Planning and Zoning Commission
The Planning and Zoning Commission of the City of Coppell met in
pre -session at 7:00 p.m., and in regular session at 7:30 p.m., on
Thursday, June 16, 1988, in the Coppell Town Center, 255 Parkway Boule-
vard, Coppell, Texas 75019. The following members were present:
Chairman Munsch
Commissioner Thomas
Commissioner Tunnell
Commissioner Weaver
Commissioners Green, Pope and Johnson were absent.
Also present were Planning and Zoning Coordinator Taryon Bowman, Con-
sulting Engineer Kevin Peiffer and Administrative Secretary Linda
Glidewell.
Chairman Munsch called the meeting to order and everyone was asked to
stand while Commissioner Thomas gave the invocation.
Item 4: Approval of Minutes of May 19, 1988
Commissioner Tunnell moved to approve the minutes of the May
19, 1988 meeting as submitted. Commissioner Weaver seconded
the motion; motion carried (4-0) with Chairman Munsch and
Commissioners Thomas, Tunnell and Weaver voting in favor of
the motion.
PUBLIC HEARINGS
Item 5: To consider approval of a zoning change Case #S-1034, at the
request of Morris Salerno, from (C) Commercial, to (C.SUP)
Commercial Special Use Permit, to allow the operation of a
private club and restaurant at 125 Kimbel Kourt.
Planning and Zoning Coordinator Taryon Bowman introduced the
item to the Commissioners. Ms Bowman stated that if approved
this Special Use Permit will allow the operation of a restau-
rant and the sale of alcohol. She stated that property owners
had been notified and no reply forms were returned. Ms.
Bowman also stated that all requirements of the Private Club
Ordinance had been met; therefore, staff recommends approval.
Mr. Morris Salerno, owner, and Mr. Howard Herrington were
present to represent this item. Mr. Salerno stated that he
has been a resident of Coppell for five years and presently
owns and operates Salerno's Pizza on Sandy Lake Road. He also
owns and operates a similar restaurant and private club in
Flower Mound. Mr. Salerno stated that the proposed restaurant
in Coppell will be called Gibbs Station, which was the origi-
nal name of Coppell. He further stated that the restaurant
decor will consist of pictures of "Old Coppell".
Chairman Munsch then opened the public hearing and asked for
persons who wished to speak in opposition to this zoning

change. There were none. He then asked for persons who
wished to speak in favor of this request. Those persons
speaking were:
Lawrence Hooten (Adjacent property owner)
Marilyn Fritch 229 Meadowcreek Road
Mr. Frinson 260 Mockingbird Lane
Kathy Casazzas 533 Greenridge Drive
Mr. Martinez 228 Park Meadow Way
Following questions from the Commissioners, Mr. Salerno stated
that they are buying this property, not leasing. He also
stated that their target date for opening is October 15, 1988.
They will have a total of forty-five (45) employees. Mr.
Salerno then stated that the present Salerno's Pizza will
remain open.
Following discussion Commissioner Weaver moved to approve Case
#S-1034. Commissioner Thomas seconded the motion; motion
carried (4-0) with Chairman Munsch and Commissioners Thomas,
Tunnell and Weaver voting in favor of the motion.
Item 6: To consider approval of a zoning change Case #S-1035, at the
request of Mr. Steve Bratton, from (C) Commercial, to (C.SUP)
Commercial Special Use Permit, to allow the operation of a
restaurant at 110 West Sandy Lake Road, Suite 112.
Again Taryon Bowman introduced the item to the Commissioners,
and stated that eight (8) property owners had been notified,
and one (1) reply form was returned in favor of this request.
She further stated that all staff comments have been ad-
dressed; therefore, staff recommends approval.
Mr. Steve Bratton of 1025 Stoney Brook in Lewisville, was
present representing this item. Mr. Bratton is the owner of
the Tivoli's Pizza that is proposed to be located at this
site. He stated that he also owns a Pizza Restaurant by the
same name in Lewisville.
Chairman Munsch then opened the public hearing and asked for
persons who wished to speak in opposition to this zoning
change. There were none. He then asked for persons who
wished to speak in favor of the request, again there were
none. The public hearing was then declared closed.
Following discussion Commissioner Thomas moved to approve Case
#S-1035 as submitted. Commissioner Tunnell seconded the
motion; motion carried (4-0) with Chairman Munsch and Commis-
sioners Thomas, Tunnell and Weaver voting in favor of the
motion.
PLATTING
Item 7: To consider approval of a Final Plat for Christ Our Savior
Lutheran Church, located 450 feet south of the southeast

