MINUTES OF NOVEMBER 18, 2010
The Planning and Zoning Commission of the City of Coppell met in Pre-session at 6:00
p.m., and in Regular session at 6:30 p.m., on Thursday, November 18, 2010, in the
Council Chambers of Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas.
The following Commissioners were present:
Gregory Frnka – Chairman
Edmund Haas – Vice Chairman

Charles Sangerhausen
Consuelo Rios-Tankersley
Also present were Planning Director, Gary Sieb; Assistant Planning Director, Marcie
Diamond; City Planner, Matt Steer; Graduate Engineer, Michael Garza; Economic
Development Coordinator, Mindi Hurley; Parks Operations Manager, John Elias and
Planning Secretary, Juanita Miles.

1. Briefing on the Agenda.
The Planning Commission was briefed on each posted agenda item in the
Workshop Session. No vote was taken on any item discussed.
REGULAR SESSION: (Open to the Public)
2. Call to Order.
Chairman Frnka called the meeting to order.
3. Consider approval of the minutes for October 21, 2010.
Vice Chairman Haas made a motion to approve the minutes for October 21,
2010, as written. Commissioner Sangerhausen seconded; motion carried (6-0)
with Commissioners Rios-Tankersley, Haas, Frnka, Sangerhausen, Duncan
and Kittrell voting in favor. None opposed.
4. PUBLIC HEARING:
Consider approval of Case No. PD-248-SF-18 (CH) Carter Estates, zoning
change from SF-12 (Single Family-12) and A (Agriculture) to PD-248-SF-
18 (Planned Development 248-Single Family-18), to establish zoning
which is reflective of the existing development and lotting patterns within
this 38 acres of property generally located south of Bethel School Road,
west of Moore Road and north of Belt Line Road (DART ROW).

Presentation:
Assistant Planning Director, Marcie Diamond introduced this case to the
Commission showing exhibits. She mentioned that 79 notices were mailed to
property owners within 200 feet of this request; nine (9) returned in favor and
two (2) returned in opposition. The two in opposition were located outside the
area of request. She stated staff’s recommendation for approval with
conditions, which she read into the record.
Public Hearing:
Chairman Frnka opened the Public Hearing, asking for people who wanted to
speak either in favor or opposition or wanted to comment on this request to
come forward. The following person spoke:
Burt Odom, 433 Carter Drive, Coppell, Texas, spoke in favor of the request.
Chairman Frnka closed the public hearing.
Action:
Commissioner Sangerhausen made a motion to approve Case No. PD-248-
SF-18 (CH) Carter Estates, zoning change from SF-12 (Single Family-12) and
A (Agriculture) to PD-248-SF-18 (Planned Development 248-Single Family-18)
subject to Detail Site Plan and Conditions, Vice Chairman Haas seconded;
motion carried (6-0), with Commissioners Rios-Tankersley, Haas, Frnka,
Sangerhausen, Duncan and Kittrell voting in favor. None opposed.
5. CONTINUED PUBLIC HEARING:
Consider approval of Case No. PD-247-LI, Coppell Commerce Center
Addition, Lot 3, Block 4, a zoning change request from LI (Light
Industrial) to PD-247-LI (Planned Development-247-Light Industrial), to
allow site and building modifications on 4.04 acres of land located at the
southwest corner of S. Coppell Road and Burns Street (815 S. Coppell
Road) at the request of CRP Holdings B, LP, being represented by Mark
Pross, Pross Design Group.

Presentation:
City Planner, Matt Steer reintroduced this continued public hearing to the
Commission showing exhibits, elevations and color renderings. Although
significant modifications have been made to the landscaping and parking areas
since the initial meeting with the applicant, he stated staff still cannot support
this zoning request to create a legal conforming site as presented and
recommended denial. Mr. Steer mentioned that four (4) notices were mailed to
property owners within 200 feet of this request; none returned in favor or in
opposition.

