The Planning and Zoning Commission of the City of Coppell met in Joint
Public Hearing with the City Council at 7:30 p.m. in the Coppell High
School Administration Building. The following members were present:
Chairman Ray Smedul
Commissioner Steve Eberhardt
Commissioner Frank Pope
Commissioner Perry Jasiecki
Commissioner Joe Munsch
Also present were City Engineer Ed Powell, City Attorney Larry Jackson,
Consulting Engineer Gabe Favre and Secretary Linda Glidewell.
Mayor Lou Duggan called the meeting to order and everyone was asked to
stand while Councilman Morton gave the invocation.
PUBLIC HEARING
Item 1: Zoning Application #86-01-16
To consider approval of a zoning change request of J. Stephen
Crim of Lomas and Nettleton and adoption of an ordinance
granting a zoning change on the following two (2) tracts of
property:
A 23.589 acre tract of land out of the G.C. Woolsey Survey
Abstract 1402 Denton County, Texas and the Clarinda Squires
Survey Abstract 1327 Dallas County Texas (Tract A); and a
23.003 acre tract of land situated in the G.C. Woolsey Survey
Abstract 1402 Denton County, Texas and the William Tribble
Survey Abstract 1268 Denton County, Texas (Tract E).
The presentation was given jointly by Mr. Jeff Hurt and Ms.
Stephanie Fess, both of Lomas and Nettleton, and Mr. Dennis
Jerkey of Dannenbaum Engineers.
After the presentation and lengthly discussion by both
Planning and Zoning Commissioners and City Council Members,
Mayor Duggan then opened the Joint Public Hearing and asked
for any persons wishing to speak in favor of this item, there
were none. He then asked for any persons wishing to speak
against this item, again there were none. Mayor Duggan
closed the public hearing and recessed the Council Members at
this time, and turned the meeting over to Planning and Zoning
Commissioner Ray Smedul.
Chairman Smedul then opened the Public Hearing and asked for
those persons wishing to speak in favor of this item, there
were none. He then asked for persons wishing to speak against
the item, again there were none. The Public Hearing was then
closed.
Following discussion, Commissioner Eberhardt made a motion to
approve zoning application #86-01-16 with the following
stipulations:
1) Tract A be approved with "LI" Light Industrial
zoning with the acceptance of the deed restrictions
as offerred by the applicant;
2) Changes to the Deed Restrictions require City of
Coppell City Council approval;
3) And as to Tracts E and F, approval in tact as
reflected in the applicants amended request for "C"
Commercial zoning with the acknowledgement and
granting of applicants request for heigth
restriction variance from thirty-five (35) to fifty
(50) feet.
Commissioner Pope motioned to amend the motion to remove any
reference to heighth restrictions. Commissioner Eberhardt
seconded the amendment; amendment carried (4-1) with Chairman
Smedul, and Commissioners Eberhardt, Pope and Jasiecki voting
in favor of the amendment, and Commissioner Munsch voting
against the amendment. Commissioner Pope then seconded
Commissioner Eberhardts motion; motion carried (4-1) with
Chairman Smedul, and Commissioners Eberhardt, Pope and
Jasiecki voting in favor of the motion, and Commissioner
Munsch voting against the motion.
The meeting was then adjourned.
