow the abandonment of a portion of the fire-lane easement located at 234 East Parkway Blvd. B. PD-214R4-C, Arbor Manors Addition, Lot 4R1, Block A - Medical Office and Replat, a zoning change from PD-214R2-C to PD-214R4-C, and a replat of two (2) lots to allow the development of a medical office on Lot 4R1 and the remaining 1.51 acres as Lot 4R2 for future development on property located at the northwest corner of South Denton Tap Road and West Braewood Drive. PD-228R3-HC, Vista Ridge Retail, Lot 2, Block A - Whataburger, a zoning change from PD-228-HC to PD-228R3-HC, to allow a restaurant with drive-thru service on property located on S.H. 121 approximately 210 feet east of North Denton Tap Road. 8.
