The Planning and Zoning Commission of the City of Coppell met in regular
session at 7:30 p.m. on Thursday, June 18, 1987, in the Council Chambers
of the Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The
following members were present:
Commissioner Eberhardt
Commissioner Jasiecki
Commissioner Munsch
Commissioner Pope
Commissioner Tunnell
Commissioner Weaver
Chairman Smedul was absent.
Also present were Planning and Zoning Coordinator Taryon Bowman and
Administrative Secretary Linda Glidewell.
Commissioner Eberhardt called the meeting to order and everyone was
asked to stand while Commissioner Pope gave the invocation.
ZONING AND SIGN VARIANCES
Item 6: Zoning Application #ZC-504 PUBLIC HEARING
To consider approval of a zoning change request for Parks of
Coppell Joint Venture, from (SF -7) Single Family -7 to (C)
Commercial, on property located north of DeForest Road, east
of the proposed extension of MacArthur Boulevard for a total
of 2.144 acres.
Item 7: Zoning Application #ZC-505 PUBLIC HEARING
To consider approval of a zoning change request for Parks of
Coppell Joint Venture, from (SF -7) Single Family -7 to (MF -2)
Multi -Family, on property located on the west side of the
proposed MacArthur Boulevard, near DeForest Road for a total
of 23.186 acres.
Item 8: Zoning Application #ZC-506 PUBLIC HEARING
To consider approval of a zoning change request for Parks of
Coppell Joint Venture, from (SF -0) Single Family Zero Lot Line
Homes to (TH-2) Townhomes on property located west of
MacArthur Boulevard and DeForest Road for a total of 3.825
acres.
Item 9: Zoning Application #ZC-507 PUBLIC HEARING
To consider approval of a zoning change request for Parks of
Coppell Joint Venture, form (MF -2) Multi -Family to (TH-2)
Townhomes on property located north of the proposed Parkway
Boulevard and Denton Tap Road for a total of 33.388 acres.
Commissioner Eberhardt announced that the Applicant for Items
6, 7, 8 and 9 has requested that these items be tabled. He
also stated that there would be a sheet of paper to sign in
for anyone wishing to be notified of when these items will
come back before the Commission.
Following a brief discussion, Commissioner Munsch made a
motion to table Items 6, 7, 8 and 9. Commissioner Jasiecki
seconded the motion; motion carried (6-0) with Commissioners
Eberhardt, Jasiecki, Munsch, Pope, Tunnell and Weaver voting
in favor of the motion.
Item 4: Zoning Application #S-1013 PUBLIC HEARING
To consider approval of a zoning change request for Southland
Corporation, for "C.S.U.P." with a Special Use Permit to allow
the alteration of a site plan for a 7 -Eleven store, located at
the northwest corner of Denton Tap Road and Sandy Lake Road.
Mr. Jim Koch of Powell and Powell Engineers was present to
make the presentation to the Commission. Commissioner
Eberhardt opened the Public Hearing and asked for persons
wishing to speak in favor of the plan. There were none. He
then asked for persons wishing to speak in opposition; again
there were none.
Following discussion Commissioner Jasiecki made a motion to
approve Case #S-1013. Commissioner Munsch seconded the
motion; motion carried (6-0) with Commissioners Eberhardt,
Jasiecki, Munsch, Pope, Tunnell and Weaver voting in favor of
the motion.
Item 5: Zoning Application #S-1019 PUBLIC HEARING
To consider approval of a zoning change request for
Architectural Innovations, from (C) Commercial to (C.S.U.P.)
Commercial with a Special Use Permit, to allow the operation
of an automobile repair garage, located at 928 South Beltline
Road.
Mr. Alf Bumgardner of Architectural Innovations was present to
make the presentation to the Commission. Commissioner
Eberhardt opened the Public Hearing and asked for persons
wishing to speak in favor of this plan; there were none. He
then asked for persons wishing to speak in opposition. Those
persons speaking were:
June Chenault of 924 South Beltline Road, owner of Northlake
Creative Learning Center, who stated she was concerned about
this type of business going in next to her Daycare Center.
She also asked if there is a City Ordinance against gas tanks
going in next to a Daycare Center. Mrs. Chenault further
stated that she did not like the idea of an automobile repair
garage on a major thoroughfare into the City of Coppell. The
Public Hearing was then closed.
Following discussion Commissioner Tunnell made a motion to
deny Case #S-1019. Commissioner Jasiecki seconded the motion;
motion carried (6-0) with Commissioners Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the
motion.
Item 10: Channel Pointe - Final Plat - RESUBMITTAL
To consider approval of a final plat application for Channel
Pointe Addition, located at the southwest corner of MacArthur
Boulevard and Parkway Boulevard.
Mr. Dwayne Mosser made the presentation to the Commission.
Following discussion Commissioner Munsch made a motion to
approve Item #10. Commissioner Pope seconded the motion;
motion carried (5-1) with Commissioners Eberhardt, Jasiecki,
Munsch, Pope and Tunnell voting in favor of the motion; and
Commissioner Weaver voting against the motion.
The meeting was then adjourned.
