Minutes of May 21, 1987
The Planning and Zoning Commission of the City of Coppell met in regular
session at 7:30 p.m. on Thursday, May 21, 1987 in the Coppell Town
Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following
members were present:
Commissioner Eberhardt
Commissioner Jasiecki
Commissioner Munsch
Commissioner Pope
Commissioner Tunnell
Commissioner Weaver
Chairman Smedul was absent.
Also present were Planning and Zoning Coordinator Taryon Bowman,
Consulting Engineer Gabe Favre, Civil Engineer Shohre Daneshmand and
Administrative Secretary Linda Glidewell.
Commissioner Eberhardt called the meeting to order and everyone was
asked to stand while he gave the invocation.
Item 4: Approval of Minutes
Commissioner Munsch made a motion to approve the minutes of
June 19, 1986. Commissioner Jasiecki seconded the motion;
motion carried (3-0) with Commissioners Eberhardt, Jasiecki
and Munsch voting in favor of the motion. Commissioner Pope
abstained as he was not present at the meeting of June 19,
1986.
PUBLIC HEARINGS
Item 5: Consider approval of S-1012, Special Use Permit, to allow the
operation of a Doughnut Shop, located at 150 Denton Tap Road,
Suite 110, the Braewood Centre.
Mr. Robert Shields gave the presentation to the Commission.
He stated that this would be a take out service. Donuts will
be made in Irving and delivered to this location each morning.
Commissioner Eberhardt opened the Public Hearing and asked for
persons wishing to speak in favor of this Item. There were
none. He then asked for persons wishing to speak against this
Item; again there were none. The Public Hearing was then
closed. Following discussion Commissioner Weaver made a
motion to approve Item #5. Commissioner Munsch seconded the
motion; motion carried (6-0) with Commissioners Eberhardt,
Jasiecki, Munsch, Pope, Tunnell and Weaver voting in favor of
the motion.
Item 6: Consider approval of S-1014, Special Use Permit, to allow the
operation of a gasoline service station, located at the
southwest corner of Denton Tap Road and Sandy Lake Road.
Item 7: Consider approval of S-1015, Special Use Permit, to allow the
operation of a convenience store, located at the southwest
corner of Denton Tap Road and Sandy Lake Road.
Item 8: Consider approval of S-1016, Special Use Permit, to allow the
operation of a car wash, located at the southwest corner of
Sandy Lake Road and Denton Tap Road.
Mr. Howard Herringon asked that Items 6, 7 and 8 be placed at
the end of the agenda, due to the fact that their
representative was not yet present. They thought they were
eighteenth (18th) on tonights agenda. Commissioner Eberhardt
agreed and stated that they would be placed at the end of the
Public Hearings.
Item 9: Consider approval of S-1007, Special Use Permit, to allow the
operation of a car wash, located at the southeast corner of
MacArthur Boulevard and Beltline Road.
Item 10: Consider approval of S-1008, Special Use Permit, to allow the
operation of a gasoline service station, located at the
southeast corner of MacArthur Boulevard and Beltline Road.
Item 11: Consider approval of S-1009, Special Use Permit, to allow the
operation of a grocery store, located at the southeast corner
of MacArthur Boulevard and Beltline Road.
Mr. Pat Donovan of Dunning Development was present to make the
presentation to the Commission. Commissioner Eberhardt then
opened the Public Hearing and asked for persons wishing to
speak in favor of Items 9, 10 or 11. There were none. He
then asked for persons wishing to speak in opposition to these
items, again there were none. The Public Hearing was then
closed.
Several questions were brought up by the Commissioners in
regard to the elevation level of these projects. Commissioner
Eberhardt asked if Mr. Donovan felt that the elevation level
would be compatible with the architecture. Mr. Dunning stated
that it would.
The Commissioners stated that they would like to see
architectural renderings before the final plat is approved.
The Developer stated that they would submit pictures to the
City Council within the next thirty (30) days, and then submit
those pictures to the Planning and Zoning Commission at the
time they submit their final plat for approval.