corner of Sandy Lake and Heartz Roads, at the request of
Christ Our Savior Lutheran Church.
Taryon Bowman introduced this item and stated that this
request is to allow the operation of a church, school and day
nursery. She stated that the Special Use Permit Case #S-1033
was approved by the City Council on June 14, 1988 to allow
these specific uses. All staff comments have been addressed;
therefore, staff recommends approval.
Ms. Jo Anne Hennessey of Hennessey Engineers was present to
make the presentation to the Commissioners. Ms. Hennessey
stated that they are also going to install a new fire hydrant
on Heartz Road. They will also be adding water and sewer
extensions and two (2) storm sewer extensions.
Taryon Bowman then stated that the Fire Marshal has indicated
that they would like to have the fire lane indicated on the
preliminary plat. Ms. Hennessey stated that due to the fact
that this will be a temporary fire lane for the time being,
they did not feel it was appropriate to show it on the prelim-
inary plat. Kevin Peiffer also stated that the Fire Marshal,
and the City, want to assure the City adequate access at all
times; therefore, he also feels that the fire lane should be
shown on the plat.
Following discussion Commissioner Weaver moved to approve the
final plat for Christ Our Savior Lutheran Church with the
condition that the easement for the fire lane be added to the
plat. Commissioner Tunnell seconded the motion; motion
carried (4-0) with Chairman Munsch and Commissioner Thomas,
Tunnell and Weaver voting in favor of the motion.
Item 8: To consider approval of a Final Plat for Westfork Addition,
located 704 feet west of the southwest corner of Bethel School
and Heartz Roads, at the request of Ms. Leslie Doggett.
Again Taryon Bowman introduced the item to the Commissioners.
She stated that this f inal plat, if approved, will allow the
construction of five (5) single family homes with a lot size
of greater than twelve -thousand square feet. Ms. Bowman then
stated that the variances being requested are as follows:
1) Waiver of the alley requirements;
2) To allow Doggett Cove to have a ten (10)
foot offset from Glencrest Circle;
3) To allow private drive -ways for lots 1
and 2, onto Bethel School Road;
4) Waiver of a five foot street dedication
for Bethel School Road.
Ms. Bowman then stated that staff recommends approval of the
final plat with the condition that the five foot right-of-way
be dedicated to the City.
Ms. Jo Anne Hennessey again was the representative for this
item. Ms. Hennessey stated that they have reduced the number
of lots from six to five, and that they will be providing

community improvements, such as water and sewer lines and a
new street built to City standards.
Ms. Leslie Doggett, owner of the property, then gave a brief
presentation and an explanation of the variances they have
requested. Ms. Doggett stated that they have worked with the
neighbors to increase the lot sizes and decrease the number of
lots, in order to be more compatible with Carter Estates. The
adjoining neighbors have asked that there be no alleys, which
would cause an intrusion to them. She also stated that the
house currently on her property is fifty-two years old, and
the oldest house in Coppell. This house will remain a part of
the development.
Mr. Luis Ferguson of 424 Carter Drive was asked if he, as an
adjacent property owner had seen the plat, and how he felt
about it. Mr. Ferguson stated that the adjacent property
owners do not want alleys so that the Doggett development will
better conform with surrounding property, and already devel-
oped residences.
It was the consensus of the Commission that the street dedica-
tion for the additional five feet needs to take place. It was
also the consensus of the Commission that excluding the alleys
would make this development better conform to surrounding
development. Mrs. Dixon, an adjacent property owner was asked
if she was in favor of the requested building line setback of
twenty feet. She stated that she was not.
Mrs. Doggett then stated that she bought this property based
on a feasibility study done of the City of Coppell's Building
Code and Zoning Ordinance. She further stated that she has
worked with her neighbors and compromised to satisfy them.
Mrs. Doggett then stated that she still is not in favor of the
street dedication.
Following discussion Commissioner Weaver moved to approve the
final plat for Westfork Addition with the following con-
ditions:
1) that the variance be granted for the waiver of alley
requirements;
2) that Doggett Cove be offset ten (10) feet from
Glencrest Circle;
3) that the private drive -way be allowed to enter Lot
2, from Bethel School Road; and
4) that the applicant makes street dedication of an
additional five (5) feet on Bethel School property
line to the City as part of this process.
Chairman Munsch seconded the motion; motion failed due to a
tie vote, with Chairman Munsch and Commissioner Weaver voting
in favor of the motion, and Commissioners Thomas and Tunnell
voting against the motion.

After questions from the Commission, P & Z Coordinator Taryon
Bowman stated that she and the Building Official had looked at
the side, rear and front yard setbacks. She stated that in
most cases they are in excess of what is required by the City
code.
Following further discussion Commissioner Weaver moved to
approve the final plat for Westfork Addition with the follow-
ing conditions:
1) that the waiver of the alley requirement be granted
by variance;
2) that Doggett Cove ten (10) foot offset be granted by
variance;
3) that private driveway be permitted from Bethel
School Road to Lot 2 by variance; and
4) that the applicant dedicate an additional five (5)
feet of Right -of -Way on Bethel School Road as
recommended by City staff, as part of this applica-
tion process.
Commissioner Munsch seconded the motion; motion carried (3-1)
with Chairman Munsch and Commissioners Thomas and Weaver
voting in favor of the motion, and Commissioner Tunnell voting
against the motion.
The meeting was then adjourned.
