BM 1991-06-20 PZq _ Minutes of June 20, 1991 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on Thursday, June 20, 1991, at the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman, Joe Munsch Commissioner, Charles Cotten Commissioner, Melvin Gross Commissioner, Lanny Mayo Commissioners Green, Redford and Tunnell were absent. Also present were Director of Planning and Community Services Gary L. Sieb and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while Commissioner Gross gave the invocation. Item 4: Approval of Minutes of May 16, 1991 Following discussion, Commissioner Gross moved to approve the minutes of May 16, 1991 as submitted. Commissioner Cotten seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Mayo, Cotten and Gross voting in favor of the motion. PUBLIC HEARINGS Item 5: Consider request for a zoning change, Case #S-1053, from (LI) Light Industrial, to (LI -SUP) Light Industrial Special Use Permit, for the installation of a 641 monopole telephone tower, located approximately 992 feet south of the intersection of Thweatt Road and Royal Lane, along the east side of Royal Lane, at the request of Southwestern Bell Telephone Systems. Director of Planning Gary L. Sieb introduced the item to the Commission. Mr. Peter Kavanaugh of Masterplan was present to represent this item before the Commission and answer any questions. Mr. Kavanaugh then presented a slide show of the area showing the proposed tower and its location. Minutes of June 20, 1991 Planning and Zoning Commission Page 2 Chairman Munsch then opened the public hearing and asked for persons wishing to speak in opposition to the request. There were none. He then asked for persons wishing to speak in favor of the request. Again there were none. The public hearing was then declared closed. Following discussion, Commissioner Mayo moved to approve Case #S-1053, with the following conditions: 1) Tower and antenna may not exceed 64 feet in total height, and 2) All obsolete or unused facilities must be removed within twelve (12) months. Commissioner Cotten seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Mayo, Cotten and Gross voting in favor of the motion. Item 6: Consider request for a zoning change, Case #PD -118, Riverchase Estates, from (SF -0), Single -Family -0, to (PD -SF -9) Planned Development Single -Family -9, located approximately 2110 feet south of Sandy Lake Road, along the west side of Riverchase Drive, at the request of Heath and Knight Properties, Inc. Director of Planning Gary L. Sieb introduced the item to the Commission. Mr. Sieb stated that this item is being postponed at the applicant's request; therefore, staff would recommend denial without prejudice of the plat, and hold the public hearing open for Case #PD -118 until July 18, 1991. Chairman Munsch then opened the public hearing and asked for persons wishing to speak in opposition to the request. There were none. He then asked for persons wishing to speak in favor of the request. Again there were none. The public hearing was then held open until July 18, 1991. Following discussion, Commissioner Cotten moved to hold the public hearing open for Case #PD -118 until July 18, 1991. Commissioner Mayo seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Mayo, Cotten and Gross voting in favor of the motion. Minutes of June 20, 1991 Planning and Zoning Commission Page 3 PLATTING Item 7: Consider request for a preliminary plat of Riverchase Estates, located approximately 2110 feet south of Sandy Lake Road, along the west side of Riverchase Drive, at the request of Heath and Knight Properties, Inc. Following discussion, Commissioner Cotten moved to deny without prejudice the preliminary plat of Riverchase Estates. Commissioner Mayo seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Mayo, Cotten and Gross voting in favor of the motion. DISCUSSION Item 8: General discussion concerning planning and zoning issues. a) Possible special called hearing on July 1, 1991 Director of Planning and Community Services Gary L. Sieb stated that a request had been received by Bill Thompson to hold a special called Planning and Zoning Commission meeting on July 1, 1991, to consider their zoning case and plat. Mr. Sieb explained that in order to meet all state guidelines regarding advertising, July 1st is the only date the hearing could be held on. Following discussion, Commissioner Cotten moved to call a special public hearing on Monday, July 1, 1991, at 7:30 p.m. Chairman Munsch seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Mayo, Cotten and Gross voting in favor of the motion. b) Subdivision name change - from Villages of Coppell, Phase III and Phase IV, to Grand Lakes Addition. Director of Planning Gary L. Sieb stated that the developer has expressed an interest in changing the name of Villages of Coppell, Phase III and Phase IV, to Grand Lakes Addition. Mr. Sieb then stated that staff is not in favor of the change, however, this issue will be coming forward on the next Commission agenda.