Following discussion Commissioner Munsch made a motion to
approve Item #9. Commissioner Tunnell seconded the motion;
motion carried (6-0) with Commissioners Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the
motion. Commissioner Munsch then made a motion to approve
Item #10. Commissioner Pope seconded the motion; motion
carried (6-0) with Commissioners Eberhardt, Jasiecki, Munsch,
Pope, Tunnell and Weaver voting in favor of the motion.
Commissioner Munsch then made a motion to approve Item 411.
Commissioner Weaver seconded the motion; motion carried (6-0)
with Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell
and Weaver voting in favor of the motion.
Item 12: Consider approval of S-1017, Special Use Permit, to allow the
operation of a convenience store, located at the southeast
corner of MacArthur Boulevard and Beltline Road.
Item 13: Consider approval of S-1010, Special Use Permit, to allow the
operation of gasoline service station, located at the
southwest corner of MacArthur Boulevard and Beltline Road.
Item 14: Consider approval of S-1011, Special Use Permit, to allow the
operation of a car wash, located at the southwest corner of
MacArthur Boulevard and Beltline Road.
Again, Mr. Pat Donovan of Dunning Development gave the
presentation to the Commission. Commissioner Eberhardt opened
the Public Hearing and asked for persons wishing to speak in
favor of Items 12, 13 and 14; there were none. He then asked
for persons wishing to speak in opposition to these items,
again there were none. The Public Hearing was then closed.
Again the Commissioners brought up questions concerning the
elevation level at this project site. Mr. Donovan once again
stated that he did feel the elevation level would be
compatible to the architecture. The Commissioners then stated
they would still like to see renderings before final plat
approval. Mr. Donovan stated that they would submit the
renderings both to the City Council and to the Planning and
Zoning Commission.
Following discussion Commissioner Pope made a motion to
approve Item 12. Commissioner Tunnell seconded the motion;
motion carried (6-0) with Commissioners Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the
motion. Commissioner Munsch then made a motion to approve
Item 13 with the stipulation that we see renderings of the
final architectural building before we approve the final plat.
Commissioner Weaver seconded the motion; motion carried (6-0)
with Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell
and Weaver voting in favor of the motion.
Commissioner Munsch then made a motion to approve Item 14 with
the same stipulation as outlined in Item 13. Commissioner
Jasiecki seconded the motion; motion carried (6-0) with
Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell and
Weaver voting in favor of the motion.
Item 15: Consider approval of S-1018, Special Use Permit, to allow the
operation of a convenience store, located at the southwest
corner of MacArthur Boulevard and Beltline Road.
Pat Donovan of Dunning Development gave the presentation on
this item. Commissioner Eberhardt opened the Public Hearing
and asked for persons wishing to speak in favor of this Item
15; there were none. He then asked for persons wishing to
speak in opposition of this item; again there were none. The
Public Hearing was then closed.
Commissioner Munsch made a motion to approve Item 15.
Commissioner Pope seconded the motion; motion carried (6-0)
with Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell
and Weaver voting in favor of the motion.
At this time, the meeting was recessed for a short break.
Following the break, Commissioner Eberhardt announced that we would now
pick up with action on Items 6, 7 and 8, in order to keep all Public
hearings together.
Item 6: Consider approval of S-1014, Special Use Permit, to allow the
operation of a gasoline service station, located at the
southwest corner of Denton Tap Road and Sandy Lake Road.
Item 7: Consider approval of S-1015, Special Use Permit, to allow the
operation of a convenience store, located at the southwest
corner of Denton Tap Road and Sandy Lake Road.
Item 8: Consider approval of S-1016, Special Use Permit, to allow the
operation of a car wash, located at the southwest corner of
Sandy Lake Road and Denton Tap Road.

Mr. Howard Herrington of 619 Meadowview was present to give
the presentation. He stated that the projects concerned in
Items 6, 7 and 8 will be located in the Sandy Lake Crossing
Shopping Center. He also introduced Buddy Lambert, Jim Kurtz
and Steve Hundley, all associated with these projects. He
then introduced Mr. Bill Riggs of Exxon U.S.A., who gave a
brief presentation and presented an architectural rendering of
the site.
Commissioner Eberhardt opened the Public Hearing and asked for
persons wishing to speak in favor of these projects; there
were none. He then asked for persons wishing to speak in
opposition to the projects; again there were none. Following
discussion Commissioner Pope made a motion to approve Item #6.
