The Planning and Zoning Commission of the City of Coppell met in regular session
at 7:30 p.m. on Thursday, March 19, 1987 at the Coppell Town Center, 255 Parkway
Boulevard, Coppell, Texas 75019. The following members were present:
Chairman Smedul
Commissioner Eberhardt
Commissioner Jasiecki
Commissioner Munsch
Commissioner Pope
Commissioner Tunnell
Commissioner Weaver
Also present were Consulting Engineer Gabe Favre, Planning and Zoning
Coordinator Taryon Bowman and Administrative Secretary Linda Glidewell.
Chairman Smedul called the meeting to order and everyone was asked to stand
while Commissioner Pope gave the invocation.
PUBLIC HEARINGS
Item 4: Case #PD -101 - Forbes Development
To consider approval of a zoning change from "LI" Light Industrial,
"R" Retail and "A" Agricultural, to a mixed-use Planned Development
"PD" located on the east side of Denton Tap Road, and north of the
St. Louis and Southwestern Railroad.
Mr. Dan Forbes of Forbes Development was present to give the
presentation to the Commission, along with Frank Horton and Don
Peebles. He stated that this development would consist of
approximately 200 units, with an estimated 348 families, which would
yield a population of approximately 1000 people.

in favor of this item. There were none. He then
wishing to speak against this item. Those persons

The Public Hearing was then closed. Chairman Smedul read at this
time, to the audience, a list of uses that could be allowed if this land
was developed as "LI" rather than the "PD" the developer is asking
f or.
Following discussion Commissioner Munsch made a motion to deny
Item #4. Commissioner Jasiecki seconded the motion; motion carried
(7-0) with Chairman Smedul and Commissioners Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the motion.
Item #5: Case #S-1007
To consider approval of a Special Use Permit located on the southeast
corner of MacArthur Boulevard and Beltline Road, for the operation
of a car wash.
Item #6: Case #S-1008
To consider approval of a Special Use Permit located at the southeast
corner of MacArthur Boulevard and Beltline Road, for the operation
of a gasoline service station.
Item #7: Case #S-1009
To consider approval of a Special Use Permit located on the southeast
corner of MacArthur Boulevard and Beltline Road, for the operation
of a grocery store.
Item #8: Case #S-1010
To consider approval of a Special Use Permit located at the southwest
corner of MacArthur Boulevard and Beltline Road, for the operation
of a car wash.
Item #9: Case #S-1011
To consider approval of a Special Use Permit located at the southwest
corner of MacArthur Boulevard and Beltline Road, for the operation
of car wash.
Greg Kuhn of Albert Half f and Associates was present to give the
presentation to the Commission. Chairman Smedul opened the Public
Hearing and asked for persons wishing to speak for these items. There
were none. He then asked for persons wishing to speak against these
items, again there were none. The Public Hearing was then closed.
Following discussion Commissioner Munsch made a motion to table
Item #'s 5, 6, 7, 8 and 9. Commissioner Jasiecki seconded the motion;
motion carried (7-0) with Chairman Smedul and Commissioners
Eberhardt, Jasiecki, Munsch, Pope, Tunnell and Weaver voting in
favor of the motion.
Item #10: Frank Addition - Preliminary Plat
To consider approval of a preliminary plat located 630 feet north
of the intersection of Bethel School Road and Heartz Road.
Mr. Greg Edwards of Metroplex Engineers gave the presentation to
the Commission. Although this was not a Public Hearing, Chairman
Smedul recognized Mr. Walt Fuller of 505 Oakcrest, who wanted
to state that he was in favor of this project.
Following discussion Commissioner Eberhardt made a motion to approve
Item #10. Commissioner Munsch seconded the motion; motion carried
(7-0) with Chairman Smedul and Commissioners Eberhardt, Jasiecki,
Munsch, Pope, Tunnell and Weaver voting in favor of the motion.
Item # 11: Northport Business Park - Preliminary Plat - Resubmittal
To consider approval of a resubmittal of the preliminary plat, located
north of Bethel School Road and east of State Highway 121.
Mr. Brian George was present to give the presentation to the
Commission. He stated that this is a Resubmittal of the preliminary
plat on this project.
Following discussion Commissioner Munsch made a motion to approve
Item #11 for a period of six (6) months. Commissioner Eberhardt
seconded the motion; motion carried (7-0) with Chairman Smedul
and Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell and
Weaver voting in favor of the motion.
Item 11A: To consider approval of a Drainage Easement for the channelization
of Cottonwood Creek, located north of Bethel Road and east of State
Highway 121, in the Northport Business Park Addition.
Mr. Brian George also gave the presentation on this item. Following
discussion Commissioner Eberhardt made a motion to approve Item
#11A with the stipulation that staff will review and approve the plans
prior to construction of the channel; and further, that the City will
not be responsible for the maintenance of the channel until one (1)
year after the final plat is approved. Commissioner Tunnell seconded
the motion; motion carried (7-0) with Chairman Smedul and
Commissioners Eberhardt, Jasiecki, Munsch, Pope, Tunnell and Weaver
voting in favor of the motion.
Item #l2: Coppell Road Business Park - Final Plat - Resubmittal
To consider approval of a resubmittal of the final plat located 204
feet north of the intersection of Bethel Road and Coppell Road.
Mr. Dale Veenker of 133 Cottonwood Drive, Coppell, gave the
presentation. Mr. Veenker stated this is a resubmittal of the final
plat, and no changes had been made.
Following discussion Commissioner Eberhardt made a motion to approve
Item #12 with the stipulation that the City Council address the
easement to the Duncan Tract. Commissioner Munsch seconded the
motion; motion carried (7-0) with Chairman Smedul and Commissioners
Eberhardt, Jasiecki, Munsch, Pope, Tunnell and Weaver voting in
favor of the motion.
Item #13: Replat of Northlake Woodlands East #6, Lot 3, Block H
To consider approval of a replat located at the southeast corner of
Moore Road and Christi Lane.
Mr. Steve Parsons was present to give the presentation to the
Commission. Following discussion Commissioner Munsch made a
motion to approve Item #13. Commissioner Eberhardt seconded the
motion; motion carried (7-0) with Chairman Smedul and Commissioners
Eberhardt, Jasiecki, Munsch, Pope, Tunnell and Weaver voting in
favor of the motion.
The meeting was then adjourned.
