The Planning and Zoning Commission of the City of Coppell met in regular
session at 7:30 p.m. in the Coppell Town Center, 255 Parkway Boulevard.
The following members were present:
Chairman Ray Smedul
Commissioner Steve Eberhardt
Commissioner Perry Jasiecki
Commissioner Frank Pope
Commissioner Marsha Tunnell
Commissioner Peyton Weaver
Commissioner Joe Munsch was absent.
Also present were Senior Planning Technician Taryon Bowman, Civil
Engineer Shohre Daneshmand, and Secretary Linda Glidewell.
Chairman Smedul called the meeting to order and everyone was asked to
stand while Commissioner Jasiecki gave the invocation.
PUBLIC HEARINGS
Item 4: Case #ZC-503 - Forbes Development
To consider approval of a zoning change from Light Industrial
"LI" Retail "R" and Agricultural "A" to a mixed-use Planned
Development "PD" located on the east side of Denton Tap Road,
north of the St. Louis and Southwestern Railroad.
Chairman Smedul stated that Staff had received a letter from
the applicant requesting that this item be withdrawn from the
agenda.

Item 5: Woodridge VI - Final Plat
To consider approval of a final plat located on the east side
of MacArthur Boulevard, 1500 feet south of Sandy Lake Road for
the development of townhomes.
Mr. Rod Zielke of Lichliter/Jameson and Associates made the
presentation to the Commission.
Following discussion, Commissioner Jasiecki made a motion to
approve Item #5 with the stipulation that the applicant change
the landscape plan to increase the number of shade trees from
seventeen (17) to a minimum of thirty (30), which would
represent at least two (2) per lot and increase the remaining
trees by at least fifteen (159) percent. Commissioner Tunnell
seconded the motion; motion carried 6-0 with Chairman Smedul,
Commissioners Eberhardt, Jasiecki, Pope, Tunnell, and Weaver
voting in favor of the motion. Commissioner Weaver then
motioned for an amendment to the motion which would require
the Developer to submit a Homeowners Agreement, which would
include a maintenance agreement for the open spaces as
designated on the plat. Commissioner Tunnell seconded the
amendment and motion carried 6-0 with Chairman Smedul, and
Commissioners Eberhardt, Jasiecki, Pope, Tunnell, and Weaver
voting in favor of the amendment.
Item 6: Advantage Self -Storage - Final Plat
To consider approval of a final plat located at the southeast
corner of Denton Tap Road and the St. Louis Southwestern
Railroad.
Mr. Joe Beard of Vantage Residential made the presentation to
the Commission.
Following discussion, Commissioner Tunnell made a motion to
approve Item #6 with the stipulation that the applicant screen
the property on the east and south sides on Northlake Drive
where RV parking is visible. Commissioner Pope seconded the
motion; motion carried with Chairman Smedul, Commissioners
Eberhardt, Jasiecki, Pope, Tunnell and Weaver voting in favor
of the motion.
Item 7: MacArthur Boulevard Extension - (Right -of -Way Dedication Plat)
To consider approval of a dedication plat.
Mr. John Karlsruhyer of Ginn, Inc. made the presentation to
the Commission. Following discussion Commissioner Eberhardt
made a motion to table Item V. Commissioner Jasiecki
seconded the motion; motion carried 4-2 with Commissioners
Eberhardt, Jasiecki, Tunnell, and Weaver voting in favor of
the motion; and Chairman Smedul and Commissioner Pope voting
against the motion.
Item 8: Clarification of Special Use Section
Chairman Smedul asked Senior Planning Technician Taryon Bowman
to give the Commission a brief statement as to what
clarification was needed. Ms. Bowman stated that the Staff
needed clarification of the Special Use Section of the City of
Coppell Zoning Ordinance as to whether this section should or
should not be cummulative in order to be consistent with other
zoning classifications.
Following discussion, Commissioner Eberhardt made a motion to
amend the Special Use Section of the Zoning Ordinance to
be cummulative and therefore, be consistent with other zoning
classifications within the City of Coppell. Commissioner
Jasiecki seconded the motion; motion carried (6-0) with
Chairman Smedul, Commissioners Eberhardt, Jasiecki,Pope,
Tunnell and Weaver voting in favor of the motion.
The meeting was then adjourned.
