BM 1988-09-19 PZMinutes of September 19, 1988 PLANNING AND ZONING COMMISSION The regularly scheduled Planning and Zoning Commission meeting of September 15, 1988, was postponed due to the lack of a quorum, and was held on Monday, September 19, 1988. The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on Monday, September 19, 1988, in the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman Munsch Commissioner Green Commissioner Pope Commissioner Thomas Commissioner Weaver Commissioner Tunnell Commissioner Johnson was absent. Also present were City Engineer Russell Doyle, Planning and Zoning Coordinator Taryon Bowman, Civil Engineer Shohre Daneshmand, City Attorney Larry Jackson and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while Commissioner Pope gave the invocation. Item 4: Approval of Minutes of August 18, 1988 Commissioner Thomas moved to approve the minutes of August 18, 1988, with corrections. Commissioner Tunnell seconded the motion; motion carried (5-0) with Chairman Munsch and Commissioners Green, Thomas, Tunnell and Weaver voting in favor of the motion. PUBLIC HEARINGS Item 5: To consider approval of a zoning change and variances, Case #S-1037, from (SF -12, SUP) Single Family -12 Special Use Permit, to (R.SUP) Retail Special Use Permit, to allow the operation of a private club and restaurant, located approxi- mately 1,000 feet east of the southeast corner of Riverchase Drive and MacArthur Boulevard, at the request of American Golf Association. Taryon Bowman introduced the item to the Commission. Mrs. Bowman stated that property owners within two hundred (200) feet had been notified, and no reply forms were returned. Mrs. Bowman also stated that six (6) variances are being requested for Case #S-1037. (SEE ATTACHED LIST). Mr. Jim Helms with Riverchase Golf Course was present to represent this item. Chairman Munsch opened the public hearing and asked for persons wishing to speak in opposition to this item. There were none. He then asked for persons wishing to speak in favor of the item. Following discussion, Commissioner Weaver moved to approve Case #S-1037, as submitted with all variances. Commissioner Green seconded the motion; motion carried (4-2) with Chairman Munsch and Commissioners Green, Thomas and Weaver voting in favor of the motion, and Commissioners Pope and Tunnell voting against the motion. PLATTING Item 6: To consider approval of a preliminary plat for the Sandy Lake Crossing Addition, Lot 3, Block 1, located at the southwest corner of Sandy Lake Road and Denton Tap Road, at the request of Exxon. P&Z Coordinator Taryon Bowman introduced the item to the Commission. She stated that all Development Review Committee comments had been addressed. Mr. Wayne Barr of Hamill and McKinney was present to represent this item before the Planning and Zoning Commission. Following discussion, Commissioner Tunnell moved to approve the preliminary plat for the Sandy Lake Crossing Addition, Lot 3, Block 1 as submitted. Commissioner Thomas seconded the motion; motion carried (6-0), with Chairman Munsch and Commissioners Green, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. Item 7: To consider approval of a preliminary plat for the Parkway Boulevard -West Addition, located west of Denton Tap Road, at the request of ABQ Development. Again Taryon Bowman introduced the item to the Commission. Jerry Parche of Jerry Parche Consulting Engineer was present to represent this item. Following discussion, Commissioner Weaver moved to approve the preliminary plat for Parkway Boulevard -West with the condition that the Right-of-way within three hundred (300) feet of Denton Tap Road be changed to one hundred five (105) feet. Commissioner Tunnell seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. Item 8: To consider approval of a map revision to the official zoning map of the City of Coppell, on a parcel located at the south- east corner of Denton Tap Road and Meadowcreek Road, at the request of the City of Coppell. Taryon Bowman introduced this item and stated that an inadvertant error was made when the Comprehensive Zoning Minutes of September 19, 1988 Planning & Zoning Commission Page 3 Ordinance was revised in 1983. The previous zoning was (C) Commercial; however, when the zoning map was updated, the subject property was incorrectly labled as (SF -12). Mrs. Bowman then stated that staff recommends approval, in order to amend the official zoning map. Following discussion, Commissioner Tunnell moved to approve the map revision to the official Zoning Map of the City of Coppell for the parcel located at the southeast corner of Denton Tap Road and Meadowcreek Road from (SF -12) to (C) Commercial. Commissioner Pope seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. Item 9: To consider approval to adopt a policy which will enable staff to process "minor plats" through the platting process.
