PLANNING AND ZONING CONMSSION
The Planning and Zoning Commission of the City of Coppell met in pre -session at 7 p.m., and
in regular session at 7:30 p.m., on Thursday, August 18, 1994, in the Coppell Town Center,
255 Parkway Boulevard, Coppell, Texas 75019. The following members were present:

Commissioner Larry Wheeler
Commissioner Ray Hildebrand
Also present were Planning Director Gary Sieb, Acting Planning and Zoning Coordinator
Isabelle Moro, and Administrative Secretary Barbara Jahoda. City Engineer Ken Griffin arrived
later.
Commissioner George Redford was absent. The resignation of Don Meador created a vacancy
on the Commission.

Chairman Tunnell called the meeting to order.
3. Invocation
Commissioner Thompson gave the invocation.
4. Approval of Minutes dated July 21, 1994
Commissioner Hildebrand moved to approve the minutes of July 21, 1994, as submitted.
Commissioner Wheeler seconded the motion; motion carried (5-0) with Commissioners
Lowry, Wheeler, Thompson, Tunnell, and Hildebrand voting in favor of approval. None
opposed.

5. PUBLIC HEARING: To consider the approval of Valley Ranch Center. Replat of
Lot B -R3, Lots C and D, located at the southeast corner of MacArthur Boulevard
and Beltline Road, at the request of Brockette-Davis-Drake, Inc.
Planning Director Gary Sieb stated that this item represents a conflict of interest on the
part of Chairman Tunnell. Staff's suggestion was that Chairman Tunnell step down and
the Commission appoint a temporary Chairperson for this public hearing. Chairman
Tunnell entertained a motion for an Acting Chairperson. Commissioner Wheeler moved
that Carl Thompson be appointed Acting Chair. Commissioner Hildebrand seconded the
motion. Motion carried (4-0) with Commissioners Lowry, Wheeler, Tunnell and
Hildebrand voting in favor. None opposed.
Planning Director Gary Sieb introduced Isabelle Moro, who has been working with the
Planning Department this summer as Acting Coordinator, stating that she has a graduate
degree in Planning and is beginning a Ph.D. program at UTA this fall. He then stated
that Isabelle would present this public hearing.
Acting Coordinator Isabelle Moro introduced the item to the Commission, stating that
the applicant is petitioning to move the property line of Lot D up against the Tom Thumb
site, which is Lot C, and add land area from Lot B to keep Lot C in its original size.
Jeffrey Hill, Urban Architecture, 7001 Preston Road, Dallas, TX 75205, was present to
represent the item before the Commission and answer any questions. He stated that this
realignment is being petitioned so that a mirror-image of the shopping complex can be
built on the other side of Tom Thumb. Back in 1989, the original plan was to develop
the entire site, but the developer decided to build only a portion of it. Now that the area
has grown and the demand seems to be there, full development is desired.
Acting Chairman Thompson opened the Public Hearing, asking for people present who
wanted to speak in favor of this proposal to come forward.
There were none.
Acting Chairman Thompson then asked for those present who would like to speak in
opposition to come forward.
There were none.
The public hearing was declared closed.
Commissioner Wheeler made a motion to approve Valley Ranch Center Replat of Lot
B -R , Lots C and D , with the following condition: A signature block needs to be added
to the Replat for the City Secretary's signature. Commissioner Hildebrand seconded the
motion. Motion carried (4-0-1) with Commissioners Lowry, Wheeler, Thompson and
Hildebrand voting in favor of approval. None opposed. Commissioner Tunnell
abstained.
Commissioner Tunnell then rejoined the panel as Chairman, and Acting Chairman
Thompson stepped down.
6. To consider the approval of Birdsong Addition, Preliminary Plat, to allow a single-
family residence on 5 acres of property located east of MacArthur Boulevard, north
of DeForest Road, at the request of R. E. Spiars Engineers.
Planning Director Gary Sieb introduced the item to the Commission, stating that this
property is currently zoned A (Agricultural) and the request is for a single-family
residence to be built of this property. In order to get a building permit, property needs
to be legally platted. Staff recommends approval, subject to the following conditions:
-escrow will be required for DeForest Road
-sanitary sewer will need to be provided; utility and construction plans are needed
-deletion of alley needs to be resolved
-floodplain and floodway needs to be shown on the plat
-approval of the submitted floodplain study must be procured prior to final plat
approval
-an 8 foot wide concrete trail needs to be constructed within the Hike and Bike
easement, location to be coordinated with Coppell Parks Division
-minimum lot width in an "A" district is 200 feet, this plat shows 155 feet, thus
Board of Adjustment variance must be obtained prior to final plat approval
As a note, Mr. Sieb stated that this development will necessitate a minimum dwelling
unit size of 2400 square feet, maximum lot coverage of 10%, (based on the Zoning
Ordinance which says that if you build a Single Family unit in an Agriculture district,
these guidelines must be met). In speaking with the applicant, this house will be in
excess of this guideline.
Discussion ensued regarding the allowance of water wells and septic tanks on more than
3 acres of land. Mr. Sieb stated that water wells and septic tanks could be
recommended; however, the City of Coppell's policy has been with new development,
because of heath, safety, welfare and sanitation purposes, no new development can have
septic tanks or water wells for drinking water purposes. Staffs position is that a sanitary
sewer provision must be complied with (the water line already comes down DeForest
Road).
Bruce Birdsong, 3140 Bird Trail, Farmers Branch, TX, and owner of said property, was
present to represent this item before the Commission and answer any questions. He
stated that a small home is currently on this property and it is hooked up to the City
water supply and has a septic tank. He is asking permission to build a house using the
same services which are being used now; he is requesting that the Hike and Bike Trail
be constructed when the surrounding properties build theirs, and is also requesting that
the escrow money which is requested for the reconstruction and widening of DeForest
be deferred until such construction takes place.
Considerable discussion followed.

