PLANNING AND ZONING COMMISSION
The Planning and Zoning Commission of the City of Coppell met in
pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on
Thursday, August 16, 1990, in the Coppell Town Center, 255 Parkway
Boulevard, Coppell, Texas 75019. The following members were present:
Chairman, Joe Munsch
Vice -Chairman, Robert Green
Commissioner, Charles Cotten
Commissioner, Melvin Gross
Commissioner, Lanny Mayo
Commissioner, George Redford
Commissioner, Marsha Tunnell
Also present were Director of Planning & Community Services Gary L. Sieb,
P&Z Coordinator Taryon Bowman, Acting City Engineer Shohre Daneshmand and
Administrative Secretary Linda Glidewell.
Chairman Munsch called the meeting to order and everyone was asked to
stand while Commissioner Gross gave the invocation.
Item 4: Approval of Minutes of July 19, 1990
Commissioner Gross moved to approve the minutes of July 19, 1990
as submitted. Commissioner Tunnell seconded the motion; motion
carried (7-0) with Chairman Munsch and Commissioners Cotten,
Green, Gross, Mayo, Redford and Tunnell voting in favor of the
motion.
PUBLIC HEARINGS
Item 5: Consider request for a zoning change, Case #PD -113, from (SF -12)
Single Family -12, to (PD -SF -9) Planned Development Single
Family -9, on 37.4 acres, located south of Pecan Hollow Addition
and east of Lodge Road.
Director of Planning Gary L. Sieb introduced the item to the
Commission. Mr. Sieb explained that the developer of this
parcel and a homeowner (Mrs. Infeldt), who would be surrounded
by the existing development, are attempting to create a solution
to her having problems with this case, and the developer trying
to develop without that tract of ground, in such a manner that
they might be able to get together and incorporate the Infeldt
tract at the northwest corner of Sandy Lake and Lodge Road. Mr.
Sieb then stated that in hopes of the developer and the property
owner getting together and coming up with a solution
satisfactory to everyone, staff would recommend that the
Commission take this item under advisement until the Commission
hearing date of September 13, 1990.

Chairman Munsch then opened the public hearing and asked for
persons wishing to speak in opposition to the request. There
were none. He then asked for persons wishing to speak in favor
of the request. Again there were none. The public hearing was
then declared closed.
Following discussion Commissioner Cotten moved to take this item
under advisement and extend the public hearing until the
Commission meeting of September 13, 1990. Commissioner Gross
seconded the motion; motion carried (7-0) with Chairman Munsch
and Commissioners Cotten, Green, Gross, Mayo, Redford and
Tunnell voting in favor of the motion.
Item 6: Consider request for a zoning change, Case #S-1049, from (C)
Commercial to (C -SUP) Commercial Special Use Permit, to allow
the operation of a grocery store, located approximately 488 feet
west of Samuel Boulevard and Sandy Lake Road, at the request of
Food Lion.
Chairman Munsch stated that this item was listed as a public
hearing in error. This case was reviewed and approved by the
Planning Commission at the August meeting. At that time the
applicant was requested to bring back the site plan and
landscaping for the Commission to review at this time. The
Commission reviewed the changes and all concerns have been
addressed; therefore, no action is needed on this item.
Chairman Munsch then stated that this case will go to City
Council on September 11, 1990.
PLATTING
Item 7: Consider approval of a preliminary plat for the Coppell Church
of Christ, located approximately 450 feet north of the northwest
intersection of Sandy Lake Road and Samuel Boulevard, at the
request of Coppell Church of Christ.
P&Z Coordinator Taryon Bowman introduced the item to the
Commission. Ms. Bowman stated the Coppell Church is requesting
approval of a preliminary plat, located on 1.573 acres of land.
She further stated that a Church is an allowable use in a
commercial zoning district, and will not require a Special Use
Permit. Ms. Bowman also stated that parking requirements have
been met with four extra parking spaces. She further stated
that drainage issues will be reviewed by the Public Works
Department at the time of final platting. Ms. Bowman then
stated that all other Development Review Committee comments have
been addressed.

Mr. Gary Adams of 664 Quail in Coppell, was present to represent
this item before the Commission. Mr. Adams stated that he is a
member of the Church and was here to answer any questions.
Following discussion Commissioner Tunnell moved to approve the
preliminary plat for the Coppell Church of Christ. Commissioner
Mayo seconded the motion; motion carried (7-0) with Chairman
Munsch and Commissioners Cotten, Green, Gross, Mayo, Redford and
Tunnell voting in favor of the motion.

Item 8: General discussion concerning platting and zoning issues.
Director of Planning Gary Sieb stated that the City Council has
requested the Commission to move the September hearing date to
September 13, 1990, in order to expedite the planning process
for the Food Lion project and the upcoming Riverchase
Development.
Following discussion Commissioner Gross moved to change the
September Planning and Zoning Commission meeting date to
September 13, instead of the regular date of September 20.
Commissioner Cotten seconded the motion; motion carried with
Chairman Munsch and Commissioners Cotten, Green, Gross, Mayo,
Redford and Tunnell voting in favor of the motion.
The meeting was then adjourned.
