Minutes of October 21, 2010
The Planning and Zoning Commission of the City of Coppell met in Pre-session at 6:00 p.m.,
and in Regular session at 6:30 p.m., on Thursday, October 21, 2010, in the Council Chambers
of Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas. The following
Commissioners were present:
Gregory Frnka – Chair

Derek Jett
Also present were Planning Director, Gary Sieb; Assistant Planning Director, Marcie Diamond;
City Planner, Matt Steer; City Attorney, Whitt Wyatt; Civil Engineer, George Marshall; Graduate
Engineer, Michael Garza and Planning Secretary, Juanita Miles.
The purpose of the meeting is to consider the following items:

1. Briefing on the Agenda
The Planning Commission was briefed on each posted agenda item in the Workshop
Session. No vote was taken on any item discussed.
REGULAR SESSION: (Open to the Public)
2. Call to Order.
Chairman Frnka called the meeting to order.
3. Consider approval of the minutes for September 16, 2010.
Action:
Vice Chairman Haas made a motion to approve the minutes for September 16, 2010, as
written. Commissioner Duncan seconded; motion carried (7-0), with Commissioners Jett,
Rios-Tankersley, Haas, Frnka, Sangerhausen, Duncan and Kittrell voting in favor. None
opposed.
4. PUBLIC HEARING:
Consider approval of Case No. PD-247-LI, Coppell Commerce Center Addition, Lot
3, Block 4, a zoning change request from LI (Light Industrial) to PD-247-LI (Planned
Development-247-Light Industrial), to allow site and building modifications on 4.04
acres of land located at the southwest corner of S. Coppell Road and Burns Street
at 815 S. Coppell Road, at the request of CRP Holdings B, LP, being represented by
Mark Pross, Pross Design Group, Inc.

Presentation:
City Planner, Matt Steer introduced this case to the Commission showing exhibits.
elevations and color board. He stated staff’s recommendation for denial because the
Planned Development would legalize the site as proposed and there would be no
incentive to bring the site up to Coppell’s current development standards at a later date.
He also mentioned that five notices were mailed to property owners within 200 feet of this
request and no responses returned in favor or in opposition.
Mr. Mark Pross, Pross Design Group, Inc., 5310 Harvest Hill Road, Suite 180, Dallas
Texas, was present to represent this case before the Commission and to address any
questions. He stated the reasons he was not in agreement with staff’s recommendation.
Ms. Kori Haug, La Terra Studio, 2109 Commerce Street, Dallas Texas, was also present
to answer questions about landscaping concerns.
Public Hearing:
Chairman Frnka opened the Public Hearing, asking for people who wanted to speak in
either favor or opposition or wanted to comment on this request to come forward. No one
spoke.
Action:
After review and discussion, Commissioner Kittrell made a motion to continue the public
hearing for Case No. PD-247-LI, Coppell Commerce Center Addition, Lot 3, Block 4,
to the November 18, 2010 Coppell Planning & Zoning Commission meeting. The
Commission’s continuation was to provide the applicant the opportunity to work with staff
to address their concerns including:
A. Increase the parking count and parking lot efficiency.
B. Submit an exhibit showing the onsite truck circulation and maneuvering patterns.
C. Increase the landscape areas, overstory tree count and screening of the truck
courts and dock doors.
Vice Chairman Haas seconded; motion; carried (7-0), with Commissioners Jett, Rios-
Tankersley, Haas, Frnka, Sangerhausen, Duncan and Kittrell voting in favor. None
opposed.
5. Consider approval of the Carter Addition, PH III, Preliminary Plat, to subdivide
20.28 acres of property into twenty-seven (27) single-family residential lots and two
(2) common area lots located on the south side of Carter Drive, approximately 925
feet west of Moore Road (441 Carter Drive), at the request of Walter Foss, being
represented by Matt Alexander, Dowdey, Anderson and Associates, Inc.

Presentation:
Assistant Director, Marcie Diamond introduced this case to the Commission showing
exhibits. She stated that staff is recommending approval subject to conditions, which she
read into the record.

Mr. Matt Alexander, Dowdey, Anderson & Associates, Inc., 5225 Village Creek Drive,
Plano Texas, & Mr. Bill Dahlstrom, Jackson Walker L.L.P. (representing the owners, Mr.
& Mrs. Walter Foss), 901 Main Street, Suite 6000, Dallas Texas, were present to
represent this case, to address any questions and was in agreement with all of staff’s
recommendations.
As a courtesy, the Commission permitted public testimony from the following person:
Brian Rathe, 501 Carter Drive, Coppell Texas, representing homeowners on Carter Drive
and Christi Lane, spoke in opposition to the request.
Action:
Commissioner Sangerhausen made a motion to approve the Carter Addition, PH III,
Preliminary Plat, to subdivide 20.28 acres of property into twenty-seven (27) single-
family residential lots and two (2) common area lots located on the south side of Carter
Drive, approximately 925 feet west of Moore Road at 441 Carter Drive. The following
conditions will be required at the time of the Final Plat/Replat submission:
A. Submission of a Detail Landscape Plan for the Common Area Lots and HOA
documents to ensure their maintenance.
B. Park Development fees in the amount of $1,285.00 per lot will be assessed and
required to be paid prior to recordation of the plat.
C. An estimated contribution in the amount of $161,900.00 to the City of Coppell
Reforestation & Natural Areas fund will be required prior to the removal of any
trees from the site.
D. Additional comments may be generated during detailed engineering plan review,
including further evaluation of drainage.
Commissioner Rios-Tankersley seconded; motion carried (6-0) with Commissioners
Rios-Tankersley, Haas, Frnka, Sangerhausen, Duncan and Kittrell voting in favor. None
opposed. Commissioner Jett did not vote and exited the meeting. Mr. Sieb stated for the
record, that Derek Jett had resigned from the Planning & Zoning Commission.
6. CARTER ESTATES, PH I & II (CH):
Discussion and consideration of calling a Planning & Zoning Commission public
hearing to determine proper zoning on property zoned SF-12 (Single Family-12) and
A (Agriculture) located within Carter Additions, Phases 1 & 2, save and except Lot 1,
Block 1, of Carter Addition, Phase 1 on approximately 37 acres located south of
Bethel School Road and west of Moore Road.
Presentation:
Assistant Director of Planning, Marcie Diamond introduced this request by the existing
property owners to call a public hearing for November 18, 2010, to determine proper
zoning for property located within Carter Additions, Phases 1 & 2.
Action:
Vice Chairman Haas made a motion to approve the request to call a public hearing to
determine proper zoning on property zoned SF-12 (Single Family-12) and A (Agriculture)
located within Carter Additions, Phases 1 & 2, save and except Lot 1, Block 1, of Carter
Addition, Phase 1. Commissioner Sangerhausen seconded; motion carried (6-0), with
Commissioners Rios-Tankersley, Haas, Frnka, Sangerhausen, Duncan and Kittrell voting
in favor. None opposed.
