PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in Special Session in pre -
session at 7 p.m., and in regular session at 7:30 p. m., on Monday, April 25, 1994, in the
Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members
were present:

Also present were City Attorney Robert Dillard, Planning Director Gary Sieb, and
Administrative Secretary Barbara Jahoda.
Commissioner George Redford was absent.

Commissioner Thompson gave the invocation.

5. PUBLIC HEARING: To consider approval of a zoning change, Case #ZC-561(CH)
from HC (Highway Commercial), LI (Light Industrial), and PD (FP) to any appropriate
zoning district classification, including, but not limited to, SF -7, SF -9, SF -12, SF -18,
SF -ED, PD (FP), HC, and/or LI on approximately 200 acres of land located along the
west side of Denton Tap Road, north of Denton Creek.
Director of Planning Gary Sieb introduced the item to the Commission, stating this is the
2nd authorized Public Hearing that the Commission is conducting to determine proper
zoning throughout Coppell. There are five hearings to be conducted this evening and
because this is a Commission -called Public Hearing, there is no applicant, per se.
Therefore, the Commission will hear from any interested parties, be they property
owners, citizens of the community, consultant/advisors, etc. The Commission will be
interested in any information relevant to the hearing process, and at the conclusion of the
Public Hearing, will use that information in arriving at a recommended course of action.
Because the Planning Commission is a recommending body only, any action taken at the
Hearing will be forwarded to Council for final disposition on May 24th.
The Planning Commission had several workshop sessions in which they discussed this
case, and the final conclusion, based on those workshop sessions, was that the HC zoning
which is adjacent to the 121 by-pass that runs from east to west across this property and
also the areas along Denton Tap Road that run north/south, retain the HC (Highway
Commercial) zoning. In addition, the Commission recommended that the area north of
the HC, along the 121 by-pass and west of the HC along Denton Tap Road be changed
from an LI classification to an SF classification. Further, the Commission, in the
workshops, had recommended that the area south of the HC, along the 121 by-pass, and
again west of the HC along Denton Tap Road, currently zoned LI, also be rezoned to
Single Family classification, and finally, the PD -FP at the lower portion of the tract of
the 200 acres (roughly 30 acres) retain its PD -FP designation.
Chairman Tunnell opened the public hearing and asked that speakers limit their
comments to three minutes, inviting them to address the Commission, stating their names
and addresses for the record. Those wishing to speak were:
Bill Anderson, Dowdey Anderson & Associates, representing the developer of the
property, Ron Frase. Mr. Anderson stated that they planned to come forward
to staff next month with a proposed use of some of this property for residential
use. He asked that this particular zoning case be tabled until they can make this
presentation to staff next month.
The Public Hearing was declared closed.
Considerable discussion followed with questions asked of Mr. Ron Frase, Eastern
Development, 101 West Renner, Richardson, as to what his intentions are regarding
future development.

Commissioner Meador made a motion to continue ZC-561(CH) until the June 16th
Planning & Zoning Commission Meeting. Commissioner Hildebrand seconded the
motion. Motion carried (6-0) with Commissioners Alexander, Wheeler, Thompson,
Tunnell, Meador and Hildebrand voting in favor. None opposed.
6. PUBLIC HEARING: To consider approval of a zoning change, Case #ZC-562(CH)
from LI and R to any appropriate zoning district classification, including, but not limited
to, SF -7, SF -9, SF -12, SF -18, SF -ED, MF -1, FP and/or HC, on approximately 20C
acres of land located east of Highway 121 and north of Denton Creek, extending east to
the property commonly known as the "Magnolia Property", and north to the Coppell city
limit line.
Planning Director Gary Sieb introduced the item to the Commission, stating that this is
an approximate 200 acre tract of land. The Planning Commission, through the workshop
session; listening to comments from the citizens, and based on the input of the
Commission subcommittee, has recommended HC zoning as a buffer to 121 on both
sides as it swings across the property; on the south side of the HC (south of the by-pass)
a Single Family designation, changing the LI and R to SF; and the area contained within
the Flood Plan, retain that designation. On the north side of 121, the suggestion was that
there be a HC buffer (roughly 250' wide) adjacent to the 121 by-pass and the area north
of that be designated MF -1 density.
Chairman Tunnell opened the public hearing. Those persons wishing to speak were:

