PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in
pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on
Thursday, May 21, 1992, in the Coppell Town Center, 255 Parkway Boulevard,
Coppell, Texas 75019. The following members were present:
Commissioner, Charles Cotten
Commissioner, Melvin Gross
Commissioner, George Redford
Commissioner, Marsha Tunnell
Commissioner, Carl Thompson
Commissioner, Don Meador
Chairman Robert Green was absent.
Also present were Director of Planning & Community Services Gary L. Sieb,
City Engineer Ken Griffin and Administrative Secretary Linda Glidewell.
Commissioner Redford called the meeting to order. Commissioner Gross
moved to appoint Commissioner Redford as acting Chairman for the night.
Commissioner Cotten seconded the motion; motion carried (6-0) with
Commissioners Meador, Thompson, Cotten, Tunnell, Redford and Gross voting
in favor of the motion.
Everyone was then asked to stand while Commissioner Gross gave the
invocation.
Item 4: Approval of Minutes of April 16, 1992
Commissioner Gross moved to approve the minutes of April 16,
1992, as submitted. Commissioner Meador seconded the motion;
motion carried (6-0) with Commissioners Meador, Thompson,
Cotten, Tunnell, Redford and Gross voting in favor of the
motion.
Item 5: PUBLIC HEARING: To consider approval of a zoning change, Case
#S-1059, from (LI) Light Industrial to (LI -SUP) Light Industrial
Special Use Permit, for the operation of a restaurant, located
near the southwest corner of MacArthur Boulevard and Beltline
Road, at the request of Wendy's Restaurants.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that the street trees shown on the
face of the plans; however, the streetscape plan states they
should be cedar elms. He further stated that parking spaces
should contain 180 square feet. Staff would recommend approval
subject to these changes.

Mr. Mark McCain of Prizm Architects was present to represent
this item before the Commission and answer any questions.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Again there were none. The public
hearing was then declared closed.
Following discussion, Commissioner Meador moved to approve Case
#S-1059, with the following conditions:
1) Cedar Elms be used in the streetscape, and
2) all parking areas should contain 180 square feet
Commissioner Cotten seconded the motion; motion carried (6-0)
with Commissioners Meador, Thompson, Cotten, Tunnell, Redford
and Gross voting in favor of the motion.
Item 6: PUBLIC HEARING: To consider approval of a replat of Valley
Ranch Plaza, Paris E, F & G, located near the southwest corner of
MacArthur Boulevard and Beltline Road, at the request of Wendy's
Restaurants.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that staff would recommend approval
subject to the same conditions as placed on the zoning case, and
that the fire lane meet approval of the Fire Department.
Mr. Eugene Middleton of Winkleman and Associates was present to
represent this item before the Commission and answer any
questions.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Again there were none. The public
hearing was then declared closed.
Following discussion, Commissioner Cotten moved to approve the
replat of Valley Ranch Plaza, Pads E, F & G, as submitted.
Commissioner Meador seconded the motion; motion carried (6-0)
with Commissioners Meador, Thompson, Cotten, Tunnell, Redford
and Gross voting in favor of the motion.

Item 7: PUBLIC HEARING: To consider approval of a zoning change, Case
#PD -126, (Fountain Park Addition), from (TH-1) Town House -1, to
(PD -SF -7) Planned Development Single -Family -7, located along the
north side of Sandy Lake Road, and approximately 8361 west of
MacArthur Boulevard, at the request of Matthews Southwest
Investments.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this request in located on 8.3
acres of land, containing 30 single-family lots, and contains a
slightly revised street system, from the one provided in the
Commissioners packets.
Mr. Tim House of Matthews Southwest was present to represent
this item before the Commission and answer any questions.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Again there were none. The public
hearing was then declared closed.
Following discussion, Commissioner Gross moved to approve Case
#PD -126, with the following conditions:
1) with a maximum of 30 single-family residences,
2) the entrance drive be made to line up with Sugarberry Drive
in Lot 1, to the west of the drive,
3) the entrance be as aesthetically pleasing as possible,
4) that there be lighting and benches in the open space, and
the fountain be built if possible, and
5) minimum building side yards be 6' as shown on the plat
6) there be a minimum 1800 square foot house size
Commissioner Meador seconded the motion; motion carried (4-2)
with Commissioners Meador, Thompson, Cotten and Gross voting in
favor of the motion and Commissioners Tunnell and Redford voting
against the motion.
Item 8: Consider approval of a preliminary plat for Fountain Park
Addition, located along the north side of Sandy Lake Road, and
approximately 836' west of MacArthur Boulevard, at the request
of Matthews Southwest Investments.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that staff had originally
recommended denial of this plat; however, since Commission has
voted to approve the zoning case, staff would recommend approval
of the preliminary plat with the same conditions as placed on
the zoning case.

