BM 1989-07-20 PZMinutes of July 20, 1989 Planning and Zoning Commission The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m. and in regular session at 7:30 p.m., on Thursday, July 20, 1989, in the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman, Joe Munsch Commissioner, Robert Green Commissioner, William Johnson Commissioner, George Redford Commissioner, Robert Scott Commissioner, Marsha Tunnell (Late Arrival) Commissioner, Peyton Weaver Chairman Munsch called the meeting to order and everyone was asked to stand while he gave the invocation. Item 4: Approval of Minutes of May 18, 1989 Approval of Minutes of June 14, 1989 Commissioner Weaver moved to approve the corrected minutes of May 18, 1989. Commissioner Johnson seconded the motion, motion carried (6-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Scott and Weaver voting in favor of the motion. Commissioner Weaver moved to approve the minutes of June 14, 1989. Commissioner Johnson seconded the motion, motion carried (6-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Scott and Weaver voting in favor of the motion. PUBLIC HEARINGS Item 5: To consider a zoning change, Case #ZC-522, Country Estates, from (C) Commercial to (SF -12) Single Family -12, on a parcel of land located at the southeast corner of Bethel School Road and Harris Street, and north and adjacent to Grapevine Creek, at the request of Thompson Properties. Planning and Zoning Coordinator Taryon Bowman introduced this item to the Commission. Ms. Bowman stated that all property owners within 200 feet of this request had been notified. Nathan Maier of Nathan Maier Engineers was present to represent this item before the Commission. Chairman Munsch opened the public hearing and asked for persons wishing to speak in opposition to this request. Those persons speaking were: Ray McDowell 3525 Cordell - Farmers Branch He then asked for persons wishing to speak in favor of the request. There were none. The public hearing was then declared closed. Following discussion Commissioner Redford moved to approve Case #ZC-522. Commissioner Scott seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Scott, Tunnell and Weaver voting in favor of the motion. PLATTING Item 6: To consider a preliminary plat for Country Estates Addition, located at the southeast corner of Bethel School Road and Harris Street, and north and adjacent to Grapevine Creek, at the request of Thompson Properties. Taryon Bowman introduced the item to the Commission. Nathan Maier of Nathan Maier Engineers was present to represent this item before the Council. Following discussion Commissioner Johnson moved to approve the preliminary plat for Country Estates with the following conditions that require resolution prior to approval of final plat: 1.) Resolution of the Bethel School problem; 2.) The floodway easement dedication for Lots nine (9) thru thirteen (13), Block A; and, 3.) The granting of the variance for no alley behind Block A. Commissioner Tunnell seconded the motion; motion carried (6-1) with Chairman Munsch and Commissioners Green, Johnson, Redford, Scott and Tunnell voting in favor of the motion; and Commissioner Weaver voting against the motion. Item 7: To consider a final plat for Shadowridge Estates, 4th Increment, located at the northwest corner of Plantation Drive and Bethel School Road, at the request of Centex Real Estate Corporation. PAZ Coordinator Taryon Bowman introduced this item to the Commission. Mr. Bo Bass of Schrickel-Rollins was present to represent this item before the Commission. Following discussion Commissioner Redford moved to approve the final, plat for Shadowridge Estates, Fourth Increment. Commissioner Johnson seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Redford, Scott, Tunnell and Weaver voting in favor of the motion. DISCUSSION Item 8: Discussion regarding Homeowners Associations, including Legal Definition, Responsibilities and Enforcement. Taryon Bowman introduced the item, and stated that Richard Diano, Park Superintendent for the City of Coppell, was here to discuss this item and answer any questions. Richard Diano stated that Homeowners Associations within the City falls under the responsibility of the Parks Department. He further stated that Homeowners Maintenance Associations are required within the City of Coppell under the City's Streetscape Plan. Mr.' Diann stated that according to the Streetscape Plan, Homeowners Associations are set up for areas within a primary or secondary image zone. The Commission recessed for a short break at this time. Item 9: Discussion regarding brick pavers within the City of Coppell. Mr. Stefan England of Pavestone, was present to represent this item before the Commission. Mr. England presented a slide show and a brief presentation on brick pavers. Mr. England described the different materials used in making their brick pavers, as well as some of the methods used for installation. Item 10: Expiration of Term of Office of Planning and Zoning Commissioners. Taryon Bowman stated that four (4) of the Planning and Zoning Commissioners term would be expiring, and if those Commissioners wished to seek re -appointment, they must fill out a new application. Item 11: General discussion concerning platting and zoning issues. There was no further discussion. The meeting was then adjourned. ATTEST: PZ072089.MIH
