BM 1986-07-24 PZMinutes of July 24, 1986 The Planning and Zoning Commission of the City of Coppell met in regular session at 7:30 p.m. on July 24, 1986 in the Coppell High School Administration Building. The following members were present: R. W. Smedul, Chairman Frank Pope, Commissioner Joe Munsch, Commissioner Perry Jasiecki, Commissioner Steve Eberhardt, Commissioner Also present were City Engineer Ed Powell, Administrative Assistant Vivyon Bowman, and Acting Secretary Debbie Birdsall. The meeting was called to order and everyone asked to stand while Commissioner Jasiecki gave the invocation. ZONING AND SIGN VARIANCES Item 6: Zoning Application #86-07-09 - Public Hearing to consider approval of a zoning change request for Pizza Hut of American, Inc., from "PD -R" to "PD-R/S.U.P." Planned Development - Retail with a Special Use Permit for a restaurant on property located on the southeast corner of Sandy Lake Road and MacArthur Boulevard in the Corners of Coppell Retail Center. Andrea Foreman of SCH Architects made the presentation. She stated that many of the Council's main concerns 'which led to the previous denial of this request have been allev- iated: Chairman Ray Smedul opened the public hearing and asked for those persons who wished to speak against the request. There were none. He then asked for those persons who wished to speak for the request. Again, there were none. The public hearing was then closed. There were no letters sent in for or against this request according to Vivyon Bowman. Following discussion, Commissioner Jasiecki moved to approve the request as stated; Commissioner Munsch seconded the motion which carried 5-0. Item 7: Zoning Application #86-06-13 - Public hearing to consider approval of a zoning change request for Connell Skaggs Addition from "C-S.U.P." Commercial with a special use permit for a gasoline station and car wash to "C-S.U.P." Commercial with a special use permit for the addition of a grocery and convenience store on property located on the northwest corner of Sandy Lake and Denton Tap Roads. The applicant had requested this item to be tabled. Commissioner Munsch moved that this item be tabled until the next Planning and Zoning meeting; Commissioner Jasiecki seconded and motion carried 5-0. Item 8: Zoning application #86-06-25 - Public hearing to consider approval of a zoning change request for Connell Skaggs Addition from "C-S.U.P." Planned Development - Retail with a special use permit for a grocery and convenience store on property located on the southeast corner of Sandy Lake and MacArthur Boulevard in the Corners of Coppell Retail Center. Chairman Smedul declared the public hearing open and asked for those persons who wished to speak against the request. There were none. He then asked for those persons who wished to speak for the proposed request. Mr. Darrel Lake who lives at 638 Duncan in Coppell spoke for the request. There were no letters sent in regarding this request. Chairman Smedul then declared the public hearing closed. Following discussion, Commissioner Munsch made the motion to approve the zoning change request; Commissioner Pope seconded and motion carried 5-0. Item 10: Zoning application #86-06-17.1 - Public hearing to consider approval of a zoning change request for Southland Corporation from "PD -R" Planned Development Retail to "PD-R/S.U.P." Planned Development Retail with a special use permit for a gasoline -service station on property located on the southeast corner of Sandy Lake Road and MacArthur Blvd. in the Corners of Coppell Retail Center. Andrea Foreman and Darrel Lake representing Southland Corporation made the presentation. City Engineer Ed Powell informed the Commission of a concern he had regarding the underground gasoline storage tanks. Chairman Smedul declared the public hearing open and asked for those persons who wished to speak against the request. There were none. He then asked for persons who wished to speak for the request. Again, there were none. No letters were sent in regarding this request. The public hearing was then closed. Commissioner Eberhardt made the motion to approve the request with the stipulation that concerns regarding the gasoline storage tanks location be worked out with the Fire Department prior to the presentation before the City Council; Commissioner Jasiecki seconded the motion which carried 5-0. Item 11: Zoning Application #86-06-17.3 - Public hearing to consider approval of a zoning change request for Southland Corporation from "PD -R" Planned Development - Retail to "PD-R/S.U.P." Planned Development Retail with a special use permit for a deli food service restaurant on property located on the southeast corner of Sandy Lake Road and MacArthur Blvd. in the Corners of Coppell Retail Center. Andrea Foreman and Darrel Lake made the presentation to the Commission. City Engineer suggested that the Commission be informed of just what the deli -bar actually involved. Darrel Lake stated that it was a small sandwich bar serving fresh made sandwiches every day. He also stated that it would be regulated by the City Health Dept. Chairman Smedul declared the public hearing open and asked for those persons who wished to speak against the proposed request. There were none. He then asked for those persons who wished to speak for the request. Again there were none. The Public Hearing was then declared closed. Commissioner Pope moved to approve the request; Commissioner Jasiecki seconded the motion which carried 5-0. Item 12: Sign Variance Application #86-06-17.5 - Public hearing to consider approval of a sign variance request