Mr. Tim House of Matthews Southwest was present to represent
this item before the Commission and answer any questions.
Following discussion, Commissioner Meador moved to approve the
preliminary plat of Fountain Park Addition with the following
conditions:
1) with a maximum of 30 single-family residences,
2) the entrance drive be made to line up with Sugarberry Drive
in Lot 1, to the west of the drive,
3) the entrance be as aesthetically pleasing as possible,
4) that there be lighting and benches in the open space, and
the fountain be built if possible, and
5) minimum building side yards be 6' as shown on the plat
6) there be a minimum 1800 square foot house size
7) that there be no alleys except where shown on the plat
Commissioner Gross seconded the motion; motion carried (4-2)
with Commissioners Meador, Thompson, Cotten and Gross voting in
favor of the motion, and Commissioners Tunnell and Redford
voting against the motion.
Item 9: PUBLIC HEARING: To consider approval of a zoning change, Case
#PD -125, (Waters Edge Addition), from (TH-1) Town House -1, to
(PD -SF -7) Planned Development Single -Family -7, located 664'
north of Sandy Lake Road along the west side of MacArthur
Boulevard, at the request of Matthews Southwest Investments.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this request is on a 13.3 acre
tract, originally containing 48 single-family lots. In
conversation with the applicant, the applicant has agreed to
drop two lots making it 46 lots, and therefore asking for
straight SF -7 zoning. Mr. Sieb then stated that staff would
recommend approval of straight SF -7 zoning.
Mr. Tim House of Matthews Southwest investments was present to
represent this item before the Commission and answer any
questions.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Again there were none. The public
hearing was then declared closed.

Following discussion, Commissioner Tunnell moved to approve Case
#PD -125 as straight SF -7 zoning, rather than the PD -SF -7
requested. Commissioner Cotten seconded the motion; motion
carried (6-0) with Commissioners Meador, Thompson, Cotten,
Tunnell, Redford and Gross voting in favor of the motion.
Item 10: Consider approval of a preliminary plat of Waters Edge Addition,
located 664' north of Sandy Lake Road along the west side of
MacArthur Boulevard, at the request of Matthews Southwest
Investments.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that since the zoning was approved
as straight SF -7, the plat needs to be revised to show the
elimination of the two lots, then staff would recommend approval.
Mr. Tim House of Matthews Southwest was present to represent
this item before the Commission and answer any questions.
Following discussion, Commissioner Gross moved to approve the
preliminary plat of Waters Edge, with the zoning amended to
SF -7, and with the elimination of the two lots. Commissioner
seconded the motion; motion carried (6-0) with Commissioners
Meador, Thompson, Cotten, Tunnell, Redford and Gross voting in
favor of the motion.
Item 11: PUBLIC HEARING: To consider approval of a zoning change, Case
#PD -127 (Park Estates), from (LI) Light Industrial to (PD -SF -7,
9 & 12) Planned Development Single Family -7, 9 & 12, at the
request of Jim Sowell Construction Company.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that he had received a letter from
the applicant asking to have this case removed from the agenda.
Therefore, Commission would need to deny the zoning case without
prejudice.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Again there were none. The public
hearing was then declared closed.
Following discussion, Commissioner Cotten moved to deny Case
#PD -127 without prejudice. Commissioner Tunnell seconded the
motion; motion carried (6-0) with Commissioners Meador,
Thompson, Cotten, Tunnell, Redford and Gross voting in favor of
the motion.

Item 12: To consider approval of a final plat of Gibbs Station Addition,
Phase I, located at the northeast corner of MacArthur Boulevard
and Alien Road, at the request of Gibbs Station, Ltd.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that staff would recommend approval
of this final plat subject to the following four conditions:
1) no alley requirements on Lots 1-13, Block E,
2) all appropriate conditions of affected City departments be
complied with, including needed sewer and drainage
easements on Lots 1-2, 9, 10, 11 & 12 in Block E,
3) that the provisions of the March 17, 1992, letter be met,
4) that the requirements of the Lakes of
Coppell Homeowners Association be met
Following discussion, Commissioner Gross moved to approve the
final plat of Gibbs Station Addition, Phase I, with the
following conditions:
1) no alley requirements on Lots 1-13, Block E,
2) all appropriate conditions of affected City departments be
complied with, including needed sewer and drainage
easements on Lots 1-2, 9, 10, 11 & 12 in Block E,
3) that the provisions of the March 17, 1992, letter be met,
that letter is attached,
4) that the requirements of the Lakes of Coppell Homeowners
Association be met

with Commissioners Meador, Thompson, Cotten, Tunnell, Redford
and Gross voting in favor of the motion.
Item 13: PUBLIC HEARING: To consider approval of a zoning change, Case
#ZC-538, (Parks of Coppell, Sections 1-4), from (TC & MF -2) Town
Center and Multi -Family -2 to (SF -7) Single -Family -7, located at
the southeast corner of Parkway Boulevard and Heartz Road (Tract
1), the northeast corner of Parkway Boulevard and Denton Tap
Road (Tract 2), the southwest corner of Denton Tap Road and
Parkway Boulevard (Tract 3), and northwest of the High School
Access Road and north of Parkway Boulevard (Tract 4), at the
request of Dan Dowdey and Associates.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this zoning request has been
divided into four different parcels. He also stated that staff
would like to go on record as stating that we feel residential
zoning is appropriate here; however, there will be an active