Commissioner Jasiecki seconded the motion; motion carried
(6-0) with Commissioners Eberhardt, Jasiecki, Munsch, Pope,
Tunnell and Weaver voting in favor of the motion.
Commissioner Weaver then made a motion to approve Item #7.
Commissioner Jasiecki seconded the motion; motion carried
(6-0) with Commissioners Eberhardt, Jasiecki, Munsch, Pope,
Tunnell and Weaver voting in favor of the motion.
Commissioner Weaver then made a motion to approve Item #8.
Commissioner Munsch seconded the motion; motion carried (6-0)
with Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell
and Weaver voting in favor of the motion.
PLATTING
Consider approval of a Preliminary Plat for Valley Ranch
Center, located at the southeast corner of MacArthur Boulevard
and Beltline Road.
Mr. Pat Donovan of Dunning Development was present to make the
presentation to the Commission. Due to a possible conflict of
interest, Commissioner Tunnell excused herself from the
Commission at this time.
Following discussion Commissioner Munsch made a motion to
approve Item #16. Commissioner Jasiecki seconded the motion;
motion carried (5-0) with Commissioners Eberhardt, Jasiecki,
Munsch, Pope and Weaver voting in favor of the motion.
Consider approval of a Preliminary Plat for Valley Ranch
Plaza, located at the southwest corner of MacArthur Boulevard
and Beltline Road.
Commissioner Tunnell rejoined the meeting at this time.
Pat Donovan of Dunning Development made the presentation to
the Commission. Following discussion Commissioner Munsch made
a motion to approve the preliminary plat for Valley Ranch
Plaza - Tract A. Commissioner Tunnell seconded the motion;
motion carried (6-0) with Commissioner Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the
motion.
Item 18: Consider approval of a Preliminary Plat for Sandy Lake
Crossing Addition, located at the southwest corner of Denton
Tap Road and Sandy Lake Road.

Item 19: Consider approval for Frank Addition, located 630 feet from
the northeast corner of Heartz Road and Bethel School Road.
Mr. Greg Edwards of Metroplex Engineers, representing Gerald
Frank, made the presentation to the Commission. Following
discussion Commissioner Munsch made a motion to approve Item
#19. Commissioner Weaver seconded the motion; motion carried
(6-0) with Commissioners Eberhardt, Jasiecki, Munsch, Pope,
Tunnell and Weaver voting in favor of the motion.
Item 20: Consider approval of a Preliminary Plat Resubmittal for
Woodridge VI Addition, located on the east side of MacArthur
Boulevard, 2 mile south of Sandy Lake Road.
Mr. Rod Zielke of Lichliter Jameson and Associates made the
presentation to the Commission. Following discussion
Commissioner Weaver made a motion to table Item 420, and
request that the applicant resubmit plans to the City staff
two (2) weeks prior to the next meeting; and that they appear
before the Planning and Zoning Commission again at the next
regularly scheduled meeting. Commissioner Jasiecki seconded
the motion; motion carried (6-0) with Commissioners Eberhardt,
Jasiecki, Munsch, Pope, Tunnell and Weaver voting in favor of
the motion.
Item 21: Consider approval of a Final Plat for Connell Skaggs Addition,
Lot 4, located at the northwest corner of Denton Tap Road and
Sandy Lake Road.
Mr. Darryl Lake of the Southland Corporation made the
presentation to the Commission. Following discussion
Commissioner Munsch made a motion to approve Item #21 with the
stipulation that the final site plan be subject to approval of
S-1013, Special Use Permit to allow the alteration of a Site
Plan. Commissioner Jasiecki seconded the motion; motion
carried (6-0) with Commissioners Eberhardt, Jasiecki, Munsch,
Pope, Tunnell and Weaver voting in favor of the motion.
Item 22: Consider approval of a Preliminary Plat for Parkview Addition,
located at the southwest corner of Parkway Boulevard and Lodge
Road.
Mr. Hammond Heath of Warren Clark and Associates made the
presentation to the Commission. Following discussion
Commissioner Weaver made a motion to approve Item #22.
Commissioner Tunnell seconded the motion; motion carried (6-0)
with Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell
and Weaver voting in favor of the motion.
The meeting was then adjourned.