Commissioner Thompson made a motion to approve Birdsong Addition, Preliminary Plat
with the following conditions: (1) escrow will be required for DeForest Road; (2) a

7. Reconsideration of a Final Plat for Latter Day Saints Addition located along the
south side of MacArthur Boulevard, approximately 700 feet east of Samuel
Boulevard, at the request of Dowdey, Anderson & Associates.
Planning Director Gary Sieb introduced the item to the Commission, stating that this
Plat was approved by the Commission in November of 1993 and subsequently approved
by Council in December of 1993 with 3 conditions which needed to be met: (1) all
easements needed to be shown on the face of the Plat, (2) construction plans needed to
be provided for the off-site sanitary sewer and also for the deceleration lane on
MacArthur, and (3) an off-site 20 -foot wide utility easement was required from the
school property to allow for the installation of the off-site sanitary sewer line. Those
conditions were met. The Final Plat was not filed for record within 6 months of the
December 14, 1993, approval date for a variety of reasons. State law states that if a plat
is not recorded within 6 months, it must go back through the entire process. The
construction plans are the same, the plat is thesame, staffs review is the same. Staff,
again, recommends approval of this Final Plat.
Tom Killebrew, 1672 Fagan, Fort Worth, TX, was present to represent this item before
the Commission and answer any questions.
Commissioner Lowry made a motion to approve the Final Plat for Latter Day Saints
Addition. Commissioner Wheeler seconded the motion. The motion carried (5-0) with
Commissioners Lowry, Wheeler, Thompson, Tunnell, and Hildebrand voting in favor.
None opposed.
8. Election of a new Vice Chairman to replace Don Meador, who resigned because of
a corporate transfer.
Planning Director Gary Sieb introduced the item to the Commission, suggesting that
since interviews will be held next Monday evening for candidates desiring to become
Planning and Zoning Commission members, perhaps the Vice Chair's position should not
be filled until we have a full set of Commission members and then at that time, appoint
a new Vice Chair. Since only one meeting remains for the year, it is suggested that we
wait until October to elect new officers.
No action was required.

9. General discussion concerning planning and zoning issues.
A. Discussion to consider a C.P.C.-called hearing to determine proper
zoning on recently annexed property:
a. a 3.79 acre tract of land located along the north side of east
Beltline Road in close proximity to the existing eastern City
limit line, and
b. a 1.06 acre strip of land located along the west side of Denton
Tap Road and generally north of Highland Road (in Lewisville,
TX).
Planning Director Gary Sieb stated that this is more of a housekeeping endeavor
than anything else. Once land is annexed into the City, it comes in with
Agricultural zoning and we need to place an appropriate zoning on this land that
is typical of what the land use might be. Because proper zoning needs to be
identified, staff is asking for an authorized public hearing, probably in September,
to determine proper zoning.
Commissioner Thompson made a motion to call a Coppell Planning Commission
public hearing to determine proper zoning for both the 3.79 acre tract of land on
the north side of East Beltline Road and the 1.06 acre strip of land along the west
side of Denton Tap Road. Commissioner Hildebrand seconded the motion.
Motion carried (5-0) with Commissioners Lowry, Wheeler, Thompson, Tunnell
and Hildebrand voting in favor. None opposed.
B. Pending lawsuit.
Planning Director Gary Sieb stated that the firm of Cooper, Huddleston and
Aldous has been hired to assist in the C.E.D. lawsuit regarding the rezoning of
the property at MacArthur Boulevard and Beltline Road. Members of that firm
may be calling each member in the future and Mr. Sieb wanted the Commission
to be aware of this.
With nothing further to discuss, the meeting adjourned at 8:10 p.m.
