BM 1986-08-28 PZMinutes of August 28, 1986 The Planning and Zoning Commission of the City of Coppell met in Pre -Agenda Session at 7:00 p.m. and Regular Session at 7:30 p.m. on Thursday, August 28, 1986 in the Coppell Town Center. The following members were present: Co -Chairman Frank Pope Commissioner Steve Eberhardt Commissioner Joe Munsch Chairman Smedul and Commissioner Jasiecki were absent. Also present were City Engineer Ed Powell and Secretary Linda Glidewell. Co -Chairman Pope called the meeting to order and asked everyone to stand while Commissioner Munsch gave the invocation. ZONING AND SIGN VARIANCES Item 4: Zoning Application 486-06-17 - Public Hearing to consider the approval of a zoning change request of Landmark Subdivision from "2F-9" Two Family Residential -9 to "PD -2F-9" Planned Development -Two Family Residential -9 on property located at the 300 block of Sandy Lake Road, west of Denton Tap Road. City Engineer Ed Powell stated that DRC had various problems and comments, and that nothing had been returned by the applicant. He asked that this item be tabled until further notice. Commissioner Munsch made a motion to table Item #4. Commissioner Eberhardt seconded the motion; motion carried (3-0), with Commissioners Eberhardt, Pope and Munsch voting in favor of the motion. Item 5: Sign Variance Application #86-07-17 - Public Hearing to consider approval of a sign variance request of Whiteco Metrocom from Sections 10-5-17 and 10-5-18 of the City of Coppell Sign Ordinance on property located on the northeast corner of Thweatt Road and State Highway 121. Ms. Geri Abrams of Whiteco Metrocom made the presentation to the Commission, representing the property owner, Dan Ferguson. Co -Chairman Pope opened the Public Hearing and asked for persons wishing to speak in favor of this item, there were none. He then asked for persons wishing to speak against the item, again there were none. Following discussion, Commissioner Eberhardt made a motion to approve Item #5. Commissioner Munsch seconded the motion; motion carried (3-0), with Commissioners Eberhardt, Munsch and Pope voting in favor of the motion. Item 6: Sign Variance Application #86-07-08 - Public Hearing to consider approval of a sign variance request of Connell Development Company from Sections 10-6-1 (C.2) and (C.3) of the City of Coppell Sign Ordinance on property located on the southwest corner of Beltline Road (North/South) and Cowboy Drive. Jim Connell of Connell Development made the presentation to the Commission. He asked that it be noted that the agenda states their location as Beltline at Cowboy Drive; however, it should be Beltline at Lakeshore. This item was denied by City Council on the basis that no one was present for the presentation when their item was scheduled to go before City Council. Co -Chairman Pope opened the Public Hearing and asked for any persons wishing to speak in favor of this item, there were none. He then asked for those persons wishing to speak against the item, again there were none. The Public Hearing was then closed. Following discussion, Commissioner Munsch made a motion to approve Item X66. Commissioner Eberhardt seconded the motion; motion carried (3-0), with Commissioners Munsch, Eberhardt and Pope voting in favor of the motion. Item 7: Sign Variance Application #86-06-17.5 - Public Hearing to consider approval of a sign variance request of Southland Corporation from Sections 10-5-16 and 10-6-1 (C.2) of the City of Coppell Sign Ordinance on property located on the southeast corner of Sandy Lake Road and MacArthur Boulevard in the Corners of Coppell Shopping Center. Ms. Andrea Foreman of SCH Architects, representing Southland Corporation, made the presentation to the Commission. Co -Chairman Pope opened the Public Hearing and asked for persons wishing to speak in favor of this item, there were none. He then asked for persons wishing to speak against the item, again there were none. The Public Hearing was then closed. Following discussion, Commissioner Eberhardt made a motion to approve Item V. Commissioner Munsch seconded the motion; motion carried (3-0) with Commissioners Eberhardt, Munsch and Pope voting in favor of the motion. PLATTING Item 8: Plat Application #86-07-21 - To consider approval of a preliminary plat for Advantage Self Storage Company on property located on the southeast corner at the intersection of Denton Tap Road and the St. Louis and Southwestern Railroad. Mr. Joe Beard of Vantage Residential made the presentation to the Commission. Following discussion, Commissioner Munsch made a motion to approve Item #8, with the stipulation that a rendering of the site looking out to the east be provided before the Final Plat is presented. Commissioner Eberhardt seconded the motion; motion carried (3-0) with Commissioners Eberhardt, Munsch and Pope voting in favor of the motion. Item 9: Plat Application 486-07-21.5 - To consider approval of a conceptual site plan for Vantage Companies on property located on Crestside Drive in the southern portion of Northlake 635 Business Park.
