BM 1991-03-21 PZMinutes of March 21, 1991 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on Thursday, March 21, 1991, at the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman, Joe Munsch Commissioner, Melvin Gross Commissioner, Lanny Mayo Commissioner, George Redford Commissioner, Marsha Tunnell Vice -Chairman Green and Commissioner Cotten were absent. Also present were Director of Planning and Community Services Gary L. Sieb, P&Z Coordinator Taryon Bowman and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while Commissioner Gross gave the invocation. Item 4: Approval of Minutes of February 21, 1991 Commissioner Redford stated that Item #10 should state the developers actually built the fences, rather than the homeowners. Commissioner Gross stated he would like Item #7 to state "moved to approve with conditions, one of which was a solid masonry fence being installed". Commissioner Gross moved to approve the minutes of February 21, 1991 with the noted changes. Commissioner Tunnell seconded the motion; motion carried (3-0-2) with Chairman Munsch and Commissioners Gross, Redford and Tunnell voting in favor of the motion, and Vice -Chairman Munsch and Commissioner Mayo abstaining due to the fact that they were not at the February 21 meeting. PUBLIC HEARINGS Item 5: Consider request for a zoning change, Case #S-1052, from (SF -12) Single -Family -12, to (SF -12 -SUP) Single -Family -12 Special Use Permit, located at 420 S. Heartz Road, at the request of First United Methodist Church. P&Z Coordinator Taryon Bowman introduced the item to the Commission. Ms. Bowman stated that this request is to allow a day care facility at the First United Methodist Church. She further stated that property owner notifications were mailed to property owners within 200 feet of the request, with two notices being returned in opposition. Ms. Bowman stated that the expansion for the Church was actually approved by the Planning Minutes of March 21, 1991 Planning & Zoning Commission Page 2 and Zoning Commission and the City Council back in 1984. Therefore, if the Church decides to expand their facility, they already have the necessary approval from the City. The Church currently has a Mother's Day Out program already operating, however, they are making this request in order to receive a license from the State, and to expand their program. Ms. Beverly Widner and Ms. Karen Long were present to represent this item before the Commission and answer any questions. Ms. Widner wanted to clarify that this will not be a full time day care facility, but rather a Mother's Day Out program from 9:00 a.m. to 2:00 p.m., Tuesday through Friday. Chairman Munsch then opened the public hearing and asked for persons wishing to speak in opposition to the request. Those persons speaking were: Butch Watson 413 Hunters Ridge Circle He then asked for persons wishing to speak in favor of the request. There were none. The public hearing was then declared closed. Following discussion Commissioner Redford moved to approve Case #5-1052 as submitted. Commissioner Tunnell seconded the motion; motion carried (5-0) with Chairman Munsch and Commissioners Gross, Mayo, Redford and Tunnell voting in favor of the motion. Item 6: Consider request for a replat of Park West Commerce Center, Lot 2-R, Block 7, located at the southeast corner of Airline Drive and the proposed Enterprise Drive, at the request of Winklemann & Associates, Inc. Director of Planning Gary L. Sieb introduced the item to the Commission. Mr. Sieb stated that this request is located on a 3.44 acre tract, which is being replatted out of the Park West Commerce Center. He further stated that back in January the City Council approved a minor platting process, under which the Director of Planning can approve a minor plat, less than four acres, or ask for the Planning Commission to approve the plat. Mr. Sieb also stated that if approved tonight, this plat will not go forward to the City Council. Mr. Bill Dahlstrom of Akin, Gump was present to represent this item before the Commission and answer any questions. He then asked for persons wishing to speak in favor of the request. Again there were none. The public hearing was then declared closed. During discussion Commissioner Mayo stated that he would like the record to show that he would prefer to see some weight limit signs installed on Wrangler Drive until it is improved. Mr. Joe Magiorre stated that the developer would be willing to provide and install the signs. Following discussion Commissioner Mayo moved to approve the replat of Park West Commerce Center, Lot 2, Block 7, as a minor plat, and with the understanding that the developer will install weight limit signs on Wrangler Drive until Wrangler is improved. Commissioner Gross seconded the motion; motion carried (5-0) with Chairman Munsch and Commissioners Gross, Mayo, Redford and Tunnell voting in favor of the motion. DISCUSSION Item 7: General discussion concerning planning and zoning issues. There being no further business to discuss, the meeting was then adjourned.
