BM 1986-05-22 PZ SPECIAL CALLED SESSIONMinutes of May 22, 1986 The Planning and Zoning Commission of the City of Coppell met in special called session at 7:00 p.m. on May 22, 1986 in the Coppell High School Administration Building. The following members were present: Chairman Ray Smedul Commissioner Steve Eberhardt Commissioner Frank Pope Commissioner Joe Munsch Commissioner Perry Jasiecki was absent. Also present were City Engineer Ed Powell and Secretary Linda Grau. Commissioner Eberhardt disqualified himself because of being associated with the School District. PLATTING Item 15: Plat Application #86-03-24 To consider approval of a preliminary plat for Moore Road Elementary School on property located on the west side of Moore Road .2 of a mile south of Sandy Lake Road (Tabled from May 15, 1986 meeting until May 22, 1986). City Engineer Ed Powell referred to a previous meeting held with School Superintendent Dr. Stanfield, architechs Gary Keep and George Tetrault with SHWC Inc. Mr. Powell stated that the location and arrangement of the parking lot had been resolved and the entrance and exit had been moved and approved by the school. Water and fire servicde mains will be provided to the west R.O.W. of Moore Road by the City as additions to the Moore Road Paving Improvements Project. Mr. Powell agreed with Dr. Stanfield to accept a 20" wide water easement and assume maintenance responsibility for the water and fire service mains. Architechts Gary Keep and George Tetrault addressed student traffic and a side walk has been added to the premises. Additional parking would be provided for special programs relating to school functions. After further discussion Dr. Stanfield stated that it was the intent of the Coppell Independent School District to ask the Planning and Zoning Commission for a variance for a four foot screening fence separating the new school and Fire Station #2. Commissioner Munsch moved to approve preliminary plat #86-03-24 with the recommendation that a four foot masonary and wrought iron fence be installed on the south and west side of the premises. Commissioner Pope seconded the motion; motion carried 3-0 with Chairman Smedul, Commissioner Pope and Commission Munsch voting in favor of the motion. PLATTING - FINAL Item 15A: Plat Application #86-05-15 To consider approval of a final plat for Moore Road Elementary School on property located on the west side of Moore Road .2 of mile south of Sandy Lake Road. (Posted as an Emergency Item on Planning and Zoning Agenda of May 15, 1986 and tabled from said meeting until May 22, 1986). No additional comments were made and the easements have been increased to twenty -feet. Commissioner Pope motioned to grant final plat #86-05-15 which would include above stated stipulation. Commissioner Munsch seconded; motion carried 3-0 with Chairman Smedul, Commissioner Munsch and Commissioner Pope voting in favor of the motion. The meeting was then adjourned.
