BM 1987-05-05 PZMinutes of May 5, 1987 The Planning and Zoning Commission of the City of Coppell met in regular session at 7:30 p.m. on Thursday, May 5, 1987, in the Coppell Town Center. The following members were present: Commissioner Eberhardt Commissioner Jasiecki Commissioner Munsch Commissioner Tunnell Commissioner Weaver Chairman Smedul and Commissioner Pope were absent. Also present were Planning and Zoning Coordinator Taryon Bowman and Administrative Secretary Linda Glidewell. Commissioner Eberhardt called the meeting to order and everyone was asked to stand while he gave the invocation. PUBLIC HEARING Item 4: Case #PD -102 - Forbes Development To consider approval of a zoning change from "LI" Light Industrial, "R" Retail and "A" Agricultural, to a mixed-use Planned Development "PD" located on the east side of Denton Tap Road, and north of the St. Louis and Southwestern Railroad. Frank Horton of Forbes Development was present to make the presentation to the Commission. Mr. Horton showed the various changes they have made to their plan since their first submittal of this Planned Development. He briefly went over a list of the variances they are requesting. Commissioner Eberhardt opened the Public Hearing and asked for persons wishing to speak in opposition to this plan. Those persons speaking were: Mr. W.B. Johnson of 409 Meadowcreek, who presented a petition and stated that they would only be in favor of this development if all the comments in their petition were met. (see attached petitions). There were none. The Public Hearing was then closed. Mr. Dan Forbes of Forbes Development then gave a brief rebuttal statement. He stated that he feels they have done their best to compromise with the homeowners on this issue. He stated he is tired of loosing and tired of being the only one to compromise. Following discussion Commissioner Tunnell made a motion to deny Item #4. Commissioner Jasiecki seconded the motion; motion carried (5-0) with Commissioners Eberhardt, Jasiecki, Munsch, Tunnell and Weaver voting in favor of the motion. The meeting was then adjourned. Ladies & Gentlemen: We, the undersigned Coppell home owners residing in the North Lake Woodlands Subdivision, hereby petition the City of Coppell Planning & Zoning Commission and City Council to require the following points be officially incorporated into and made a part of the referenced zoning action. No. 1 The northern most portion of the property along and adjacent to the present creek channel be designated and subdivided into residential lots having a minimum area of 12,000 sq. ft. and with a minimum average front width of 90 ft. This boulevard shall be located a minimum of 300 ft. south of the intersection of Denton Ta and Bethel Road. No. 7 Street design for the entire subdivision shall be a minimum of 28 ft. width having a minimum of 50 ft. right of way. Paved alleys shall not be required. The following recommendatigns require serious consideration: - A permanent (brick, concrete, etc.) continuous wall along the R/R right of way facing all residential lots. - A landscaped green belt, minimum width 11 ft., along and north of the wall. - Front entry two -car garages be permitted only on the lots specified in points No. 2 and 3 (5000 sq. ft. lots). All other lots to have side- or rear -facing garages with front access. - Minimum living area for homes to be proportional to the value and location of the building lot, and comparable to those of North Lake Woodlands East, phase 6, being similar in size and proximity to the creek.
