BM 1989-02-16 PZs Minutes of February 16, 1989 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m. and in regular session at 7:30 p.m., on Thursday, February 16, 1989, in the Coppell Town Center, 255 Parkway Boulevard. The following members were present: Chairman Joe Munsch Commissioner Robert Green Commissioner George Redford Commissioner David Thomas Commissioner Marsha Tunnell Commissioner Peyton Weaver Commissioner William Johnson was absent. Also present were City Engineer Russell Doyle, Civil Engineer Shohre Daneshmand and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while he gave the invocation. Item 4: Approval of Minutes of January 19, 1989 Commissioner Redford moved to approve the minutes of January 19, 1989, as submitted. Commissioner Thomas seconded the motion; motion carried (3-0) with Commissioners Green, Redford and Thomas voting in favor of the motion. PUBLIC HEARINGS Item 5: Public Hearing to consider approval of a zoning change, Case #ZC-518, from (R) Retail, to (PD -SF -7), located at the southwest corner of Coppell Road and Sandy Lake Road, at the request of Thomas and Katherine McHale. City Engineer Russell Doyle introduced the item to the Commission. Mr. Doyle stated that at last months Planning and Zoning Commission meeting the applicant received approval for a zoning change to (PD -SF -7); and this request is in keeping with their agreement to re -zone the remainder of that same property before the final platting stage. Nathan Maier of Nathan Maier Engineers was present to represent this item. City Engineer Russell Doyle then stated that notices were mailed to all property owners within 200 feet of this request. Eleven notices were mailed out, and three returned; one in favor and two opposed. Chairman Munsch opened the public hearing and asked for any persons wishing to speak in opposition to this request. There were none. He then asked for persons wishing to speak in favor of this request. Again there were none. The public hearing was then closed. Following discussion Commissioner Thomas moved to approve Case #ZC-518 for the zoning of (SF -7). Commissioner Redford seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. Item 6: Public Hearing to consider revising the special use permit, for Case #S-1038, to amend the special use permit to allow for a restaurant along with a convenience store and gasoline station, located at 928 S. Beltline Road, at the request of Architectural Innovations. Chairman Munsch stated at this time that Items 7, 8 and 9 are going to be withdrawn from tonight's agenda. City Engineer Russell Doyle introduced the item to the Commissioners. Mr. Doyle stated that this special use permit was previously approved on Deceber 13, 1988. At that time the approval was for a convenience store and gasoline station. However, the applicant had understood it would also include the restaurant facilities. Therefore, the applicant is coming back at this time asking for approval of the special use permit to include a convenience store, gasoline station and restaurant. He further stated that eight property owner notifications were mailed out. Only one notice was returned in favor of the request. Alf Bumgardner, of Architectural Innovations, was present to represent this item. In answer to questions raised by the Commission, Mr. Bumgardner stated that they would not be using the drive -up window, which had previously been used at this location. Dale Jackson, City of Coppell Building Official, was also present to answer any questions. Chairman Munsch then opened the public hearing and asked for persons wishing to speak in opposition to this request. There were none. He then asked for persons wishing to speak in favor of this request. Again there were none. The public hearing was then closed. Following discussion Commissioner Redford moved to approve Case #S-1038 which would include approving a special use permit for a restaurant, and that this approval would include the other items on the site plan, which are a convenience store and gasoline station, with the condition that there be no drive -up window. Commissioner Thomas seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. Item 7: To consider approval of a zoning change, Case #PD -108, from (PD) Recreation Center, to (PD -LI) Planned Development Light Industrial, for the development of institutional, office, retail, commercial and light industrial facilities, located on the west side of Denton Tap Road, on the north side of the Cottonbelt Railroad, on the south side of Bethel Road, and along the east side of Coppell Road, with the southern line being approximately 3,500 feet along the Cottonbelt Railroad. Chairman Munsch stated that the applicant has requested that this item be withdrawn from tonight's agenda and continued at the March 16, 1989 Planning and Zoning Commission Meeting. However, since this is a Public Hearing he then asked if there were any persons present in the audience regarding this item. Those persons present were: Richard & Linda Pilone 801 Howell Drive Following discussion, Commissioner Thomas moved to continue the Public Hearing for Case #PD -108, to the March 16, 1989, Planning and Zoning Commission meeting. Commissioner Tunnell seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. PLATTING Item 8: To consider approval of a preliminary plat for the Springs of Coppell Addition, located on the west side of Denton Tap Road, on the north side of the Cottonbelt Railroad, on the south side of Bethel Road, with the southern line being approximately 3,500 feet along the Cottonbelt Railroad. Commissioner Tunnell moved to deny the preliminary plat for the Springs of Coppell Addition, and consider this item at the March 16, 1989, Planning and Zoning Commission meeting. Commissioner Redford seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. Item 9: To consider approval of a final plat for Northlake Woodlands East #12, located at the northwest corner of Mockingbird Lane and the St. Louis Southwestern Railroad, at the request of Judy Troth Parsons. Commissioner Redford moved to deny the final plat for the Northlake Woodlands East #12, and refer it to the March 16, 1989, Planning and Zoning Commission meeting. Commissioner Tunnell seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Redford, Thomas, Tunnell and Weaver voting in favor of the motion. It was the concensus of the Commission that the pre -session for the March 16, 1989, Planning and Zoning Commission would convene at 6:45 rather than 7:00, for a work session in order to discuss Possible future items and concerns of the Planning and Zoning Commission.