Mark Pross, Pross Design Group, Inc., 5310 Harvest Hill Road, Ste. 180,
Dallas, Texas, was present to represent this case before the Commission, to
address any questions and was not in agreement with staff’s recommendation.
Debbie Bunch, CB Richard Ellis, 12901 Senlac Drive, Ste. 200, Farmers
Branch, Texas, the property manager, addressed Commission’s concerns
about size of trucks, traffic in and out of the facility and parking.
Kori Haug, La Terra Studio, 2109 Commerce Street, Dallas, Texas, was
present to address questions from the Commission concerning landscaping.
Public Hearing:
Chairman Frnka opened the Public Hearing, asking for people who wanted to
speak either in favor or opposition or wanted to comment on this request to
come forward. No one spoke. Chairman Frnka closed the public hearing.
Action:
After review and discussion, Commissioner Kittrell made a motion to deny
Case No. PD-247-LI, Coppell Commerce Center Addition, Lot 3, Block 4,
Vice Chairman Haas seconded; motion failed (3-3), with Commissioners Haas,
Frnka, and Kittrell voting in favor of denial. Commissioners Duncan,
Sangerhausen and Rios-Tankersley opposed.
Vice Chairman Haas made a motion to approve Case No. PD-247-LI, Coppell
Commerce Center Addition, Lot 3, Block 4, Commissioner Duncan
seconded; motion failed (3-3), with Commissioners Duncan, Sangerhausen
and Rios-Tankersley voting in favor of approval. Commissioners Haas, Frnka,
and Kittrell opposed; therefore, request was denied due to lack of a majority
vote.
6. PUBLIC HEARING:
Consider approval of Case No. PD-237R2-HC, Lesley Retail, a zoning
change request from A (Agriculture) to PD-237R2-HC (Planned
Development-237 Revision 2-Highway Commercial), to attach a Concept
Site Plan for hotel, office and retail development on 28.14 acres of land
located at the northeast corner of Hackberry Drive and South Belt Line
Road, at the request of Mr. Sam Ramsey, Lesley Properties, Ltd.

City Planner, Matt Steer introduced this case to the Commission showing
exhibits and elevations. Mr. Steer mentioned that five (5) notices were mailed
to property owners within 200 feet of this request; one returned in opposition
and none returned in favor. He stated staff’s recommendation for denial of the
proposed conceptual plan due to the inclusion of a gas station/convenience

store use component, the inconsistencies in the PD plan, and the unresolved
issues associated with Lot 11.
Richard Nordyke, O’Brien & Associates, Inc., 5310 Harvest Hill Road, Ste. 136,
Dallas, Texas, and Todd Jones, Lone Star Realty Advisors (representing the
owners), 314 Fairview Court, Coppell, Texas, were present to represent this
case before the Commission, and to address any questions or concerns from
the Commission.
Public Hearing:
Chairman Frnka opened the Public Hearing, asking for people who wanted to
speak either in favor or opposition or wanted to comment on this request to
come forward. The following people spoke:
Bill Walker & Tom Holland, Billingsley Company, 4100 International
Parkway, Carrollton, Texas, had concerns with site integration with the
adjacent property and the offsite drainage sloping toward the lake on the
adjacent property.
Chairman Frnka closed the public hearing.
Action:
After review and discussion, Commissioner Kittrell made a motion to deny
Case No. PD-237R2-HC, Lesley Retail. Commissioner Sangerhausen
seconded; motion carried (6-0), with Commissioners Rios-Tankersley, Haas,
Frnka, Sangerhausen, Duncan and Kittrell voting in favor of denial. None
opposed.
7. PUBLIC HEARING:
Consider approval of Case No. PD-237R3-HC, QuikTrip, a zoning change
request from PD-237R2-HC (Planned Development-237 Revision 2-
Highway Commercial) to PD-237R3-HC (Planned Development-237
Revision 3-Highway Commercial), to attach a Detail Site Plan to allow a
4,900-square-foot convenience store with eight gas pump islands on 2.03
acres of land located at the northeast corner of South Belt Line Road and
the proposed extension of Dividend Drive, at the request of QuikTrip,
being represented by J.D. Dudley.

