BM 1988-05-19 PZMinutes of May 19, 1988 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre -session at 7:00 p.m. and in regular session at 7:30 p.m., on Thurs- day, May 19, 1988, in the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman Joe Munsch Commissioner Robert Green Commissioner Frank Pope Commissioner William Johnson Commissioner David Thomas Commissioner Marsha Tunnell Commissioner Peyton Weaver Also present were Planning and Zoning Coordinator Taryon Bowman and Administrative Secretary Linda Glidewell. Chairman Joe Munsch called the meeting to order and everyone was asked to stand while he gave the invocation. Item 4: Approval of Minutes of April 21, 1988 Commissioner Weaver moved to approve the minutes of April 21, 1988. Commissioner Johnson seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. PUBLIC HEARINGS Item 5: To consider approval of a zoning change, Case #S-1033, from (SF -12) Single Family -12, to (SF-12,SUP) Single Family -12 with a Special Use Permit to allow the operation of a Church, day nursery and school located approximately 450 feet south of the southeast corner of Heartz Road and Sandy Lake Road, at the request of Christ Our Savior Lutheran Church. Taryon Bowman, P & Z Coordinator, introduced the item to the Commissioners. Ms. Bowman stated that this request is to allow the operation of a church, day nursery and school in a Single Family -12 zoning district. She also stated that forty-three (43) property owners within 200 feet had been notified. One letter was returned undecided. All staff comments have been addressed; therefore, staff recommends approval of Case #S-1033. Cliff Owens of Cliff Owens and Associates, was present to represent this item. Mr. Owens presented artist renderings to the Commission to show how they expect the church to look. He stated that the first phase will be the school building. He also stated that the main parking area, the irrigation and the drainage will all be completed in the first phase. Mr. Owens further stated that they had designed the building with the majority of the parking in the rear, and the front of the building with a park like atmosphere. Chairman Munsch then opened the public hearing and asked for persons wishing to speak in favor of the zoning change. There were none. He then asked for persons wishing to speak in Minutes of May 19, 1988 Planning and Zoning Commission Page 2 opposition to the zoning change, again there were none. The public hearing was then closed. In response to questions by the Commissioners, P & Z Coordina- tor Taryon Bowman stated that the Building Official, Dale Jackson, had looked at and approved the parking requirements as shown on this plan. Mr. Owens then stated that four hundred ten (410) is the actual maximum seating capacity of the sanctuary. Following discussion Commissioner Thomas moved to approve Case #S-1033 as submitted. Commissioner Pope seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. PLATTING Item 6: To consider approval of a Preliminary Plat for Christ Our Savior Lutheran Church Addition, located 450 feet south of the southeast corner of Sandy Lake Road and Heartz Road, at the request of the Lutheran Church. Again Taryon Bowman introduced the item to the Commissioners. She stated that all staff comments had been addressed; there- fore, staff recommends approval of the preliminary plat. Mr. Pete Hennessey of Hennessey Engineers, was present to represent this item. Mr. Hennessey stated that they had worked with the City Engineering staff and Taryon Bowman to comply with all staff comments. As requested by staff, they have included the lay out of the proposed sanitary sewer, the existing service they will be tying into, the planned water service, and they are adding one fire hydrant and two storm sewers. After questions from the Commissioners, Mr. Hennessey stated that the fire lane will be completed in Phase II. Richard Moore, Pastor of Christ Our Savior Lutheran Church, stated that they currently have a Kindergarten and a preschool program. He further stated that the school will open with first grade in the fall, and will be providing extended care for students after school. Mr. Moore then stated that they intend to add one grade per year, up through fifth grade. Following discussion Commissioner Tunnell moved to approve the preliminary plat for Christ Our Savior Lutheran Church as submitted. Commissioner Green seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Pope, Thomas, Tunnell and Weaver voting in favor of the motion. Item 7: To consider approval of a final plat for Channel Pointe Addition, located at the southwest corner of Parkway Boulevard and MacArthur Boulevard, at the request of Argus Properties. P & Z Coordinator Taryon Bowman again introduced the item to Minutes of May 19, 1988 Planning and Zoning Commission Page 3 the Commissioners. Ms. Bowman stated that this plat, if approved, will allow the construction of forty-seven (47) single family detached homes, with a typical lot size of four thousand eight hundred (4,800) square feet. She also stated that the applicant is requesting variances to the Comprehen- sive Zoning Ordinance. Those variances are: 1) The deletion of alleys along the exterior lots. 2) Lot 1, Block 2, front entry access requested. 3) Lot 14, Block 29 an 18 inch RCP lies under the drive approach, located within a fifteen foot drainage easement. Ms. Bowman then stated that all DRC comments had been ad- dressed; therefore, staff recommends approval of the final plat. Mr. Don Peebles of P.R. Engineering was present to represent the item and answer any questions. Mr. Peebles stated that the only difference between the final plat and the preliminary plat, was that they were going to try to include more common area in back of the larger lots facing the lake. After talking with staff, it was felt that this was probably a traffic generator, and that they would have to provide some type of park type parking. Since this would eliminate a number of lots, they went back to the original scheme with access easements along the lake, and leaving the bigger lots. Following discussion Commissioner Weaver moved to approve the final plat for Channel Pointe Addition as submitted. Commis- sioner Johnson seconded the motion; motion carried (7-0) with Chairman Munsch and Commissioners Green, Johnson, Pope, Thomas, Tunnell and Weaver voting in favor of the motion.