City park in this area, and the people moving into this
subdivision need to be advised there will eventually be baseball
diamonds and soccer fields, as well as lighting (that comment
was addressed to Tract 2). Mr. Sieb then stated that if the
hill is to come down, screening needs to be addressed (that
comment was addressed to Tract 3).
Mr. Bill Anderson of Dan Dowdey & Associates was present to
represent this item before the Commission and answer any
questions.
Commissioner Redford then opened the public hearing and asked
for persons wishing to speak in favor of the request. There
were none. He then asked for persons wishing to speak in
opposition to the request. Those persons speaking were:

The public hearing was then declared closed.
Following discussion, Commissioner Cotten moved to approve the
zoning on Tract 1 from (TC) to (SF -7), as submitted.
Commissioner Gross seconded the motion; motion carried (6-0)
with Commissioners Meador, Thompson, Cotten, Tunnell, Redford
and Gross voting in favor of the motion.
Following discussion, Commissioner Cotten moved to approve the
zoning on Tract 2 from (TC) to (SF -7). Commissioner Gross
seconded the motion; motion carried (4-2) with Commissioners
Meador, Cotten, Redford and Gross voting in favor of the motion,
and Commissioners Tunnell and Thompson voting against the motion.
Following discussion, Commissioner Cotten moved to deny the
zoning change request on Tract 3. Commissioner Meador seconded
the motion; motion carried (3-3) with Commissioners Meador,
Cotten and Tunnell• voting in favor of the motion, and
Commissioners Thompson, Redford and Gross voting against the
motion. Motion failed due to a tie vote. Commissioner Gross
then moved to deny the zoning change request on Tract 3 without
prejudice. Commissioner Thompson seconded the motion; motion
carried (5-1) with Commissioners Meador, Thompson, Tunnell,
Redford and Gross voting in favor of the motion, and
Commissioner Cotten voting against the motion.

Following discussion, Commissioner Cotten moved to approve the
zoning change on Tract 4, from (MF -2) to (SF -12) on perimeter
lots facing on the creek and park, and (SF -9) on all other
lots. Commissioner Meador seconded the motion; motion carried
(6-0) with Commissioners Meador, Thompson, Cotten, Tunnell,
Redford and Gross voting in favor of the motion.
Item 14: To consider approval of a preliminary plat of Parks of Coppell
Section 1, located at the southeast corner of Parkway Boulevard
and Heartz Road, at the request of Dan Dowdey and Associates.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Mr. Bill Anderson of Dan Dowdey and Associates was present to
represent this item before the Commission and answer any
questions.
Following discussion, Commissioner Gross moved to approve the
preliminary plat of Parks of Coppell, Tract I with the following
condition:
1) that they have a cement stabilized base along the creek
Commissioner Tunnell seconded the motion; motion carried (5-1)
with Commissioners Meador, Thompson, Cotten, Tunnell and Gross
voting in favor of the motion, and Commissioner Redford voting
against the motion.
Item 15: To consider approval of a preliminary plat of Parks of Coppell
Section 2, located at the northeast corner of Denton Tap Road
and Parkway Boulevard, at the request of Dan Dowdey and
Associates.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that staff would recommend approval
of the preliminary plat subject to the six conditions as stated
in the staff report.
Following discussion, Commissioner Gross moved to approve the
preliminary plat of Parks of Coppell, Tract 2 with the following
conditions:
1) minimum centerline radius of 200 feet,
2) land adjacent to City Park on north and east boundary not
require an alley,
3) a minimum four foot decorative metal fence with brick
columns separate park land from residential land,

4) homeowners association be formed to

5) any other conditions required of

Section 3, located at the southwest corner of Denton Tap Road
and Parkway Boulevard, at the request of Dan Dowdey and
Associates.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Following discussion, Commissioner Meador moved to deny the
preliminary plat of Parks of Coppell, Tract 3. Commissioner
Tunnell seconded the motion; motion carried (6-0) with
Commissioners Meador, Thompson, Cotten, Tunnell, Redford and
Gross voting in favor of the motion.
Item 17: To consider approval of a preliminary plat of Parks of Coppell
Section 4, located northwest of the High School Access Road and
north of Parkway Boulevard, at the request of Dan Dowdey and
Associates.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Following discussion, Commissioner Tunnell moved to deny the
preliminary plat of Parks of Coppell, Tract 4. Commissioner
Meador seconded the motion; motion carried (6-0) with
Commissioners Meador, Thompson, Cotten, Tunnell, Redford and
Gross voting in favor of the motion.

Following discussion Commissioner Gross moved to approve the
amendments to the Zoning Ordinance as submitted. Commissioner
Cotten seconded the motion; motion carried (6-0) with
Commissioners Meador, Thompson, Cotten, Tunnell, Redford and
Gross voting in favor of the motion.
DISCUSSION
Item 19: Update of the Comprehensive Master Plan Process.
Mr. Sieb stated that the Comprehensive Master Plan update is
still proceeding, and explained that all Commissioners were
provided with a copy of the last meeting's minutes.
Item 20: General discussion concerning platting and zoning issues.
The meeting was then adjourned.