Commissioner Meador made a motion to approve the rezoning of ZC-562(CH) with the
land immediately adjacent to Denton Creek be zoned FP; the land immediately north of
the FP be zoned SF -9 up to a strip of land that is 250' wide adjacent to the 121 by-pass,
which would be zoned HC; immediately to the north of the 121 by-pass would be another
250' strip zoned HC and the property to the north be rezoned MF -1. Commissioner
Thompson seconded the motion. Motion carried (6-0) with Commissioners Alexander,
Wheeler, Thompson, Tunnell, Meador and Hildebrand voting in favor. None opposed.
7. PUBLIC HEARING: To consider approval of a zoning change, Case #ZC-563(CH)
from R and TH-2 to any appropriate zoning district classification, including, but not
limited to, SF -7, SF -9, SF -12, SF -18, SF -ED, and/or R at the corner of Sandy Lake and
Coppell Road, on a total of approximately 15 acres of land located at the east intersection
of Thweatt and Coppell Roads.
Planning Director Gary Sieb introduced the item to the Commission, stating the
Commission, at its workshop sessions, recommended that the area that is zoned TH-2,
adjacent to Coppell Road, be rezoned to a Single Family classification; that Single
Family classification be carried down into the Retail area, and the corner of Thweatt and

Coppell, across from the power station, be retained Retail.
Chairman Tunnell opened the public hearing. Those persons wishing to speak were:

Commissioner Thompson made a motion that ZC-563(CH) zoning be changed from R
and TH-2 to SF -7 (Single Family -7), with the exception of 1 acre tract of land at the
corner of Thweatt and Coppell Roads, which would remain R (Retail). Commissioner
Meador seconded the motion. The motion carried (6-0) with Commissioners Alexander,
Wheeler, Thompson, Tunnell, Meador, and Hildebrand voting in favor. None opposed.
8. PUBLIC HEARING: To consider approval of a zoning change, Case #ZC-564(CH)
from C (Commercial) to any appropriate zoning district classification, including, but not
limited to, SF -7, SF -9, SF -12, SF -18, and/or SF -ED, on approximately 5 acres located
on a tract of land north of WynnPage subdivision and west of Lone Star Gas utility line.
Planning Director Gary Sieb introduced the item to the Commission, stating the
Commission, at its workshop sessions, recommended Single Family designation for this
triangular piece of Commercial property primarily so that the WynnPage Subdivision
stub -out street could extend north and give access to this property, which is landlocked.
Chairman Tunnell opened the public hearing. Those persons wishing to speak were:
Paul Shea, 259 Tealwood Drive, President of WynnPage Homeowners Assoc.,
who presented a petition to the Commission, recommending the rezoning
of the entire C (Commercial) tract of land, bordering WynnPage to the
north, west of Denton Tap and south of the Kentucky Fried Chicken be
rezoned SF -9 or SF -12.

Commissioner Thompson made a motion that ZC-564(CH) be rezoned from C
(Commercial) SF -9 (Single Family -9). Commissioner Meador seconded the motion.
The motion carried (6-0) with Commissioners Alexander, Wheeler, Thompson, Tunnell,
Meador, and Hildebrand voting in favor. None opposed.
9. PUBLIC HEARING: To consider approval of a zoning change, Case #ZC-565(CH)
from C (Commercial) to O (Office) on approximately 10 acres of land located at the
northwest corner of Denton Tap Road and Bethel School Road.
Planning Director Gary Sieb introduced the item to the Commission, stating that the
Commission, at the workshop sessions, recommended this property be rezoned to O
(Office) as the most appropriate zoning.
Chairman Tunnell opened the public hearing. Those persons wishing to speak were:

Commissioner Meador made a motion that ZC-565(CH) be rezoned from C
(Commercial) to O (Office). Commissioner Hildebrand seconded the motion. The
motion carried (6-0) with Commissioners Alexander, Wheeler, Thompson, Tunnell,
Meador and Hildebrand voting in favor. None opposed.
With nothing further to discuss, the meeting adjourned at 9:30 p.m.
