PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in
pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on Monday,
July 22, 1991, at the Coppell Town Center, 255 Parkway Boulevard, Coppell,
Texas 75019. The following members were present:
Chairman, Joe Munsch
Vice -Chairman, Robert Green
Commissioner, Charles Cotten
Commissioner, Melvin Gross
Commissioner, Lanny Mayo
Commissioner, George Redford
Commissioner, Marsha Tunnell
Also present were Director of Planning and Community Services Gary L. Sieb
and Administrative Secretary Linda Glidewell.
Chairman Munsch called the meeting to order and everyone was asked to
stand while Commissioner Gross gave the invocation.
Item 4: Approval of Minutes of June 20, 1991
The minutes of June 20, 1991 will be presented at the August 15,
1991 Commission meeting.
PUBLIC HEARINGS
Item 5: Consider request for a zoning change, Case #PD -118, from (SF -0)
Single -Family -0, to (PD -SF -9) Planned Development
Single -Family -9, located approximately 2110 feet south of Sandy
Lake Road along the west side of Riverchase Drive, at the
request of Heath and Knight Prcrties.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Mr. Sam Wise, representing Heath and Knight, was present to
represent this item before the Commission and answer any
questions.
Chairman Munsch then opened the public hearing and asked for
persons wishing to speak in opposition to the request. There
were none. He then asked for persons wishing to speak in favor
of the request. Again, there were none. The public hearing was
then declared closed.

Following discussion, Commissioner Gross moved to deny Case
#PD -118 without prejudice. Commissioner Redford seconded the
motion; motion carried (7-0) with Chairman Munsch and
Commissioners Mayo, Redford, Green, Tunnell, Cotten and Gross
voting in favor of the motion.
PLATTING
Item 6: Consider request for a preliminary plat of Riverchase estates
Addition, located 2110 feet south of Sandy lake Road along the
west side of Riverchase Drive, at the request of Heath and
Knight Properties.
Director of Planning Gary L. Sieb stated that this plat is
associated with the zoning case just denied, staff would
recommend that the Commission also deny the plat.
Commissioner Mayo moved to deny the preliminary plat of
Riverchase Estates. Commissioner Tunnell seconded the motion;
motion carried (7-0) with Chairman Munsch and Commissioners
Mayo, Redford, Green, Tunnell, Cotten and Gross voting in favor
of the motion.
Item 7: Consider request for a preliminary plat of Chautaugua Place
Addition, located along the west side of Harris Road, at the
intersection of Harris and Bethel School Road, at the request of
Matthews Investments.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Mr. Tim House of Matthews Investments was present to represent
this item before the Commission and answer any questions.
Following discussion, Commissioner Cotten moved to approve the
preliminary plat of Chautauqua Place along with the request for
no alleys, provided they are not needed for drainage
improvements as determined by staff. Commissioner Gross
seconded the motion; motion carried (7-0) with Chairman Munsch
and Commissioners Mayo, Redford, Green, Tunnell, Cotten and
Gross voting in favor of the motion.
Item 8: Consider request for a preliminary plat of Turnberry Village,
located south of Sandy Lake Road and east of Riverchase Drive,
at the request of Huffines and Partners, Inc.

Director of Planning Gary L. Sieb introduced the item to the
Commission.
Mr. Mike Daniel of Nathan Maier Engineers was present to
represent this item before the Commission and answer any
questions.
Following discussion, Commissioner Gross moved to deny the
preliminary plat of Turnberry Village. Commissioner Tunnell
seconded the motion; motion carried (7-0) with Chairman Munsch
and Commissioners Mayo, Redford, Green, Tunnell, Cotten and
Gross voting in favor of the motion.
Item 9: Consider request for a preliminary plat of Park Estates, North,
located north of S.H. 121 Bypass and west of Denton Tap Road, at
the request of Thompson Interests.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this item is being withdrawn
at the applicants request.
Commissioner Mayo moved to deny the preliminary plat of Park
Estates North. Commissioner Tunnell seconded the motion; motion
carried (7-0) with Chairman Munsch and Commissioners Mayo,
Redford, Green, Tunnell, Cotten and Gross voting in favor of the
motion.
Item 10: Consider request for a preliminary plat of Park Estates, South,
located south of S.H. 121 Bypass and west of Denton Tap Road, at
the request of Thompson Interests.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this item is also being
withdrawn at the applicants request.
Commissioner Redford moved to deny the preliminary plat of Park
Estates South. Commissioner Mayo seconded the motion; motion
carried (7-0) with Chairman Munsch and Commissioners Mayo,
Redford, Green, Tunnell, Cotten and Gross voting in favor of the
motion.
Item 11: Consider request to vacate a final plat of the DTC Addition,
located 1400 feet south of Sandy Lake Road and 200 feet west of
Denton Tap Road, at the request of Siepiela Interests.
Director of Planning Gary L. Sieb introduced the item to the
Commission.

Mr. Lynn Meyer was present to represent this item before the
Commission and answer any questions.
Following discussion, Commissioner Gross moved to approve the
request for vacating the final plat of the DTC Addition.
Commissioner Redford seconded the motion; motion carried (7-0)
with Chairman Munsch and Commissioners Mayo, Redford, Green,
Tunnell, Cotten and Gross voting in favor of the motion.
Item 12: Consider request for a final plat of Wynnpage Addition, located
1400 feet south of Sandy Lake Road and 200 feet west of Denton
Tap Road, at the request of Siepiela Interests.
Director of Planning Gary L. Sieb introduced the item to the
Commission.
Following discussion, Commissioner Tunnel moved to approve the
final plat of the Wynnpage Addition. Commissioner Cotten
seconded the motion; motion carried (7-0) with Chairman Munsch
and Commissioners Mayo, Redford, Green, Tunnell, Cotten and
Gross voting in favor of the motion.
Item 13: Consider request for a name change on a final plat from Villages
of Coppell, Phase 4A, to Grand Lakes Addition, located along the
west side of Allen Road and south of DeForest Road, at the
request of Steve Brooks, Developer.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb stated that this item is being withdrawn
at the applicants request.
Commissioner Cotten moved to deny the name change of Villages of
Coppell, Phase 4A. Commissioner Tunnell seconded the motion;
motion carried (7-0) with Chairman Munsch and Commissioners
Mayo, Redford, Green, Tunnell, Cotten and Gross voting in favor
of the motion.
DISCUSSION
Item 14: General discussion concerning planning and zoning issues.
Director of Planning and Community Services Gary L. Sieb stated
that approximately one year ago the Planning Commission was
appointed as the Advisory Committee to the Impact Fee Ordinance,
as mandated by State Law. State Law also stated that after six

month those fees would need to be reviewed. The Consultant
has reviewed these and prepared a report, which basically
states that the fees should be revised to show a sewer
impact fee of $450.00 and water impact fee of $650.00. He
then stated that the Consultant also recommends the M.U.D.
sewer impact fee should be $225.00. Mr. Sieb stated that
this will go before the Council in August.
