The Planning and Zoning Commission of the City of Coppell met in Special
Session at 7:30 p.m. on Monday, July 28, 1986 in the Board Room at the
1st Coppell Bank. The following members were present:
Chairman Ray Smedul
Commissioner Frank Pope
Commissioner Steve Eberhardt
Commissioner Joe Munsch
Commissioner Perry Jasiecki was absent.
Also present were City Engineer Ed Powell, Administrative Assistant
Vivyon Bowman and Secretary Linda Glidewell.
Item 1: To consider and discuss the preliminary proposed master plan
concept with the consultants.
Chairman Smedul opened the meeting with a brief introduction
of everyone present. He then stated that this work session is
basically to work with J.T. Dunkin and Associates to update
the Master Comprehensive Plan for the City of Coppell. He
further stated that the Commission will also meet next Monday
night, and he would like to limit these meeting to two (2)
hours, beginning at 7:30 and dismissing at 9:30.
Mr. J.T. Dunkin and Mr. Fred Morris, both of J.T. Dunkin and
Associates made the presentation to the Commission. Mr.
Dunkin presented the attached letter to the Commissioners. He
also presented copies of existing land use information and
maps and information on existing zoning.
Following lengthy discussion the meeting was adjourned.

Dear Commission Members:
On July 28 we will have our first work session on the Comprehensive
Plan for the City of Coppell. At this meeting, we will present our
preliminary findings for existing land use, zoning and physical factors
influencing development. The purpose of the meeting will be to engage
in dialogue regarding issues concerning the Community after our pre-
sentation. The Planning and Zoning Commission should be prepared to
discuss planning and zoning matters and other related issues in general
terms so that we may begin to address them in the Comprehensive Plan.
These issues should be ones that may have evolved over the last couple
of years that you have observed while reviewing zoning requests or
maybe some type of land use condition you have noticed in the City.
The issues can be anything associated with planning and zoning, as
well as thoroughfare circulation. If you have a number of ideas or
issues, please write them down so we can have a record of them. This
type of "round table" discussion enables us to develop a Comprehensive
Plan which meets the City's needs.