from Southland Corporation from Section 10-6-1 and 10-5-16 (C.2) of the City of Coppell Sign Ordinance on property located on the southeast corner of Sandy Lake Road and MacArthur Blvd. Andrea Foreman and Darrel Lake representing Southland Corp. made the presentation. This is a three-part sign with each sign being 25 square feet. They are requesting this sign to be located on the ground on the corner of Sandy Lake and MacArthur Blvd. because of the poor visibility if located under the canopy. Chairman Smedul declared the public hearing open and asked for those persons who wished to speak against the request. Mr. David Bryant of 1036 Mapleleaf had a question concerning the size of the sign and stated that he preferred the height be kept as low as possible. Chairman Smedul then asked for those persons who wished to speak for the proposal. There were none. The public hearing was then declared closed. City Engineer Ed Powell stated his concern that the site plan doesn't address the total height of the sign including the base. There was also concern expressed regarding the number of signs and the size of the variance request. Following further discussion, Commissioner Munsch moved that this item be tabled until the next regular Planning and Zoning meeting; Commissioner Eberhardt seconded and motion carried 5-0. Item 13: Sign Variance Application #86-06-05 - Public hearing to consider approval of a sign variance request for Windance Townhomes from Section 10-5-18 of the City of Coppell Sign Ordinance on property located on the southwest corner of Bethel School Road and Denton Tap Road. Duane McClurg, owner of the property, made the presentation. He stated that he is requesting a temporary pole sign for a period of six months at the Southwest corner of Denton Tap and Bethel School. The sign is 16 square feet and he has obtained the owner's permission to locate the sign in this location. Because the subdivision is in such a remote area and the confusion concerning Bethel and Bethel School Road, he feels this sign is necessary for advertising purposes. The public hearing was opened and Chairman Smedul asked for those persons who wished to speak against the request. There were none. He then asked for those persons who wished to speak for the request. Again, there were none. The public hearing was then closed. Following discussion, Commissioner Jasiecki moved to approve this temporary request for a period of six months; Commissioner Pope seconded and motion carried 4-1 with Commissioner Eberhardt against the motion. Item 14: Sign Variance Application #86-05-19 - Public hearing to consider approval of a sign variance request from Riverchase Subdivision from Sections 10-8-6 (C) and (E) of the City of Coppell Sign Ordinance on property located on the south side of Sandy Lake Road, west of the Elm Fork of Trinity River and north of Beltline Road. Mr. Jay Patterson of Terra Land Development made the presentation to the Commission. He stated that Terra had developed their own signage plan and guidelines for the 600 acres. There are four different kinds of temporary signs and then the permanent signs would be masonry monument signs. The request consists of 36 temporary signs at 2,125 total square feet. The current sign ordinance would allow 75 at 3,060 square feet. The public hearing was declared open and Chairman Smedul asked if there were persons who wished to speak against this request; There were none. He then asked if anyone wished to speak for the proposed request. Again, there were none. Also, no letters were submitted concerning this request. The public hearing was then declared closed. Bobby Harrell of Terra addressed some questions and also David Gilespie of Gilespie and Associates also addressed questions. City Engineer Ed Powell addressed some concerns regulating billboard signs on County property. Following discussion, Commissioner Jasiecki moved to approve the sign variance request; Commissioner Munsch seconded the motion which carried 5-0. PLATTING Item 15: Plat Application #86-06-16 - To consider approval of a final plat for Fairway Drive in Riverchase Subdivision on property located north of existing Beltline Road, east of MacArthur Blvd., south of Riverchase Drive and west of the golf course. Jay Patterson of Terra Development made the preseentation. He stated that Fairway Dr. will provide an additional outlet from Riverchase Dr. to Beltline, that the street will be landscaped, and that Terra will pay for construction of the Railroad Crossing. Following discussion Commissioner Pope moved that the final plat be approved; Commissioner Jasiecki seconded the motion which carried 5-0. Item 16: Plat Application #86-05-19 - to consider approval of a preliminary plat for Sandy Lake Road/Moore Road Joint Venture for property located on the northwest corner of Sandy Lake Road and Moore Road (tabled from June 19 meeting). Mr. Tom Wise made the presentation. He stated that the owners have amended their original request and are currently asking for preliminary plat approval of Lots 3 and 4 only. Lot 4 is planned for a Children's World Daycare center. City Engineer Ed Powell stated that he would like to see the preliminary plat as a joint request including Lots 1 through 4. Following discussion and questions, Commissioner Eberhardt moved to approve the preliminary plat as submitted; Commissioner Munsch seconded the motion which carried 5-0. Chairman Smedul announced to the Commissioners that there would be a workshop on July 28, 1986 and encouraged all the commissioners to attend. The meeting was then adjourned. R. W.