exhibits, elevations and color renderings. Mr. Steer mentioned that three (3)
notices were mailed to property owners within 200 feet of this request; none
returned in favor; one returned in opposition from Mr. Henry Billingsley. He
stated staff’s recommendation was for denial due to the land use, site design

and overall appearance not being compatible with what was envisioned for this
location.
JD Dudley, QuikTrip, 1120 N. Industrial Blvd., Euless, Texas, was present to
represent this case before the Commission, to address any questions and was
not in agreement with staff’s recommendation. Joe Fouts, Director of Real
Estate/QuikTrip addressed the Commission’s concerns with the offsite
drainage sloping toward the lake on the adjacent property.

speak either in favor or opposition or wanted to comment on this request to
come forward. The following people spoke:
Jill Hoenig, 411 Woodhurst Drive Coppell Texas, spoke in favor of the
request.
Todd Jones, Lone Star Realty Advisors (Owner’s Representative), 314
Fairview Court, Coppell, Texas, spoke in favor of the request.
Janet Green, 30 Winding Hollow Lane, Coppell, Texas, spoke in favor of
the request.
Eugenia Liese, 458 Copperstone Trail, Coppell, Texas, spoke in favor of the
request.
Chairman Frnka closed the public hearing.
Action:
After review and discussion, Vice Chairman Haas made a motion to deny Case
No. PD-237R3-HC, QuikTrip, Commissioner Kittrell seconded; motion carried
(4-2), with Commissioners Haas, Frnka, Duncan and Kittrell voting in favor of
denial. Commissioners Rios-Tankersley and Sangerhausen opposed.

Planning Director, Gary Sieb introduced the Coppell 2030 Comprehensive
Master Plan Update to the Commission.
Gary Roden, Vice Chair of the Economic Development Committee, 1670 N.
Central Expwy., Dallas, Texas, and Thomas Yantis, BWR, 810 Hesters
Crossing, Round Rock, Texas made their presentations before the
Commission and addressed any questions and/or comments. The following
agenda topics were as follows:
• 2030 Community Input & Vision
• Comprehensive Plan Process
• Key Concepts of the 2030 Comprehensive Plan
• Public Hearing
• Questions & Comments
Public Hearing:
Chairman Frnka opened the Public Hearing, asking for people who wanted to
speak either in favor or opposition or wanted to comment on this request to
come forward. The following person spoke:
Todd Jones, Lone Star Realty Advisors (Owner’s Representative), 314
Fairview Court, Coppell, Texas, had questions and comments about the land
use designations.
Chairman Frnka closed the public hearing.
Action:
Commissioner Sangerhausen made a motion to approve the proposed 2030
Coppell Comprehensive Master Plan update, Vice Chairman Haas seconded;
motion carried (6-0), with Commissioners Rios-Tankersley, Haas, Frnka,
Sangerhausen, Duncan and Kittrell voting in favor. None opposed.
9. Update on Council action for Planning agenda items heard on November
9, 2010:
A. Carter Addition, PH III, Preliminary Plat, to subdivide 20.28 acres of
property into twenty-seven (27) single-family residential lots and
two (2) common area lots located at 441 Carter Drive.
B. An Ordinance for PD-214R4-C, Arbor Manors Addition, Lot 4R1,
Block A, a zoning change from PD-214R2-C to PD-214R4-C, to allow
the development of a medical office on property located at the
northwest corner of South Denton Tap Road and West Braewood
Drive.
C. An Ordinance for PD-228R3-HC, Vista Ridge Retail, Lot 2, Block A
(Whataburger), a zoning change from PD-228-HC to PD-228R3-HC,
